본 연구는 사회적 위험이 출산율에 미치는 영향을 실증적으로 분석하고, 정부 복지지출의 조절효과를 검토함으로써 저출산 현상의 구조적 원인을 규명하고자 한다. 기존 연구가 개인 및 가족 차원의 요인에 집중해 온 반면, 본 연구는 소득불평등, 노년부양비, 의료비 부담 등 거시적 사회적 위험 요인이 출산율에 미치는 영향을 분석하였다. 또한 정부의 복지지출이 이러한 위험 요인의 부정적 효과를 완화하는 조절변수로 작용할 수 있다는 가설을 설정하고, 총지출뿐 아니라 주요 복지 영역별 조절효과도 함께 검토하였다.
분석에는 OECD 37개국의 2006년부터 2021년까지 패널자료를 활용하였으며, 고정효과 패널 회귀분석을 통해 총 9개의 모형을 검증하였다. 그 결과, 사회적 위험 요인들은 전반적으로 출산율에 부정적인 영향을 미쳤으며, 정부 복지지출은 이러한 영향력을 통계적으로 유의미하게 완화하는 조절효과를 보였다. 특히 특정 복지 분야에서 조절효과가 상대적으로 더 강하게 나타나, 지출의 총량보다 구조와 방향성이 출산율에 미치는 영향이 크다는 점이 확인되었다.
이러한 결과는 저출산 문제를 사회구조적 불안정성과 연결 지어 해석할 필요성을 제기하며, 단편적인 출산 장려 정책을 넘어 사회적 위험 완화와 복지지출의 전략적 구조조정을 중심으로 한 통합적 정책 접근의 중요성을 시사한다.

This study examines how social risks affect total fertility rates and evaluates the moderating role of government welfare spending. While previous studies have mostly emphasized individual and family-level determinants of fertility, this research highlights macro-level factors such as income inequality, old-age dependency, and household medical expenditures. It further tests whether welfare spending can offset the negative effects of these risks, including an analysis of different types of welfare expenditures.
Using panel data from 37 OECD countries between 2006 and 2020, nine fixed-effects regression models were estimated. The findings reveal that social risks generally reduce fertility, while government welfare spending shows a statistically significant moderating effect. In particular, stronger moderating effects were found in certain welfare domains, suggesting that how welfare is allocated is more critical than the total amount spent.
These results call for interpreting low fertility as a structural outcome of broader social instability rather than as an isolated demographic issue. Policy efforts should therefore move beyond short-term pronatalist measures and toward integrated strategies that alleviate social risks and optimize welfare spending structures.
