    This study explores how citizens’ experiential knowledge of health -caring contributes to community empowerment in health-caring. Previous forms of citizen participation in health are typically categorized into participation in policy decision-making, medical services, and health promotion. Despite the normative ideal of citizen participation —that citizens should have control over the factors influencing their health—, actual decision-making power remains limited due to asymmetries in knowledge.
    This research focuses on community-based health-caring as a distinct domain of citizen participation. Unlike other domains, community-based health-caring is characterized by interdependence and responsiveness to needs based on emotional bonds. “Needs” are understood as both objectively assessed by third parties and subjectively experienced by individuals. Since care occurs among individuals who are not in perfect health themselves, it is inherently an act of solidarity among vulnerable individuals. Care thus becomes a communal practice carried out beyond the domains of state, market, or family. Therefore, citizens caring for each other’s health is inherently participatory.
    Medical care, health promotion, and community health care are grounded in different understandings of health. While medical care is rooted in a naturalistic or biomedical view of health as the absence of disease, health promotion adopts a normative perspective emphasizing social determinants of health, and community-based health-caring takes an experiential approach centered on living with illness. The aim of community-based health-caring is not curing illness or promoting health per se, but supporting the lives of people living with illness. Based on this perspective, this study defines community-based health-caring as follows:

    “Community-based health-caring refers to the support for lives with illness, built upon emotionally bonded and concrete relationships among vulnerable individuals within a local community. Needs include both objective and subjective dimensions, and individuals mutually support one another by responding to each other’s needs. This process is reciprocal rather than one-directional, grounded in webs of relationships.”

    Because community-based health-caring focuses on supporting life with illness, the knowledge involved is experientially developed and utilized within concrete relationships. This mitigates the asymmetry of knowledge that often restricts citizen participation. Accordingly, the study investigates the role of experiential knowledge in empowering communities within the context of health-caring.
    Three research questions guide this inquiry:
    1) What are the characteristics and nature of community-based health care?
    2) How is collective empowerment formed in community health care?
    3) What role does experiential knowledge play in this empowerment process?
    To answer these questions, a multiple case study design was conducted. This study began with a problem identified from practice: existing theories failed to explain mutual health care activities among residents organized around local community groups. Grounded in Stake’s case study approach, the research aimed to bridge the gap between theory and practice through in-depth understanding of cases.
    Cases were selected through purposive sampling, focusing on communities where health-caring activities occurred collectively among residents based in the same district, mediated by organizations engaged in health-related activities. Cases involved continuous activity for at least one year. Professional medical services provided by licensed experts were excluded, as were cases limited to care among only organization members. Among six identified sites, three consented to participate in the study.
    Data collection included document analysis, participatory observation, and interviews. Depending on each site, participatory observations and interviews were conducted in either home settings or open community spaces. Participants were classified as program coordinators, staff members, care providers, and care recipients. A total of 50 participated in interviews, and thematic analysis was applied.
    Findings revealed that experiential knowledge formed the basis for community empowerment at individual, organizational, and community levels, and in relation to institutional knowledge. Community-based health-caring capacities included both health-caring competencies and community-building capacities. Health-caring competency was subdivided into eight stages: understanding others’ health and needs, setting health goals, using resources, decision-making, willingness to care, and actual provision of care.
    Community empowerment was observed at three levels: individual, organizational, and community. Capacity-building efforts supported empowerment at the organizational and community levels, while empowerment at the individual level was expressed through care practices, relationship-building, and increased self-efficacy. Organizations supported capacity building of their members, served as focal points for individuals, and disseminated vision and activities to the wider community. At the community level, capacity was built through expansion of relational networks, care practice diffusion, and institutional support. These dynamics were mediated by multi-layered networks spanning individuals, organizations, and local governments.
    Based on the results, Liberato et al.'s (2011) nine domains of community capacity building were revised, with six domains identified at the organizational level and one at the community level. Zimmerman’s (2000) empowerment theory was also adapted into a community-based health-caring empowerment model comprising seven levels: individual, interpersonal, individual–organization, organizational, inter-organizational, organization–community, and community. Each level was further subdivided to capture unique mechanisms of empowerment.
