이 연구에서는 중국 정부의 재생에너지 확대 정책에 힘입어 농업과 태양광 복합발전인 영농형 태양광(農光互補) 사업이 장수성 등지에서 빠르게 확산되는 과정에서 집체(향진집단) 소유 토지의 운영 주체와 경작자 간에 빈번하게 발생하는 이해관계 충돌 현상에 주목하는 연구자들의 관점을 따른다. 특히 영농형 태양광 개발 과정에서는 농지의 소유권·경영권·도급권이 얽히는 삼중 토지 구조가 농민, 집체, 발전업체 간 분쟁의 주요 원인으로 작용하였다. 이 연구는 이러한 상황 속에서 장수성 난퉁(南通)시 황진촌(黄陈村)과 야림촌(野林村) 두 마을의 사례를 분석하여 갈등의 구조와 동학을 규명하고 제도적 개선 방안을 모색하는 것을 목적으로 한다.
연구 방법으로는 질적 다중사례 연구를 택하였는가. 자료 수집을 위해 현지 주민, 향·촌 정부 관계자 및 발전업체 관계자를 대상으로 반구조화 심층면접을 수행하였으며, 정책네트워크 분석을 통해 다양한 행위자들의 상호작용을 분석하였다. 면접 내용과 현장조사 결과를 통해 두 마을의 갈등 전개 과정과 갈등 요인을 비교 분석하였다. 분석 결과, 두 사례 모두 집체소유-개별 경작 기반의 토지 사용 구조에서 발생한 갈등이 주요 쟁점으로 나타났다. 특히 주민들이 프로젝트 계획·추진 단계에 참여하지 못하고 외부 주도로 보상 내용이 결정되면서 집체 의사결정과 개인 농민 권익이 충돌하였다. 황진촌과 야림촌 간에는 주민 참여도와 보상 방식의 차이에 따라 갈등의 양상과 해결 방안에 차이가 있었다. 예를 들어 야림촌에서는 농민과 협의를 거쳐 보상 수준을 조정함으로써 분쟁이 완화된 반면, 황진촌에서는 일률적 보상 규정에 대한 불만으로 갈등이 지속되었다.
이러한 연구 결과는 학술적 정책적 함의를 가진다. 학술적으로는 중국 농촌 발전에서 대두되는 집단적 토지 갈등의 분석에 있어서 갈등 3요소 분석틀과 정책네트워크 이론의 적용이 가진 유용성을 검증함으로써 영농형 태양광 설치를 둘러싼 농지 분쟁 연구에 있어 정책과 행위자 네트워크의 상호작용을 실증적으로 분석할 수 있는 가능성을 제시하였다. 정책적으로는 실증 연구를 통해 영농형 태양광 개발 시 토지 사용과 수익 분배에 대한 주민 의견 수렴 메커니즘의 제도화가 필요함을 확인하였다. 또한 보상 기준의 투명성과 공정성 확보를 위해 지침을 표준화하고 토지와 수익을 공동으로 관리하는 이익 공유 모델(benefit-sharing model)의 도입 필요성을 드러내 보였다.
이 연구는 질적 사례연구를 통해 중국 농촌 재생에너지 사업의 갈등 양상을 심층적으로 분석하였지만, 사례 수가 제한되어 있어 결과의 일반화에는 한계가 있다. 또한 정량적 지표를 활용한 정책 효과 분석이 미흡하다는 점에서 향후 보완이 필요하다. 향후 연구에서는 첫째, 사업 시행 지역과 비시행 지역 간의 소득, 토지 이용, 공동체 만족도 등의 변화를 비교 분석하는 정량 연구가 필요하다. 둘째, 태양광 설치 이후의 토양·수질·경관 변화 등 환경 영향을 모니터링하고, 정책 효과를 과학적으로 검증할 수 있는 체계 구축이 요구된다. 셋째, 갈등 사후 대응 중심에서 벗어나, 갈등 발생 가능성을 사전에 진단하고 예방하는 제도 설계 연구도 병행되어야 한다. 이러한 후속 연구는 농촌 개발과 재생에너지 전환의 조화로운 접점을 모색하는 데 기여할 수 있을 것이다.

This study focuses on the rapid expansion of agrivoltaic projects—integrating agriculture and solar power—in Jiangsu Province, China, driven by the central government’s renewable energy promotion policies. In this process, frequent conflicts of interest have emerged between the operators of collectively owned land and individual cultivators. In particular, the overlapping structure of land ownership, management rights, and contract rights has been identified as a key cause of disputes among farmers, village collectives (township-level entities), and solar power companies. This research aims to analyze the structure and dynamics of such land conflicts through case studies of two villages—Huangchen and Yalim—in Nantong, Jiangsu Province, and to explore potential institutional improvements.
Using a qualitative multiple-case study approach, the research involved semi-structured in-depth interviews with local residents, township and village officials, and representatives from solar energy companies. Policy network analysis was applied to examine the interactions among various stakeholders. The findings show that in both cases, land conflicts mainly stemmed from the structure of collectively owned land operated by individual farmers. The exclusion of local residents from the planning and implementation stages of the projects—combined with externally driven decisions on compensation—led to clashes between collective decision-making mechanisms and the individual rights of farmers. Differences in levels of resident participation and compensation procedures resulted in varied conflict outcomes. For example, in one village, compensation levels were adjusted through negotiations with farmers, easing the dispute, whereas in the other village, dissatisfaction with a uniform compensation scheme led to prolonged conflict.
Based on these findings, the study proposes institutionalizing mechanisms for collecting and reflecting local residents’ opinions on land use and revenue distribution in agrivoltaic projects. It also emphasizes the need to standardize compensation guidelines to ensure transparency and fairness, and to adopt a benefit-sharing model that enables joint management of land and profits. This research contributes to the theoretical understanding of collective land conflicts in rural China by applying the three-element conflict analysis framework and policy network theory. It offers empirical insights into how policy and stakeholder interactions shape land dispute dynamics in the context of renewable energy development.
