본 연구는 인천국제공항에서 추진된 비정규직의 정규직 전환 정책을 둘러싼 갈등을 정책옹호연합모형(Advocacy Coalition Framework, ACF)의 시각에서 분석하였다. 문재인 정부의 "공공부문 비정규직 제로" 정책 발표 이후 인천공항은 상징적 사례로 주목받았으나, 정책 집행 과정에서 기존 정규직 직원, 비정규직 직원, 청년 취업준비생 등 다양한 이해관계자 간 심각한 사회적 갈등이 표출되었다. 특히 이 과정에서 공정성과 사회적 형평성에 대한 논쟁이 핵심적인 갈등 요인으로 작용하였다.
본 연구는 인천공항 정규직 전환 사례에서 나타난 갈등의 원인과 전개, 그리고 이해관계자 간의 상호작용 양상을 심층적으로 분석하기 위하여 질적 연구방법론을 활용하였다. 구체적으로는 문헌연구와 더불어 주요 이해관계자들에 대한 심층 인터뷰를 병행하였다. 인터뷰는 정책 집행 당시의 이해관계자들로 구성된 정규직 직원, 비정규직 직원, 노동조합 관계자, 취업준비생 등 총 5명을 대상으로 진행하였다. 반구조화된 질문지를 사용하여 참여자들이 자유롭게 당시의 경험과 생각을 표현할 수 있도록 하고, 이를 통해 각 행위자의 정책 신념체계, 갈등의 인식과 대응 전략, 정책 과정에서의 상호작용 등을 탐색하였다. 인터뷰는 참여자의 일상적 언어를 통해 자연스러운 분위기에서 진행되었으며, 추가 인터뷰를 통해 자료의 질적 타당성을 확보하였다.
연구 결과, 정규직 전환 과정에서 크게 두 가지 정책옹호연합이 형성되었음을 확인하였다. 첫째는 정부와 비정규직 직원 및 일부 시민단체로 구성된 정책 지지 연합으로, 노동시장의 양극화 해소와 사회적 정의 실현이라는 신념 하에 정책을 지지하였다. 둘째는 기존 정규직 직원과 취업준비생, 일부 언론과 야당 세력으로 구성된 정책 반대 연합으로, 공정한 경쟁과 능력주의적 가치에 따라 정책을 강력히 반대하였다. 이 두 연합은 언론 보도, 온라인 캠페인, 국민청원 등 다양한 전략적 수단을 활용하여 서로 대립하였으며, 이로 인해 갈등이 더욱 심화되었다.
정책 과정에서 외부적 사건, 특히 2020년의 '인국공 사태' 및 이후의 정권 교체는 정책 갈등을 증폭시키고 정책의 변화를 초래하는 핵심적 역할을 하였다. 또한 정책 중개자(policy broker)의 부재와 미흡한 사회적 합의 과정이 정책의 지속 가능성을 저해하고 사회적 수용성을 낮추는 요인으로 작용하였다.
이러한 연구 결과를 바탕으로 본 연구는 갈등 관리 및 정책 수용성을 높이기 위한 몇 가지 정책적 시사점을 제시하였다. 주요 이해관계자 참여를 통한 협력적 거버넌스의 강화, 정책 중개자의 명확한 역할 정립, 그리고 정책 수립 초기 단계에서부터의 사회적 합의 절차의 필요성을 강조하였다.
본 연구는 이론적으로 정책옹호연합모형을 한국적 맥락에서 심층적으로 분석하고 적용 가능성을 사례연구를 통해 확인하였으며, 실무적으로는 향후 유사한 정책 갈등 상황에서 정책 결정자들이 고려해야 할 전략적 접근법을 제시하는 데 의의가 있다.

This study analyzed the policy conflict surrounding the conversion of irregular workers to regular status at Incheon International Airport from the perspective of the Advocacy Coalition Framework (ACF). Following the announcement of the Moon Jae-in administration's policy of "Zero Irregular Employment in the Public Sector," Incheon International Airport became a symbolic case of this initiative. However, its implementation triggered significant social conflicts involving multiple stakeholders, including existing regular employees, irregular workers, and young job seekers. Central to these conflicts were debates over fairness and social equity.
Adopting a qualitative research methodology, this study explored the underlying causes, dynamics, and interactions among stakeholders in the conflict at Incheon Airport. Specifically, the research combined literature review with in-depth interviews of five major stakeholders, including regular employees, converted irregular employees, labor union representatives, and job seekers directly involved during the policy implementation. Utilizing semi-structured questionnaires, participants were encouraged to freely express their personal experiences and perspectives, thereby illuminating their policy belief systems, perceptions of conflict, response strategies, and interactions throughout the policy process. Interviews were conducted in a natural and conversational setting, and supplementary interviews were carried out to ensure qualitative validity and depth.
The findings reveal that two major advocacy coalitions emerged during the policy implementation process. The first coalition, comprising the government, converted irregular workers, and certain civic groups, supported the policy based on beliefs about alleviating labor market polarization and achieving social justice. The opposing coalition, including existing regular employees, job seekers, parts of the media, and opposition political groups, strongly contested the policy, advocating principles of meritocracy and fairness in competition. Both coalitions actively mobilized diverse strategies, such as media engagement, online campaigns, and public petitions, intensifying the conflict.
External events, particularly the "Incheon International Airport incident" in 2020 and the subsequent change of government, significantly amplified the conflict and acted as critical factors driving policy shifts. Moreover, the absence of effective policy brokers and insufficient mechanisms for social consensus significantly reduced policy sustainability and social acceptance.
Drawing from these findings, this study provides several policy implications aimed at effective conflict management and enhancing policy acceptance. It emphasizes the importance of strengthening collaborative governance through active stakeholder engagement, clearly defining the roles of policy brokers, and establishing robust social consensus procedures from the initial stages of policy formulation.
Theoretically, this study contributes to the literature by deeply exploring the applicability and analytical utility of the Advocacy Coalition Framework within the Korean context through detailed case analysis. Practically, it offers strategic guidelines for policymakers facing similar complex and contested policy environments in the future.
