주거 문제는 청년층의 삶의 질뿐 아니라 지역사회 발전에 큰 영향을 미친다. 본 연구에서는 2016년부터 2023년까지 8년 동안의 서울특별시의 자치구(25개) 데이터를 바탕으로 청년 인구와 주거 비용 간의 관계를 심층적으로 분석하였다. 특히 소비자물가지수를 반영한 실질 임대료 데이터를 활용함으로써 월세 임대료와 전세 임대료가 청년 인구에 미치는 영향을 정밀하게 분석하고자 하였다.
본 연구에서는 청년 인구를 초기(19-24세), 중기(25-29세), 후기(30-34세)로 구분하여 각 연령대별 특성을 반영한 패널 데이터 분석을 실시하였다. 분석 결과, 월세와 전세 임대료 상승은 청년 인구가 줄어드는 데 유의미한 영향을 미치는 것으로 나타났다. 월세 임대료의 상승은 전체 청년 인구와 초기, 중기 청년 인구에서 강한 부정적 영향을 미쳤으나, 후기 연령대의 경우 월세 상승이 오히려 인구 증가에 유의미한 양(+)의 상관관계를 보였다. 이는 후기 청년층이 경제적 안정성을 확보하여 월세에 대한 민감도가 낮아졌다는 것을 보여준다. 반면, 초기 청년과 중기 청년층에서는 월세 임대료 상승이 지역 내 정착을 저해하는 요인으로 작용했다.
전세 임대료의 상승은 모든 연령대의 청년 인구에서 부정적 영향을 보였고, 전체 청년 인구와 초기 청년 인구에서는 유의미한 부정적 영향을 보였다. 이는 전세 자금 마련이 어려운 초기 청년층이 전세 임대료 상승에 민감하게 반응하며, 주거지를 외곽으로 이전하거나 대체 거주지를 선택할 가능성을 보여준다. 중기 및 후기 청년층에서는 전세 임대료 상승이 부정적인 영향을 미쳤으나 직접적인 영향이 상대적으로 약했다. 이는 경제적 요인 외에 가족 구성, 직장 접근성 등 다른 변수들이 주거 선택에 중요한 역할을 했을 가능성을 보여준다.
본 연구는 청년층의 주거 문제를 해결하기 위한 실질적이고 정책적인 시사점을 제공하고자 한다. 특히, 초기 및 중기 청년층을 대상으로 한 월세 및 전세 지원 정책의 강화와 후기 청년층을 위한 장기적 주거 안정 방안이 필요함을 강조한다. 향후 연구에서는 서울 외 비수도권 및 기타 대도시를 포함한 비교 분석을 통해 청년 주거 문제 해결을 위한 포괄적인 정책 방향을 제시할 수 있기를 기대한다.

The Impact of Monthly and Jeonse Rents on the Youth Population in Seoul’s Districts

Housing conditions significantly affect not only the quality of life for young adults but also the development of local communities. Drawing on eight years (2016–2023) of data from 25 districts in Seoul, this study examines in depth how youth population trends relate to housing rent. In particular, it employs real (CPI-adjusted) rental data to offer a detailed assessment of how monthly rents and jeonse rents influence changes in the youth demographic.
To reflect the subtle differences in life stages, youth are further divided into early (19–24), mid (25–29), and late (30–34) cohorts, and a panel data analysis is applied to each group. Results show that rising monthly and jeonse rents both have a statistically significant negative effect on the overall youth population. Monthly rent increases show a strong correlation with decreases in total youth numbers, as well as in the early and mid cohorts; however, among the late cohort, monthly rent hikes unexpectedly exhibit a positive association with population growth. This pattern suggests that late-stage youth may have achieved sufficient financial security to be less sensitive to monthly rent changes. Meanwhile, early and mid cohorts appear to be more vulnerable to rent increases as these directly hinder their ability to settle in a given district.
Jeonse rent hikes negatively affect the population in all three age brackets, with a particularly strong impact on the overall youth and early cohorts. Because it is exceptionally challenging for early youth to accumulate the large deposits required for jeonse, increases in jeonse rent may prompt them to move to peripheral areas or seek alternative housing options. By contrast, among mid and late cohorts, jeonse rent increases remain detrimental to the population but are relatively less influential, implying that additional factors such as family composition or workplace accessibility may also play a significant role in their housing choices.
Based on these findings, the study provides practical policy insights for tackling youth housing issues. Key recommendations include reinforcing both monthly and jeonse rent support for early and mid cohorts, as well as implementing longer-term housing stability measures for late-stage youth. Future research should extend beyond Seoul to non-metropolitan regions and other major cities, thereby offering a more comprehensive set of policy directions aimed at alleviating youth housing challenges nationwide.
