신흥 기술시스템에 대한 사회기술실험: 도심항공교통(UAM) 규제샌드박스 사례를 중심으로 = Sociotechnical Experiments on Emerging Technology Systems: On UAM Regulatory Sandboxes

국문 초록 (Abstract)

본 연구는 규제샌드박스와 도심항공교통(UAM)을 사례로 하여, 신흥기술에 대한 사회기술실험과 제도 변화의 관계를 분석하였다. 최근의 신흥기술은 복수의 하위기술과 제도, 사회구조가 얽힌 사회기술시스템의 형태로 등장하며, 이에 대한 실증은 기술뿐 아니라 제도에도 영향을 미치는 사회기술실험으로 작용한다. 본고는 도심항공교통의 발달 과정에서 수행된 세 가지 주요 사회기술실험을 선정하여, 이들이 제도 변화 및 후속 실험으로 이어지는 과정을 추적하였다. 또한 한국의 규제샌드박스를 ‘협의의 규제샌드박스’와 ‘광의의 규제샌드박스’로 구분하여 비교 분석함으로써, 사회기술실험의 성격과 신흥기술의 발달 단계에 따라 규제샌드박스가 다양한 형태로 도입될 수 있음을 보였다. 본 연구는 제도가 니치의 장애물이 아니라 사회기술실험을 통해 지속적으로 변화하고, 또 다른 사회기술실험을 촉발하기도 한다는 점을 제시하였다.

This study analyzes the relationship between sociotechnical experiments and institutional change in the context of emerging technologies, focusing on the cases of regulatory sandboxes and Urban Air Mobility (UAM). Recent emerging technologies appear not as standalone innovations but as sociotechnical systems composed of multiple sub-technologies, institutions, and social structures. Demonstrations of such technologies function as sociotechnical experiments that affect not only technological development but also institutional change. This study traces how three major sociotechnical experiments conducted during the development of UAM led to institutional transformation and subsequent experiments. In addition, it categorizes South Korea’s regulatory sandboxes into “narrow regulatory sandboxes” and “broad regulatory sandboxes” and compares them to identify how regulatory sandboxes have taken different forms depending on the nature of the experiments and the developmental stage of the emerging technology. This study argues that institutions are not mere barriers to niches but are subject to continuous change through sociotechnical experiments, which may, in turn, trigger further experimentation.