    Experiential knowledge in community-based health-caring included understanding health from lived experience, knowledge of care processes, empathy and relationship-building, awareness of community context, program planning and operation, and understanding the impact of policies on care. These were classified into three individual-level and four collective-level domains. Unlike prior research that focused on patients’ knowledge about illness, this study identified knowledge beyond illness narratives, including care narratives and community-level experiential knowledge. Citizens thus emerged not only as producers of disease-related knowledge but also as co-producers of knowledge in community care.
    Experiential knowledge contributed to capacity building by:
    1) Enhancing self- and other-care capabilities at the individual level,
    2) Enabling effective program design and operation at the organizational level,
    3) Informing policy suggestions at the community level,
    4) Filling gaps in institutional knowledge on community health care.
    Finally, the study offered insights into the feminization and undervaluation of care. In addition to existing arguments attributing this undervaluation to care being “women’s work,” this study highlighted the role of knowledge-power dynamics. As care-related knowledge is formed within relational, experiential contexts, institutional recognition of such knowledge and expertise is essential to overcoming its marginalization.
    This study contributes to the literature by focusing on citizen participation in community health care, a relatively underexplored domain distinct from conventional health participation. It underscores the pivotal role of experiential knowledge and proposes revised theoretical frameworks for community empowerment and care knowledge. Further research is needed to institutionalize recognition of experiential knowledge.

    이 연구의 목적은 건강돌봄에 대한 주민들의 경험적 지식이 건강돌봄에서 지역사회의 힘을 강화하는 데 어떤 역할을 하는 지 탐색하는 것이다. 기존 건강 관련 시민참여는 크게 정책의사결정에 대한 참여, 의료서비스에 대한 참여, 지역사회 건강증진에서 참여로 구분된다. 시민들이 자신의 건강에 영향을 미치는 요인에 대한 통제력을 가지는 것이 바람직하다는 시민참여의 지향에도 불구하고, 건강 관련 시민참여에서 실질적으로 시민이 의사결정 권한을 행사하는 데는 제약이 있었는데 이는 지식의 비대칭성으로 인한 것이다.
    본 연구에서는 기존 건강 관련 시민참여와 구분되는 시민참여 영역으로서 지역사회 건강돌봄에 주목하고자 한다. 참여의 영역으로서 지역사회 건강돌봄은 상호의존적인 관계를 바탕으로 하며, ‘정서적 유대를 바탕으로 필요에 응답’하는 것이라는 돌봄의 성격으로 인하여 기존 건강 관련 시민참여와는 차이가 있다. ‘필요’는 제3자가 판정하는 객관적 필요와 당사자가 판정하는 주관적 필요로 구성된다. 또한, 건강돌봄은 기본적으로 완벽하게 건강하지는 않은, 불건강한 존재들 간에 이루어지는 일이므로 ‘취약한 존재들 간 연대’의 성격을 지닌다. 이에 따라, 돌봄은 국가나 시장, 가정을 벗어나 지역사회 공동체가 공동으로 수행하는 일이 된다. 따라서, 시민이 다른 시민의 건강을 돌보는 일은 본질적으로 참여적인 일이다.
    또한, 의료서비스, 건강증진, 건강돌봄은 모두 건강에 대한 서로 다른 관점에 기반을 두고 있다. 의료는 ‘건강은 질병의 부재’라는 자연주의적 관점(또는 생의학적 관점)에, 건강증진은 건강과 사회의 관계를 강조한 규범주의적 관점에, 건강돌봄은 ‘질병을 가지고 사는 삶’을 중심에 둔 경험적 관점에 기반하고 있다. 따라서, 건강돌봄의 목적은 질병을 치료하거나 건강을 향상하는 것이 아니라, 질병을 가지고 사는 삶을 지원하는 것이다. 이에 따라 본 연구에서는 지역사회 건강돌봄 개념을 다음과 같이 정의하였다.

    “지역사회를 기반으로 취약한 존재들 간 정서적 유대를 바탕으로 형성되는 구체적인 관계를 바탕으로 질병을 가지고 사는 삶을 지원하는 것이다. 돌봄 필요에는 객관적 필요와 주관적 필요를 모두 포함하며, 각자는 타인의 필요에 응답함으로써 질병을 가지고 사는 서로의 삶을 지원한다. 이 과정은 관계망을 바탕으로 하므로 일방적이지 않고 상호적인 과정이다.”

