현대 도시가 직면하고 있는 다양하고 복잡한 사회문제 중 사회적 배제 문제는 도시의 발전과 더불어 나타난 현상으로 경제적 불평등을 비롯한 다양한 차별과 단절을 야기한다. 이에 따라 사회적 배제를 극복하기 위한 방안으로 포용도시의 개념이 등장하였다. 공공임대주택은 도시의 포용성을 제고하기 위한 대표적인 방안 중 하나로 주목받고 있다. 한편 공공임대주택은 도시의 포용성을 증진시킴과 동시에 실질적으로 거주민들이 사회적 낙인과 고립을 경험하게 되는 역설적인 배제의 공간이 되기도 한다. 이러한 배경에서 공공임대주택 거주민이 겪는 사회적 배제의 문제를 바탕으로, 그들의 사회적 포용성을 논의하는 것은 중요한 의미를 갖는다. 따라서 본 연구는 서울시 공공임대주택을 대상으로 공공임대주택 거주민의 사회적 포용경험이 주거만족도에 미치는 영향을 공공임대주택 유형별로 분석함으로써 공공임대주택 거주민의 사회적 포용성과 주거만족도를 향상시킬 수 있는 구체적인 정책적 함의를 도출하고자 한다.
분석을 위한 기초자료로 「제4차 서울시 공공임대주택 입주자 패널조사」를 활용하였으며 사회적 포용경험을 측정하기 위해 사회적 포용경험을 상호의존경험과 차별경험으로 구분하여 구성하였다. 그 외 개인적 특성, 주택의 물리적 특성, 환경적 특성 또한 분석 모형에 포함하여 주거만족도의 결정요인을 실증적으로 검토하였다.
분석 결과는 다음과 같다. 첫 번째, 전체 공공임대주택 유형에 대해서는 이웃의 교류 정도와 친한 이웃의 수, 그리고 다목적실, 어린이집, 주민카페 등의 커뮤니티 시설의 이용경험과 존재여부가 유의한 사회적 포용경험 요소로 나타났다. 두 번째, 영구임대주택 및 50년 임대주택의 경우 친한 이웃의 수와 작은도서관의 이용경험 등이 유의하게 나타났다. 세 번째, 행복주택의 경우 친한 이웃의 수와 공동주방의 존재가 각각 유의한 변수로 나타났다. 마지막으로 작은도서관과 주민카페의 존재여부는 영구·50년 임대주택과 행복주택의 주거만족도 요인 중 유의하게 차이점이 있는 것으로 나타났다.
분석결과를 통해 다음과 같은 정책적 시사점을 도출하였다. 첫 번째, 모든 임대유형에서 친한 이웃의 수는 주거만족도에 유의한 정의 영향을 미쳤으며, 이는 사회적 관계망 형성의 중요성을 시사한다. 두 번째, 임대유형 전체 및 영구·50년 임대주택 모델에서 다목적실은 존재 및 이용경험 모두 주거만족도에 부의 영향을 미쳤으며, 이는 수요에 맞지 않는 커뮤니티 시설이 오히려 만족도를 저해할 수 있음을 보여준다. 세 번째, 어린이집, 주민카페, 놀이터, 공동주방의 ‘존재’는 이용 여부와 무관하게 심리적 만족을 통해 주거만족도에 긍정적 영향을 미쳤다. 네 번째, 영구·50년 임대주택의 경우 작은도서관의 이용경험과 어린이집의 존재 등 보육 및 학습관련 시설이 주거만족도에 정의 유의한 영향을 미치는 것으로 분석되었다. 마지막으로 작은도서관과 주민카페는 행복주택보다 영구‧50년형 임대주택에서 더 높은 체감 효과를 보였고, 이는 임대주택 유형에 따라 커뮤니티 시설의 체감 가치가 다르게 나타날 수 있음을 시사한다.

Modern cities face a variety of complex social issues, among which social exclusion has emerged alongside urban development, causing various forms of inequality, discrimination, and disconnection. In response, the concept of the inclusive city has gained attention as a means to address these challenges, and public rental housing has been highlighted as a key strategy to enhance urban inclusiveness. However, public rental housing, while promoting inclusiveness, can paradoxically become a space of exclusion where residents experience social stigma and isolation. Against this backdrop, examining the social inclusion of public rental housing residents carries significant meaning. Therefore, this study aims to analyze how experiences of social inclusion affect residential satisfaction among public rental housing residents in Seoul, while also comparing differences across housing types.
This study utilized data from the 4th Seoul Public Rental Housing Panel Survey. Social inclusion experiences were measured in two dimensions: interdependence and experiences of discrimination. In addition, personal characteristics, physical housing attributes, and environmental factors were included in the model to empirically examine determinants of residential satisfaction.
The analysis yielded the following results. First, across all housing types, factors such as the degree of interaction with neighbors, number of close neighbors, and the presence and use of facilities such as multipurpose rooms, daycare centers, and community cafés were identified as significant elements of social inclusion. Second, in the case of permanent and 50-year rental housing, the number of close neighbors and the use of small libraries were found to be significant. Third, in Happy Housing, the number of close neighbors and the presence of shared kitchens were significant variables. Lastly, the presence of small libraries and community cafés showed meaningful differences between permanent/50-year rental housing and Happy Housing in terms of their impact on residential satisfaction.
Based on these results, the study offers several policy implications. First, the number of close neighbors had a significant positive impact on residential satisfaction across all housing types, underscoring the importance of forming social networks. Second, in both the overall model and the permanent/50-year rental housing model, the multipurpose room had a negative effect on satisfaction, suggesting that poorly matched facilities may hinder satisfaction. Third, the mere presence of certain facilities—such as daycare centers, community cafés, playgrounds, and shared kitchens—had a positive psychological effect regardless of actual usage. Fourth, in permanent/50-year rental housing, facilities related to childcare and learning (such as daycare centers and small libraries) positively influenced satisfaction. Lastly, small libraries and community cafés showed a stronger perceived value among residents of permanent/50-year rental housing than those in Happy Housing.
