    이 연구에서는 삼척과 강릉의 석탄화력발전소 반대 운동 사례를 비교 분석하여, 유사한 조건 속에서도 운동의 형성과 양상이 왜 다르게 나타났는지를 밝히고자 한다. 두 지역은 모두 2013년 2월 22일 이명박 정부가 거의 끝나갈 때 확정·발표된 제6차 전력수급기본계획에 따라 신규 석탄화력발전소 부지로 선정되었다. 두 지역에 입지할 석탄화력발전소는 시설 용량, 인허가·건설·가동 시기, 권역 위치 등에서 조건이 흡사하다. 그러나 삼척에서는 장기간에 걸친 조직적이고 확산적인 운동이 전개된 반면, 강릉에서는 분절적이고 제한적인 대응에 그쳤다.
    이 연구에서는 질적 사례 연구 방법을 바탕으로 심층 면접과 문헌 검토를 통해 각 지역 운동의 형성과 전개를 결정짓는 경로를 추적하였다. 분석 결과, 시각적 노출을 통해 문제 인식이 촉발되는 '가시성' 요인이 운동의 계기로 작용했으며, 집단기억과 시민사회의 역량의 존재 여부와 결합 방식에 따라 운동의 확산이 달라지는 것으로 나타났다.

    This study compares anti-coal power plant movements in Samcheok and Gangneung to explain why, under seemingly similar conditions, the formation and development of local opposition unfolded in markedly different ways. Both regions were designated as sites for new coal-fired power plants under South Korea’s 6th Basic Plan for Long-term Electricity Supply and Demand, sharing similar characteristics in terms of plant capacity, concession, construction and operation timelines, and location. However, while Samcheok witnessed a sustained and expansive movement, Gangneung experienced fragmented and limited responses.
    Based on a qualitative case study approach, this research investigates the key conditions that shaped the emergence and trajectory of each movement, drawing on in-depth interviews and literature reviews. The findings reveal that visibility—particularly visual exposure to environmental disruption—served as a cognitive trigger for problem recognition. In addition, the presence and interaction of collective memory and civil society capacity significantly influenced the extent and expansion of mobilization.
    In Samcheok, visible environmental degradation elicited emotional responses and drew on legacies of anti-nuclear activism and existing organizational infrastructures to facilitate broader mobilization. In contrast, Gangneung lacked such symbolic and structural assets, resulting in opposition that remained localized and fragmented.
    Ultimately, the case of Samcheok illustrates how local environmental struggles can transcend survival-oriented claims and evolve into political action aligned with universal values, such as climate justice. It suggests that local grassroots movements can act as agents of social transition and offers a critical response to the question of who will lead the transition in the era of climate crisis.
    This study broadens the analytical scope of anti-coal power plant movements by examining not only cases of successful mobilization but also contexts where mobilization did not occur. By focusing on visibility as a key concept, it empirically explores how visible environmental risks foster public recognition and are imbued with meaning in ways that trigger collective action. The comparative analysis of Samcheok and Gangneung highlights how collective memory and civil society capacity are combined and manifested in local contexts, presenting a new perspective on the formation and expansion of mobilization.
    However, this research acknowledges its limitations as a small-scale qualitative case study, with constraints on generalizability and limited access to diverse stakeholders, such as companies and local government officials. Moreover, it does not fully examine the causal relationships among visibility, collective memory, and civil society capacity, nor does it capture the affective dimensions of mobilization. Furthermore, future research should analyze collective mobilization within diverse local contexts—including socio-ecological and economic structures—to develop a more nuanced understanding of the conditions and trajectories through which movements emerge.