    건강돌봄은 ‘질병을 가지고 사는 삶을 지원’하는 일이므로, 이와 관련된 지식은 구체적인 관계 속에서 경험적으로 형성되고 활용된다. 이에 따라, 기존 시민참여에서 시민의 참여를 제약했던 지식의 비대칭성이 완화된다. 이에, 경험적 지식이 지역사회 건강돌봄에서 시민들의 집합적 힘 갖추기(Empowerment)에 어떤 역할을 하는지를 탐색하고자 한다.
    이를 위한 연구질문은 1) 지역사회 건강돌봄은 어떤 특성과 성격을 지니는가? 2) 지역사회 건강돌봄에서 시민의 집합적 힘은 어떤 역동을 통해 형성되는가? 3) 지역사회 건강돌봄에서 시민의 집합적 힘이 형성되는 과정에서 경험적 지식은 어떤 역할을 하는가? 이다.
    이를 위해 본 연구에서는 다중사례연구를 시행하였다. 이 연구는 사례로부터 출발하였다. 지역사회에서 주민조직을 중심으로 이루어지는 주민 간 건강돌봄 활동이 기존 이론에서 설명되지 않는다는 문제의식이 바탕이 되었다. 이에 따라 이론과 현실의 갭을 메우고자 하였으며, 이는 사례에 대한 이해로부터 출발한다. 따라서, 본 연구에서는 스테이크(Stake)의 사례연구를 기준으로 하고자 한다.
    연구사례의 선정은 목적표집으로 진행하였고, 시민들 간의 공동의 실천으로서 건강돌봄이 이루어지는 현장, 그 중에서도 특히 지역을 기반으로 지역주민들로 구성되어 건강 관련 활동을 하는 조직을 매개로 같은 시군구 내에 거주하는 사람들 간에 돌봄 활동이 이루어지는 현장을 선정하였다. 이런 활동이 최소 1년 이상 연속적으로 이루어진 현장을 선정하였다. 특정한 자격 및 면허를 보유한 전문가에 의한 전문적 의료 및 돌봄서비스는 공동의 돌봄이기보다는 보다 일방적 돌봄이므로 배제하였다. 조직 구성원 간에만 돌봄 활동이 이루어지는 현장은 배제하였다. 이상의 선정 및 배제 기준을 통해 선정된 총 6곳의 연구현장 중 연구진행을 수락한 3곳의 현장에 대해 연구를 진행하였다.
    세 곳의 현장에 대해 문서자료 수집, 참여관찰, 면담을 통해 자료수집을 진행하였다. 현장의 성격에 따라 건강돌봄 활동이 이루어지는 가정 또는 개방적인 공간에 연구자가 방문하여 참여관찰과 면담을 진행하였다. 현장의 참여자는 연구 대상 돌봄 활동의 책임자, 실무자, 활동이끎이(돌봄제공자), 활동참여자(돌봄수혜자)로 구분하였다. 총 면담 참여자는 50명이었으며, 분석 방법으로는 귀납적 주제 분석을 시행하였다.
    다중사례연구 결과, 경험적 지식은 개인, 조직, 지역사회 차원과 제도적 지식과의 관계에서 지역사회 건강돌봄에서 집합적 힘 갖추기의 토대가 되었다. 우선, 지역사회 건강돌봄에서 시민의 역량은 건강돌봄 역량과 공동체 역량을 포함하고 있었다. 건강돌봄역량은 타인의 건강 상태와 주관적 건강돌봄 필요 이해, 건강 목표 설정, 필요한 자원 활용, 필요한 건강돌봄 행동 판단과 결정, 건강돌봄 수행 의지 형성, 건강돌봄 수행을 포함하고 있었다. 이를 본 연구에서는 8단계로 구분하였다.
