This study collected data through a survey and interview to improve the job competency and professionalism of employees of the Ministry of Oceans and Fisheries. The education areas desired by employees were liberal arts education, information education, and policy/job training
in that order. The most desired training topic among job training was marine leisure and tourism. The preferred duration of group training was 3 days, and the biggest reason for not being able to participate in group training was busy work. The most difficult factor in performing one's job was lack of job-related knowledge, and frequent changes in systems and policies were also found to be factors that made it difficult to perform one's job. The preferred self-development program is obtaining a certificate. It is judged that the high level of interest in self-career development shows the will of civil servants to continuously develop themselves. The results of the analysis of education needs by gender confirmed a significant difference (p< .05) in the desired job training topics and factors that made it difficult to perform one's job. Although job training in the field of marine leisure and tourism was the most necessary, the second most necessary field was marine safety, including ships, for male employees, and marine territory, environment, and resources for female employees. The difference in educational needs by age was found to have a significant difference (p< .05) in the job performance factor. The desired education field was policy and job for those in their 20s, informatization for those in their 40s, and liberal arts education for those in their 30s and 50s, which seems to reflect the difference in job experience and interest by age. The difference in educational needs by work experience was found to have a significant difference (p<.05) between the group education period and job performance difficulty factors. The results of the individual education demand interview by affiliated organization confirmed specialized educational needs by organization. In addition, many people said that communication education with internal employees was needed in 2023, but the demand for AI education increased in 2024. Based on these results, it seems essential to understand the latest educational trends and the educational needs of organizations other than individuals when establishing an education and training plan.
