최근 유럽연합(EU)과 미국 환경보호청(EPA) 등에서는 동물실험을 점진적으로 폐지하는 방향으로 정책을 전환하는 노력을 기울이고 있다. 반면, 지난 몇 년 간 한국의 동물실험은 오히려 증가해 왔기에 이에 대한 성찰적 검토가 요청된다. 이 연구에서는 종간 지속가능성(interspecies sustainability)이라는 관점에서 기존의 동물실험 레짐을 대체할 수 있는 오가노이드(organoid) 기술의 등장에 주목하고, 이 새로운 기술이 레짐 변화의 성공적인 틈새로 작용할 수 있을지 고찰한다. 여기서 전제되는 종간 지속가능성이란 지속가능성 개념에 종간 윤리(interspecies ethics)를 포함시킨 관점으로, 이를 통해 파악된 동물실험 레짐의 변화에 대해 사회기술체계(socio-technological system) 이론의 다층적 관점(Multi-Level Perspective: MLP)을 적용하여 분석한다.
이 연구는 동물실험의 역사와 현황, 동물권(animal rights)과 동물복지(animal welfare) 담론, 그리고 종간 관계에 대한 논의를 다룬 문헌연구와, 오가노이드 전환실험 참여자를 대상으로 한 심층면접으로 구성된다. 이를 통해 동물실험 대체기술로 주목받는 오가노이드 연구가 동물실험을 둘러싼 사회제도, 관습, 윤리의 변화 과정에 어떤 역할을 수행하는지 드러내고자 한다.
연구의 주요 질문은 다음과 같다. 첫째, 동물 비이용 레짐은 어떤 과정을 통하여 형성되고 있는가? 둘째, 동물 비이용 레짐에서 오가노이드 기술이 주목받게 된 이유는 무엇인가? 셋째, 오가노이드 기술은 종간 지속가능성 제고를 위한 전략적 틈새로 기능할 수 있는가?
연구 결과, 오가노이드 전환실험은 동물대체시험법의 하나로서 동물 비이용 레짐을 향한 기대와 비전의 설정, 사회적 네트워크의 형성, 학습의 요소를 갖추어 전략적 틈새로서 작동하고 있었다. 또한 오가노이드 관련 프로젝트들이 복제, 축적되고 있었고, 전환실험의 참여자와 자원을 불러모으는 구성적 프로젝트를 통해 확대되고 있었다. OECD 시험지침과 ISO 인증 등 표준화 시도를 통해 주류로 번역될 가능성 역시 높이고 있었다.
오가노이드 기술을 비롯한 동물대체시험법이 보다 성공적인 전략적 틈새로서 작동하기 위해서는 오가노이드와 여타 동반 기술 연구에 투자하고 관련 규제를 조율하는 정부의 전환 관리와 동물 비이용 레짐으로의 안정적 전환을 위한 국제 협력과 정보 공유가 필요함을 발견하였다. 또한 오가노이드 전환실험을 관찰한 결과, 사회기술체계의 경관에서 부상하는 가치에 부합(value-fit)하는 방향성을 가진 틈새는 경관의 변화로 인한 압력이 레짐에 대한 틈새의 영향력을 촉진하는 방향으로 작용하고 있음을 확인할 수 있었다.

In recent years, regulatory bodies such as the European Union and the United States Environmental Protection Agency have been shifting their policies toward a gradual phase-out of animal testing, making efforts to reduce its necessity. In contrast, the scale of animal testing in South Korea has continued to increase over the past several years, prompting the need for critical reflection on the current trajectory. This study draws attention to the emergence of organoid technology as a potential alternative to the existing animal testing regime, analyzing whether this new technology can function as a successful niche within the process of regime transformation from the perspective of interspecies sustainability.
Interspecies sustainability, as conceptualized in this study, expands the traditional notion of sustainability by incorporating interspecies ethics. The transformation of the animal testing regime, as understood through this lens, is analyzed using the Multi-Level Perspective (MLP) of socio-technological systems theory.
This research is composed of a literature review covering the history and current state of animal testing, discourses on animal rights and animal welfare, and discussions on interspecies relationships, as well as in-depth interviews with participants involved in organoids transition experiments. Through this approach, the study aims to outline the role of organoids research—as a promising alternative to animal testing—in the broader process of change in societal institutions, norms, and ethics surrounding the use of animals in science.
This study explores the formation and transition processes of the animal non-use regime, focusing on the role of organoid technology within this context. The research addresses three main questions: First, how is the animal non-use regime being formed? Second, why has organoid technology gained attention within this regime? Third, can organoid technology function as a strategic niche for enhancing interspecies sustainability?
The findings show that organoid-based transition experiments are operating as a strategic niche within the broader framework of alternative methods to animal testing. These experiments incorporate elements of expectations and visions for a post-animal regime, the formation of social networks, and learning processes. Various organoid-related projects have been replicated and accumulated, expanding through constructive projects that mobilize participants and resources. Efforts toward standardization, such as OECD Test Guidelines and ISO certifications, have also increased the potential for these technologies to be translated into the mainstream regime.
For organoid technology and other animal alternative methods to function more effectively as strategic niches, government-led transition management—including investments in organoids and complementary technologies, regulatory coordination, and international cooperation and information sharing—is necessary. Moreover, analysis of organoids transition experiments reveals that value-fit niches, niches aligned with emerging values at the sociotechnical landscape level are more likely to exert influence on existing regimes when external pressures from landscape changes arise.