    지역사회 건강돌봄 힘 갖추기는 개인 차원, 조직 차원, 지역사회 차원에서 이루어졌다. 조직 차원과 지역사회 차원에서는 지역사회 역량강화(Capacity Building)를 통하여 힘 갖추기가 이루어졌다. 개인 차원에서는 건강돌봄 수행, 관계 맺기, 효능감 강화 측면의 힘 갖추기가 이루어졌다. 조직 차원에서는 구성원의 역량강화를 지원하고, 개인들의 구심점으로서 역할을 하며, 조직의 방향성과 활동을 지역사회로 확산하는 측면에서 역량강화가 이루어졌다. 지역사회 차원에서는 지역사회 구성원 간 관계망의 양적ㆍ질적 성장, 건강돌봄 실천의 확산, 제도적 기반 마련 등의 역량강화가 이루어졌다. 그리고 이는 개인과 개인, 개인과 조직, 조직과 조직, 조직과 지방자치단체 등 여러 차원에 걸친 관계망을 매개로 이루어졌다. 이상의 결과를 바탕으로 리베라토 등(Liberato et al., 2011)이 제시한 지역사회 역량강화(Comminity Capacity Building)의 9가지 영역을 수정하였다. 지역사회 건강돌봄 역량강화의 영역으로 조직 차원과 지역사회 차원을 구분해서 제시하였다. 조직 차원 6개, 지역사회 차원 1개로 총 7개의 영역을 제시하였다. 또한, 짐머맨(Zimmerman, 2000)의 힘 갖추기 이론을 수정하여 지역사회 건강돌봄 힘 갖추기 이론을 제시하였다. 개별적 차원, 개인 간 관계 차원, 개인과 조직 간 관계 차원, 조직 차원, 조직과 조직 간 관계 차원, 조직과 지역사회 간 관계 차원, 지역사회 차원, 총 7개 차원으로 세분화해서 제시하였다. 개별적 차원은 다시 자기효능감과 비판적 인식으로 구분하고, 개인 간 관계 차원은 다시 건강돌봄 수행과 관계 맺기로 구분하였다. 개인과 조직 간 관계 차원은 구성원의 역량강화 지원, 참여와 의사결정으로, 조직 차원은 방향성과 비전 수립, 자원동원으로 구분하였다. 조직과 조직 간 관계 차원에서는 협력과 네트워크 강화가 해당되었고, 조직과 지역사회 간 관계 차원에서는 조직 가치 확산과 제도화가, 지역사회 차원에서는 또 다른 협력과 네트워크 강화가 해당되었다.
    지역사회 건강돌봄에서 경험적 지식의 내용은 건강에 대한 경험적 이해, 건강을 돌보는 과정에 대한 이해, 타인에 대한 이해와 관계 맺기, 지역사회에 대한 이해, 지역사회 건강돌봄 사업 기획과 운영, 제도 및 정책이 지역사회 건강돌봄에 미치는 영향에 대한 이해 등을 포함하고 있었다. 이를 개인적 차원과 집합적 차원으로 구분하였다. 개인적 차원으로 3개, 집합적 차원으로 4개, 총 7개의 영역으로 구분하여 제시하였다. 기존 경험적 지식은 주로 환자의 질병과 관련된 경험적 지식을 의미했지만, 본 연구에서 드러난 경험적 지식은 이를 넘어선다. 건강돌봄에 대한 경험적 지식과 지역사회 차원의 경험적 지식이 추가로 존재하였다. 기존에는 질병서사가 경험적 지식의 바탕이 되었지만, 본 연구에서는 건강돌봄 서사가 추가로 존재함을 확인하였다. 이에 따라 시민은 질병에 대한 지식 생산자일 뿐 아니라 지역사회 건강돌봄에서도 지식 생산자였다.
    지역사회 건강돌봄 역량강화에서 경험적 지식은 1) 개인 차원에서 자기 건강돌봄과 타인 건강돌봄 역량 강화, 2) 조직 차원에서 더 효과적으로 지역 주민의 건강돌봄 필요를 지원할 수 있는 지역사회 건강돌봄 사업을 기획하고 운영, 3) 지역사회 차원에서 시민의 건강돌봄 필요를 반영한 제도 및 정책 제안, 4) 지역사회 건강돌봄과 관련된 제도적 지식의 공백 보완 등의 역할을 하고 있었다.
