최근 수년간 경찰 조직은 인력 확충과 자치경찰제 도입, 수사권 조정 등 다양한 제도적 변화와 개혁을 경험해 왔으며, 이에 따라 조직의 구조와 직무 범위에도 큰 변화가 나타났다. 그와 함께 과중한 업무, 낮은 보상, 지속적인 개혁 등 다양한 원인으로 인해 경찰공무원의 자발적 퇴직은 지속적으로 증가하고 있고, 특히 임용 5년 이내의 신임경찰관들 사이에서의 이직률이 최근 급증하고 있어 조직 차원의 적극적인 대응이 요구되는 상황이다.
다만 경험과 시간에 따른 변화가 조직 내 태도와 행동에 미치는 영향을 동태적으로 다룬 연구가 비교적 부족하고, 공채·경찰대학 등 입직경로 차이가 적합성 인식과 몰입·이직 간 관계를 조절할 수 있다는 가능성 역시 실증적으로 검증된 사례가 드물다. 이러한 연구 공백을 보완하고자, 본 연구는 경찰관을 대상으로 기대-경험 간 차이가 조직몰입과 이직의도에 미치는 영향, 입직경로의 조절효과, 그리고 조직몰입의 매개효과를 통합적으로 검증하였다. 이러한 접근을 통해 공공조직 내 적합성 연구의 설명력을 확장하고, 조직 적응 과정에 대한 새로운 시각을 제시하고자 한다. 특히 경찰대학 출신과 일반 공채자라는 상이한 입직경로가 이러한 관계를 조절할 가능성에 주목하여, 조직·직무적합성 인식 차이와 몰입·이직 간의 상호작용 구조를 분석하였다.
전국 신임경찰관을 대상으로 수집한 설문자료를 바탕으로 위계적 회귀분석과 매개분석을 실시한 결과, 조직몰입은 이직의도에 유의한 부적 영향을 미쳤으며, 현재 적합성 인식이 과거 기대보다 긍정적일수록 조직몰입 수준이 높아지고 이직의도는 낮아지는 경향이 나타났다. 특히 경찰대학 출신자는 순경 공채자에 비해 조직·직무적합성의 차이에 더 민감하게 반응하여, 차이가 커질수록 몰입이 빠르게 상승하고 인식 차이가 낮아질수록 몰입이 급격히 저하되는 경향을 보임으로써 입직경로에 따라서도 적합성 인식 차이의 영향력이 다를 수 있음을 제시하였다. 또한 조직몰입이 조직·직무적합성 인식 차이와 이직의도 간의 관계를 부분적으로 매개하는 것으로 확인되었다.
이러한 결과는 경찰 조직이 입직 초기 단계에서 현실적인 직무 정보제공, 기대 조정 프로그램, 경로별 맞춤형 사회화 전략을 통해 몰입 저하와 이직 위험을 예방할 필요성을 보여준다. 나아가, 본 연구는 단순한 적합성 수준이 아니라 시간의 흐름 속에서 변화하는 기대-경험 간 차이에 주목하는 접근을 제시함으로써 조직 적응 과정을 보다 입체적으로 이해할 수 있는 새로운 분석 틀을 제안하였다.

In recent years, the Korean police organization has undergone a series of institutional changes and reforms, including personnel expansion, the introduction of the autonomous police system, and adjustments to investigative authority. These developments have significantly altered the organization’s structure and scope of duties. At the same time, voluntary resignations among police officers have been steadily increasing due to factors such as heavy workloads, low compensation, and continuous reforms. In particular, the turnover rate of newly appointed officers within their first five years of service has risen sharply, highlighting the urgent need for an active organizational response.
Despite these trends, research that examines how experiences and temporal changes influence attitudes and behaviors within the organization from a dynamic perspective remains relatively limited. Moreover, empirical studies on whether differences in entry paths—such as open recruitment versus police academy graduates—moderate the relationship between perceived fit, organizational commitment, and turnover intention are scarce. To fill these gaps, this study investigates the effects of discrepancies between initial expectations and current experiences on organizational commitment and turnover intention among police officers, examines the moderating role of entry paths, and tests the mediating effect of organizational commitment. By doing so, this study aims to broaden the explanatory power of person–organization and person–job fit research in public organizations and provide a new perspective on organizational adaptation processes. In particular, it focuses on how differing entry paths—police academy graduates versus open recruitment—shape the interaction structure linking fit discrepancies, commitment, and turnover intention.
Using survey data collected from newly appointed police officers across the country, hierarchical regression analyses and mediation tests were conducted. The findings revealed that organizational commitment has a significant negative effect on turnover intention, and that when current perceptions of fit are more positive than prior expectations, commitment tends to increase while turnover intention decreases. Notably, police academy graduates were more sensitive to discrepancies in organizational and job fit than open recruitment officers: their commitment increased more rapidly as the discrepancy widened but dropped sharply when the discrepancy was low, suggesting that the impact of fit discrepancies differs depending on entry paths. In addition, organizational commitment was found to partially mediate the relationship between fit discrepancies and turnover intention.
These results highlight the need for the police organization to implement realistic job previews, expectation-adjustment programs, and tailored socialization strategies based on entry paths to prevent declines in commitment and reduce the risk of early turnover. Furthermore, this study proposes an analytical framework that focuses on the temporal gap between expectations and experiences rather than static levels of fit, thereby providing a more comprehensive understanding of organizational adaptation processes.
