This study empirically examines the relationship between research and development (R&D) investment and patent performance, focusing on materials and components firms among Korea’s top 1,000 R&D-investing companies, in the context of Japan’s 2019 export restrictions on key semiconductor and display materials. In particular, the study investigates how this exogenous policy shock influenced corporate R&D activities and patent performance, and whether its effects differed between materials/components industries and other sectors. Using panel data from 2010 to 2023, the analysis employs fixed effects panel regression and a difference-in-differences (DID) model. The dependent variables include both domestic (KR) and international patent applications and registrations in the United States (US), Japan (JP), Europe (EP), and triadic patents (simultaneous registrations in US, JP, and EP). Independent variables are classified into private (in-house) R&D expenditure and government R&D funding, while firm characteristics such as size, capital investment, sales, and assets are controlled for. The empirical results show a significant increase in R&D investment among materials firms after the export restrictions, whereas component firms experienced a decline. This reflects the concentration of export-regulated items in core raw materials and the subsequent strategic R&D expansion by materials companies in pursuit of technological independence and localization. In terms of patent performance, materials firms exhibited significant increases not only in domestic filings but also in patent registrations in Japan, Europe, and triadic systems, suggesting a strategic emphasis on high-quality,registerable technologies rather than mere filing volume. In contrast, component firms saw stagnant or declining patent outcomes, indicating a response strategy that prioritized supply chain stability and client relationships over IP protection. Regarding R&D productivity, materials firms showed decreased productivity in terms of patent applications but improved performance in Japanese patent registrations, due to a combination of increased investment (larger denominator), registration-focused strategies, and time-lagged outcomes. Private R&D investment had an overall positive effect on patent performance, whereas the effect of government R&D support was limited to certain countries and sectors. Notably, government funding was statistically significant only for Japanese patent registrations, likely reflecting the policy’s focus on reducing dependence on Japanese imports. In terms of policy implications, Japan’s export restrictions, though disruptive in the short term, served as a catalyst for structural transformation by promoting R&D investment, technological self-sufficiency, and global patent acquisition within Korea’s materials and components industries. These findings suggest that such export controls can unintentionally strengthen the target country's technological sovereignty and enhance its standing in the global innovation system. This study demonstrates that exogenous policy shocks like export restrictions can serve not only as temporary challenges but also as opportunities for technological upgrading, particularly in strategic industries like materials and components that are vital for national technology sovereignty and global supply chain resilience. Limitations include the concurrent macroeconomic changes such as COVID-19, the relatively short post-treatment period, and the exclusion of qualitative patent indicators. Future research should incorporate longer time horizons and richer qualitative data on patent performance.

본 연구는 2019년 일본의 반도체·디스플레이 핵심 소재 수출규제를 계기로, 국내 연구개발(R&D) 투자 상위 1,000대 기업 중 소재·부품 기업을 중심으로 연구개발 투자와 특허성과 간의 관계를 실증적으로 분석하고자 한다. 일본 수출규제라는 외생적 정책 충격이 기업의 연구개발 활동과 특허성과 구조에 어떠한 변화를 가져왔는지, 그리고 소재·부품 산업과 비(非)소재·부품 산업 간 차별성이 존재하는지 주목하였다.
연구는 2010년부터 2023년까지의 패널 데이터를 활용하여, 고정효과 패널회귀분석과 이중차분(DID) 모형을 적용하였다. 종속변수는 국내(KR) 및 미국(US), 일본(JP), 유럽(EP), 삼극특허(US·JP·EP 동시 등록) 등 국내외 특허 출원·등록 건수로 설정하였고, 독립변수는 민간(자체) R&D 투자액과 정부 R&D 지원금으로 구분하였다. 기업 규모, 설비투자, 매출, 자산 등 주요 기업 특성은 통제변수로 포함하였다.
분석 결과, 일본 수출규제 이후 소재 업종 기업은 R&D 투자가 유의미하게 증가한 반면, 부품 업종은 오히려 감소하였다. 이는 규제품목이 핵심 소재에 집중되었고, 이에 따라 소재 기업들이 기술자립 및 국산화의 필요성을 인식하며 전략적으로 R&D를 확대한 데 기인한다. 특허성과 측면에서는 소재 업종이 국내뿐 아니라 일본, 유럽, 삼극 특허 등록에서 모두 유의미한 증가를 보였으며, 이는 단순한 출원 확대가 아닌 등록 가능성이 높은 고품질 기술을 중심으로 권리화를 추진한 전략적 선택의 결과로 해석된다. 반면, 부품 업종은 다수 국가에서 특허성과가 오히려 감소하거나 정체되었으며, 이는 기술 보호보다는 공급망 안정이나 거래선 유지를 우선시한 대응 전략에서 비롯된 것으로 보인다.
R&D 생산성 분석에서는 소재 기업의 경우 출원 기준 생산성은 감소하였으나, 일본 특허 등록 기준으로는 오히려 증가하였다. 이는 양적 투자 확대에 따른 분모 증가, 등록 중심 전략, 성과 시차 등의 복합적 영향으로 해석된다. 또한, 기업의 민간 R&D 투자와 특허성과 간에는 전반적으로 양(+)의 상관관계가 관측되었으며, 정부 R&D 지원과 특허성과 간의 관계는 일부 국가 또는 업종에 국한되어 관측되었으며, 일반화된 관계를 도출하기는 어려웠다. 특히 정부 지원이 일본 등록 특허와 유의미한 관계를 보인 것은, 정부 과제가 對日(대일) 수입 의존도 완화를 위한 기술 확보에 집중된 결과로 풀이된다.
정책적 함의로, 일본의 수출규제는 단기적으로는 충격이었으나, 장기적으로는 국내 소재·부품 산업의 연구개발 투자 확대와 기술 내재화, 글로벌 특허권 확보 등 구조적 전환을 촉진하는 계기가 되었음을 확인하였다. 이는 수출규제가 오히려 대상국의 기술주권 강화와 글로벌 기술체계 내 위상 상승을 유도할 수 있음을 시사한다.
이러한 결과는 수출규제라는 외생적 충격이 단기적 타격을 넘어, 특정 산업의 기술전환을 촉진하는 계기가 될 수 있음을 보여주며, 소재부품 산업이 기술 주권과 글로벌 공급망 안정성 확보를 위한 국가 전략 산업임을 실증적으로 시사한다.
마지막으로, 본 연구는 코로나19 등 동시기 거시환경 변화와 단기 분석기간, 특허성과의 질적 지표 미포함 등 한계를 가지며, 향후 장기 시계열 및 질적 특허성과를 포함한 후속 연구가 필요하다.