    또한, 돌봄의 여성화와 저평가에 대한 함의를 제시하였다. 본 연구에서는 돌봄이 여성이 주로 하는 일이어서 저평가되었다는 기존 논의에 더해 지식권력으로 인한 돌봄의 저평가 측면을 제시하였다. 돌봄과 관련된 지식은 구체적인 관계 속에서 경험적으로 형성되고 활용된다. 그리고 이런 종류의 지식과 전문성이 제도적으로 인정되어야 돌봄의 저평가 문제를 넘어설 수 있다.
    본 연구는 기존 건강 관련 시민참여와는 다른 영역인 지역사회 건강돌봄에서 시민참여를 다룬다는 점에서 의의가 있다. 특히, 기존에 비가시화되었던 경험적 지식의 역할에 주목했다는 점에서 기존 연구와 차별성이 있다. 기존 이론을 수정하여 지역사회 건강돌봄 힘 갖추기 이론과 지역사회 건강돌봄 경험적 지식을 제시하였다. 경험적 지식의 제도적 인정을 위해서는 추가 연구가 필요하다.

    본 연구에서는 기존 건강 관련 시민참여와 구분되는 시민참여 영역으로서 지역사회 건강돌봄에 주목하고자 한다. 참여의 영역으로서 지역사회 건강돌봄은 상호의존적인 관계를 바탕으로 하며, ‘정서적 유대를 바탕으로 필요에 응답’하는 것이라는 돌봄의 성격으로 인하여 기존 건강 관련 시민참여와는 차이가 있다. ‘필요’는 제3자가 판정하는 객관적 필요와 당사자가 판정하는 주관적 필요로 구성된다. 또한, 건강돌봄은 기본적으로 완벽하게 건강하지는 않은, 불건강한 존재들 간에 이루어지는 일이므로 ‘취약한 존재들 간 연대’의 성격을 지닌다. 이에 따라, 돌봄은 국가나 시장, 가정을 벗어나 지역사회 공동체가 공동으로 수행하는 일이 된다. 따라서, 시민이 다른 시민의 건강을 돌보는 일은 본질적으로 참여적인 일이다.
    또한, 의료서비스, 건강증진, 건강돌봄은 모두 건강에 대한 서로 다른 관점에 기반을 두고 있다. 의료는 ‘건강은 질병의 부재’라는 자연주의적 관점(또는 생의학적 관점)에, 건강증진은 건강과 사회의 관계를 강조한 규범주의적 관점에, 건강돌봄은 ‘질병을 가지고 사는 삶’을 중심에 둔 경험적 관점에 기반하고 있다. 따라서, 건강돌봄의 목적은 질병을 치료하거나 건강을 향상하는 것이 아니라, 질병을 가지고 사는 삶을 지원하는 것이다. 이에 따라 본 연구에서는 지역사회 건강돌봄 개념을 다음과 같이 정의하였다.

    “지역사회를 기반으로 취약한 존재들 간 정서적 유대를 바탕으로 형성되는 구체적인 관계를 바탕으로 질병을 가지고 사는 삶을 지원하는 것이다. 돌봄 필요에는 객관적 필요와 주관적 필요를 모두 포함하며, 각자는 타인의 필요에 응답함으로써 질병을 가지고 사는 서로의 삶을 지원한다. 이 과정은 관계망을 바탕으로 하므로 일방적이지 않고 상호적인 과정이다.”

    건강돌봄은 ‘질병을 가지고 사는 삶을 지원’하는 일이므로, 이와 관련된 지식은 구체적인 관계 속에서 경험적으로 형성되고 활용된다. 이에 따라, 기존 시민참여에서 시민의 참여를 제약했던 지식의 비대칭성이 완화된다. 이에, 경험적 지식이 지역사회 건강돌봄에서 시민들의 집합적 힘 갖추기(Empowerment)에 어떤 역할을 하는지를 탐색하고자 한다.
    이를 위한 연구질문은 1) 지역사회 건강돌봄은 어떤 특성과 성격을 지니는가? 2) 지역사회 건강돌봄에서 시민의 집합적 힘은 어떤 역동을 통해 형성되는가? 3) 지역사회 건강돌봄에서 시민의 집합적 힘이 형성되는 과정에서 경험적 지식은 어떤 역할을 하는가? 이다.
