    This study analyzes the progression and characteristics of Ippo Policy (入保策) during the Koryŏ-Mongol War through examining cases of mountain fortresses in major counties (大邑) of Yanggwangdo (楊廣道). The Koryŏ government implemented Ippo Policy to counter the invasion of the powerful Mongol forces. This research focuses on the Ippo Policy's distinctive characteristics as a comprehensive local governance policy encompassing defense and control measures, demonstrating how it changed throughout the prolonged war.
    During the Koryŏ-Mongol War, Mongol forces primarily passed through Yanggwangdo to advance southward into Kyŏngsangdo (慶尙道) and Chŏllado (全羅道) areas. Major counties in Yanggwangdo resisted Mongol invasions using mountain fortresses as their strongholds. In the major counties (大邑) of Yanggwangdo—Ch'ungju (忠州), Wŏnju (原州), Kongju (公州), and Ch'ŏngju (淸州)—multiple mountain fortresses were utilized within each county during the war period.
    Among the mountain fortresses utilized in these major counties during the war, a new type of fortress emerged alongside existing Ŭpch'i baehusŏng (邑治 背後城): P'inansŏng (避難城). These newly constructed fortresses were built in remote mountainous areas for the evacuation and protection of officials and civilians. These P'inansŏng were strategically positioned either to control surrounding minor counties centered around major counties or to minimize damage along Mongol invasion routes. The construction and utilization of P'inansŏng demonstrate that protecting the people was recognized as an important governance principle for maintaining the state.
    The central government, seeking to effectively maintain control over local society during the war, dispatched temporary sasinchik (使臣職) in addition to existing local officials. They were dispatched more frequently during the Lull Period (小康期) and Later War Period than the Early War Period, with Panghobyŏlgam (防護別監) constituting a particularly high proportion among them. The Koryŏ government organized Ippo units that combined major counties and neighboring counties centered on mountain fortresses where Panghobyŏlgam were assigned. Through Panghobyŏlgam, the central government efficiently managed local areas by controlling officials and civilians from multiple counties within single fortresses.
    The mountain fortress Ippo Policy during the Koryŏ-Mongol War exhibited different characteristics across different periods. In 1232, while relocating the capital to Kanghwa, the Koryŏ central government implemented the Ippo Policy nationwide using mountain fortresses and islands as strongholds to relocate and protect the people. The mountain fortress Ippo Policy of the Early War Period inherited regional defense strategies based on traditional self-defense communities without securing new refuge sites. In the Lull Period, the central government maintained Ŭpch'i baehusŏng and strengthened the Ippo Policy by constructing P'inansŏng at the end of the Lull Period. In preparation for the fifth war, Panghobyŏlgam dispatched nationwide in 1252 directed the construction of P'inansŏng in various locations.
    Later War Period mountain fortress Ippo Policy was a policy that consolidated multiple small and medium-sized counties centered around major counties into single fortresses and primarily utilized P'inansŏng. Due to cultivation difficulties in rugged P'inansŏng locations, the system shifted from keeping people confined and controlled near fortresses to allowing them to move between refuge sites and original counties for farming. This policy was maintained until the end of the war.
    The Ippo Policy represents the ultimate national policy deployed to counter intensifying Mongol invasions. Through P'inansŏng construction and Ippo unit organization, the central government exercised intensive control over local counties and people. Even after the Koryŏ-Mongol War ended, the Ippo Policy from the Later War Period was inherited as a wartime policy and left P'inansŏng, a new type of fortress, as a legacy.

    본 논문은 양광도 대읍의 산성 사례를 통해 고려·몽골 전쟁기 산성 입보책의 전개 과정과 성격을 밝히는 데 목적을 두었다. 고려 중앙정부는 몽골군이라는 강력한 적의 침입에 대항하여 입보책을 시행하였다. 산성 입보책은 방어와 통제를 포괄하는 對지방정책의 성격을 띠었고 장기간의 전쟁 과정에서 시기에 따라 변화하는 양상을 보였다.
    고려·몽골 전쟁기 몽골군은 경상도나 전라도 일대로 남진하기 위해 양광도를 주로 경유하였다. 양광도의 주요 군현은 산성을 거점으로 하여 몽골군의 침입에 대항하였다. 양광도의 대읍인 충주·원주·공주·청주에서는 전쟁기 단일 군현 내에서 복수의 산성이 활용되었다. 활용된 산성 가운데에는 기존의 읍치 배후성 외에도, 새롭게 축조된 산성이 확인된다. 새로운 유형의 산성은 관민의 피난과 보호를 위해 험지에 축성된 ‘피난성'이었다. 피난성은 몽골군의 주요 침입 경로에 있는 대읍을 중심으로 축성되었으며, 대읍의 주민들뿐만 아니라 주변 중소 군현의 주민들이 함께 입보하는 공간으로 설정되었다. 전쟁기 중앙정부는 피난성의 축조와 활용을 통해 지방민을 보호하고 지방사회를 통제하고자 하였다.
