COVID-19 팬데믹 기간 동안, 질병 예방 권고사항(백신 접종과 마스크 착용, 사회적 거리두기 등)에 대한 상충되는 정보가 빈번하게 생성되었으며, 이러한 정보에 반복적으로 노출된 대중들은 혼란과 반발이라는 인지적 반응을 통해 권고사항에 대한 부정적 태도가 형성될 수 있고, 나아가 권고사항에 대한 태도 및 인식에도 부정적인 영향을 끼치는 이월효과를 야기할 수 있다. 본 연구는 이러한 문제의식을 바탕으로, COVID-19 관련 상충되는 정보가 혼란 및 반발을 통해 ‘백신 접종 의도’라는 건강 행동 의도에 끼치는 영향을 확인하고, 이러한 관계를 정부 및 보건 기관 신뢰도가 조절하는지 여부를 검토하고자 하였다.
이를 위해, 초점집단면접을 통해 이론적 모형의 현실 타당성을 확인한 뒤, 2020년부터 2021년까지 세 차례에 걸쳐 수집된 패널데이터를 활용하여 구조방정식 모형과 위계적 회귀분석을 병행한 분석을 수행하였다.
또한, 정보의 전달 주체가 대중들의 정보 수용성 및 태도 형성에 결정적인 영향을 줄 수 있다는 점을 바탕으로 출처별 상충되는 정보 노출의 영향을 중심으로 한 위계적 회귀분석을 추가로 수행하였다. 분석 결과, 지인을 통해 전달되는 상충되는 정보의 경우가 유일하게 백신 접종 의도를 낮추는 효과가 있는 것으로 나타났다. 반면에, 정부 및 보건기관 신뢰도는 상충되는 정보의 효과를 조절하는데 유의한 영향을 확인하지 못하였다.
본 연구는 상충되는 정보의 효과가 단순한 정보의 양이나 빈도보다는, 정보 전달 출처의 사회적 맥락과 신뢰도에 따라 달라질 수 있음을 확인하였다는 점에서 의의를 갖는다. 이를 통해 향후 건강 커뮤니케이션 전략수립 시, 정보 출처에 대한 정교한 고려가 필요한 점과, 후속 연구에서는 대중들의 사회적 네트워크를 포함하는 분석이 요구된다.

During the COVID-19 pandemic, conflicting information regarding preventive health guidelines (e.g. vaccination, mask-wearing, and social distancing) was frequently disseminated. Repeated exposure to such contradictory messages may have induced cognitive responses such as confusion and backlash, thereby contributing to the formation of negative attitudes toward the guidelines and generating carryover effects on perceptions and behavioral intentions.
This study investigates how conflicting information about COVID-19 influences individuals’ vaccination intentions through confusion, backlash, and whether trust in government and public health institutions moderates these effects. To validate the theoretical framework, focus group interviews were conducted, followed by structural equation modeling (SEM) and hierarchical regression analyses using panel data collected in three waves between 2020 and 2021.
Additionally, this study examined the impact of the source of conflicting information, given the critical role of message origin in shaping public receptivity and attitude formation. The findings reveal that only conflicting information conveyed by personal acquaintances significantly reduced vaccination intention. In contrast, trust in government and health authorities did not significantly moderate the impact of conflicting information.
This study contributes to the understanding that the effects of conflicting information are shaped not merely by the quantity or frequency of exposure, but by the social context and trust of the information source. These findings underscore the need for more nuanced consideration of message sources in the design of future health communication strategies, and suggest that subsequent research should incorporate analyses of individuals’ social networks.