    이를 위해 본 연구에서는 다중사례연구를 시행하였다. 이 연구는 사례로부터 출발하였다. 지역사회에서 주민조직을 중심으로 이루어지는 주민 간 건강돌봄 활동이 기존 이론에서 설명되지 않는다는 문제의식이 바탕이 되었다. 이에 따라 이론과 현실의 갭을 메우고자 하였으며, 이는 사례에 대한 이해로부터 출발한다. 따라서, 본 연구에서는 스테이크(Stake)의 사례연구를 기준으로 하고자 한다.
    연구사례의 선정은 목적표집으로 진행하였고, 시민들 간의 공동의 실천으로서 건강돌봄이 이루어지는 현장, 그 중에서도 특히 지역을 기반으로 지역주민들로 구성되어 건강 관련 활동을 하는 조직을 매개로 같은 시군구 내에 거주하는 사람들 간에 돌봄 활동이 이루어지는 현장을 선정하였다. 이런 활동이 최소 1년 이상 연속적으로 이루어진 현장을 선정하였다. 특정한 자격 및 면허를 보유한 전문가에 의한 전문적 의료 및 돌봄서비스는 공동의 돌봄이기보다는 보다 일방적 돌봄이므로 배제하였다. 조직 구성원 간에만 돌봄 활동이 이루어지는 현장은 배제하였다. 이상의 선정 및 배제 기준을 통해 선정된 총 6곳의 연구현장 중 연구진행을 수락한 3곳의 현장에 대해 연구를 진행하였다.
    세 곳의 현장에 대해 문서자료 수집, 참여관찰, 면담을 통해 자료수집을 진행하였다. 현장의 성격에 따라 건강돌봄 활동이 이루어지는 가정 또는 개방적인 공간에 연구자가 방문하여 참여관찰과 면담을 진행하였다. 현장의 참여자는 연구 대상 돌봄 활동의 책임자, 실무자, 활동이끎이(돌봄제공자), 활동참여자(돌봄수혜자)로 구분하였다. 총 면담 참여자는 50명이었으며, 분석 방법으로는 귀납적 주제 분석을 시행하였다.
    다중사례연구 결과, 경험적 지식은 개인, 조직, 지역사회 차원과 제도적 지식과의 관계에서 지역사회 건강돌봄에서 집합적 힘 갖추기의 토대가 되었다. 우선, 지역사회 건강돌봄에서 시민의 역량은 건강돌봄 역량과 공동체 역량을 포함하고 있었다. 건강돌봄역량은 타인의 건강 상태와 주관적 건강돌봄 필요 이해, 건강 목표 설정, 필요한 자원 활용, 필요한 건강돌봄 행동 판단과 결정, 건강돌봄 수행 의지 형성, 건강돌봄 수행을 포함하고 있었다. 이를 본 연구에서는 8단계로 구분하였다.
    지역사회 건강돌봄 힘 갖추기는 개인 차원, 조직 차원, 지역사회 차원에서 이루어졌다. 조직 차원과 지역사회 차원에서는 지역사회 역량강화(Capacity Building)를 통하여 힘 갖추기가 이루어졌다. 개인 차원에서는 건강돌봄 수행, 관계 맺기, 효능감 강화 측면의 힘 갖추기가 이루어졌다. 조직 차원에서는 구성원의 역량강화를 지원하고, 개인들의 구심점으로서 역할을 하며, 조직의 방향성과 활동을 지역사회로 확산하는 측면에서 역량강화가 이루어졌다. 지역사회 차원에서는 지역사회 구성원 간 관계망의 양적ㆍ질적 성장, 건강돌봄 실천의 확산, 제도적 기반 마련 등의 역량강화가 이루어졌다. 그리고 이는 개인과 개인, 개인과 조직, 조직과 조직, 조직과 지방자치단체 등 여러 차원에 걸친 관계망을 매개로 이루어졌다. 이상의 결과를 바탕으로 리베라토 등(Liberato et al., 2011)이 제시한 지역사회 역량강화(Comminity Capacity Building)의 9가지 영역을 수정하였다. 