본 연구는 2011년 후쿠시마 원전 사고 이후 한국과 대만의 탈원전 정책 변동 과정을 정책옹호연합모형(Advocacy Coalition Framework, ACF)을 적용하여 비교분석함으로써, 정책의 지속성과 변동성을 결정하는 요인을 규명하고자 하였다. 유사한 지정학적 환경과 에너지 수급 조건을 가진 두 국가가 후쿠시마 원전 사고라는 동일한 외부충격에 상이한 정책 경로를 보였다. 한국에서는 문재인 정부의 탈원전 정책이 윤석열 정부 출범과 함께 중단된 반면, 대만에서는 2018년 국민투표에서 '탈핵조항 폐지'가 가결되었음에도 불구하고 차이잉원 정부가 탈원전 기조를 일관되게 유지하였다. 본 연구는 이러한 정책 변동과 지속성의 차이를 이해하기 위해 2011년부터 2023년까지의 양국 탈원전 정책 과정을 면밀히 분석하였다
연구 결과, 첫째, 옹호연합의 구성과 역학 측면에서 한국은 정권 교체에 따른 옹호연합의 주도권 변화로 정책 불연속성이 발생하였으며, 탈원전 연합과 원전 유지 연합 간의 극심한 갈등이 정책 변동성을 초래하였다. 반면, 대만은 1980년대 반핵운동에서 비롯된 탈원전 연합의 강한 응집력과 30년 이상의 사회적 기반, 법제화를 통한 제도적 안정성이 정책 지속성을 확보한 것으로 나타났다. 둘째, 제도적 맥락 측면에서 한국은 대통령 중심의 의사결정 구조로 인해 정책 변동성이 높았고, 정책 목표의 법제화가 미비하여 정권 교체 시 급격한 전환이 이루어졌다. 대만은 다층적 거버넌스 구조와 국민투표, 공론화 절차를 통해 정책의 정당성을 확보하였다. 셋째, 정책학습 메커니즘에서도 한국은 정치적 관점에 따른 단절적 학습과 재생에너지 확대 과정에서의 입지 갈등 등 현실적 문제에 대한 환류 체계 부족이 확인되었으며, 대만은 점진적 학습과 산업구조 조정을 통해 재생에너지 산업 생태계를 구축하며 정책 안정화를 이루었다.
본 연구는 ACF를 적용하여 정책 변동 뿐만 아니라 지속성을 설명하는 통합적 분석틀을 제시함으로써 이론적 확장에 기여한다. 또한 정치체제 및 사회문화적 맥락이 옹호연합 역학에 미치는 영향을 규명하였으며, 정책 일관성과 관련하여‘제도화된 신념체계’개념을 제안하였다. 특히 지속적이고 일관성 있는 에너지 정책 수립을 위해서는 장기적 정책 목표의 법제화, 공론화 과정의 중요성, 다층적 거버넌스 체계 구축 등이 필요함을 제안한다.

This study aims to identify the factors determining policy continuity and change by conducting a comparative analysis of the nuclear phase-out policy transformation processes in South Korea and Taiwan following the 2011 Fukushima nuclear accident, applying the Advocacy Coalition Framework (ACF). Despite having similar geopolitical environments and energy supply conditions, these two countries exhibited different policy trajectories in response to the same external shock of the Fukushima nuclear accident. In South Korea, the Moon Jae-in administration's nuclear phase-out policy was discontinued with the inauguration of the Yoon Suk-yeol government, while in Taiwan, the Tsai Ing-wen administration consistently maintained its nuclear phase-out stance despite the passage of the "abolition of nuclear phase-out provisions" in the 2018 referendum. To understand these differences in policy change and continuity, this study meticulously analyzed the nuclear phase-out policy processes of both countries from 2011 to 2023.
The research findings reveal several key insights. First, regarding advocacy coalition composition and dynamics, South Korea experienced policy discontinuity due to changes in advocacy coalition leadership following regime changes, with intense conflicts between the nuclear phase-out coalition and the nuclear maintenance coalition causing policy volatility. In contrast, Taiwan demonstrated policy continuity through the strong cohesion of the nuclear phase-out coalition originating from the anti-nuclear movement of the 1980s, over 30 years of social foundation, and institutional stability achieved through legalization. Second, in terms of institutional context, South Korea exhibited high policy volatility due to its presidential decision-making structure and insufficient legalization of policy goals, leading to abrupt transitions during regime changes. Taiwan secured policy legitimacy through multilayered governance structures, referendums, and public deliberation procedures. Third, regarding policy learning mechanisms, South Korea showed discontinuous learning based on political perspectives and insufficient feedback systems for practical issues such as site conflicts during renewable energy expansion, while Taiwan achieved policy stabilization by building a renewable energy industry ecosystem through gradual learning and industrial structure adjustment.
This study contributes to theoretical expansion by presenting an integrated analytical framework that explains not only policy change but also policy continuity through the application of ACF. Furthermore, it identifies the impact of political systems and sociocultural contexts on advocacy coalition dynamics and proposes the concept of "institutionalized belief systems" in relation to policy consistency. The study particularly suggests that establishing sustainable and consistent energy policies requires the legalization of long-term policy goals, the importance of public deliberation processes, and the construction of multilayered governance systems.