지역사회 건강돌봄 역량강화의 영역으로 조직 차원과 지역사회 차원을 구분해서 제시하였다. 조직 차원 6개, 지역사회 차원 1개로 총 7개의 영역을 제시하였다. 또한, 짐머맨(Zimmerman, 2000)의 힘 갖추기 이론을 수정하여 지역사회 건강돌봄 힘 갖추기 이론을 제시하였다. 개별적 차원, 개인 간 관계 차원, 개인과 조직 간 관계 차원, 조직 차원, 조직과 조직 간 관계 차원, 조직과 지역사회 간 관계 차원, 지역사회 차원, 총 7개 차원으로 세분화해서 제시하였다. 개별적 차원은 다시 자기효능감과 비판적 인식으로 구분하고, 개인 간 관계 차원은 다시 건강돌봄 수행과 관계 맺기로 구분하였다. 개인과 조직 간 관계 차원은 구성원의 역량강화 지원, 참여와 의사결정으로, 조직 차원은 방향성과 비전 수립, 자원동원으로 구분하였다. 조직과 조직 간 관계 차원에서는 협력과 네트워크 강화가 해당되었고, 조직과 지역사회 간 관계 차원에서는 조직 가치 확산과 제도화가, 지역사회 차원에서는 또 다른 협력과 네트워크 강화가 해당되었다.
    지역사회 건강돌봄에서 경험적 지식의 내용은 건강에 대한 경험적 이해, 건강을 돌보는 과정에 대한 이해, 타인에 대한 이해와 관계 맺기, 지역사회에 대한 이해, 지역사회 건강돌봄 사업 기획과 운영, 제도 및 정책이 지역사회 건강돌봄에 미치는 영향에 대한 이해 등을 포함하고 있었다. 이를 개인적 차원과 집합적 차원으로 구분하였다. 개인적 차원으로 3개, 집합적 차원으로 4개, 총 7개의 영역으로 구분하여 제시하였다. 기존 경험적 지식은 주로 환자의 질병과 관련된 경험적 지식을 의미했지만, 본 연구에서 드러난 경험적 지식은 이를 넘어선다. 건강돌봄에 대한 경험적 지식과 지역사회 차원의 경험적 지식이 추가로 존재하였다. 기존에는 질병서사가 경험적 지식의 바탕이 되었지만, 본 연구에서는 건강돌봄 서사가 추가로 존재함을 확인하였다. 이에 따라 시민은 질병에 대한 지식 생산자일 뿐 아니라 지역사회 건강돌봄에서도 지식 생산자였다.
    지역사회 건강돌봄 역량강화에서 경험적 지식은 1) 개인 차원에서 자기 건강돌봄과 타인 건강돌봄 역량 강화, 2) 조직 차원에서 더 효과적으로 지역 주민의 건강돌봄 필요를 지원할 수 있는 지역사회 건강돌봄 사업을 기획하고 운영, 3) 지역사회 차원에서 시민의 건강돌봄 필요를 반영한 제도 및 정책 제안, 4) 지역사회 건강돌봄과 관련된 제도적 지식의 공백 보완 등의 역할을 하고 있었다.
    또한, 돌봄의 여성화와 저평가에 대한 함의를 제시하였다. 본 연구에서는 돌봄이 여성이 주로 하는 일이어서 저평가되었다는 기존 논의에 더해 지식권력으로 인한 돌봄의 저평가 측면을 제시하였다. 돌봄과 관련된 지식은 구체적인 관계 속에서 경험적으로 형성되고 활용된다. 그리고 이런 종류의 지식과 전문성이 제도적으로 인정되어야 돌봄의 저평가 문제를 넘어설 수 있다.
    본 연구는 기존 건강 관련 시민참여와는 다른 영역인 지역사회 건강돌봄에서 시민참여를 다룬다는 점에서 의의가 있다. 특히, 기존에 비가시화되었던 경험적 지식의 역할에 주목했다는 점에서 기존 연구와 차별성이 있다. 기존 이론을 수정하여 지역사회 건강돌봄 힘 갖추기 이론과 지역사회 건강돌봄 경험적 지식을 제시하였다. 경험적 지식의 제도적 인정을 위해서는 추가 연구가 필요하다.
