본 연구는 넷플릭스로 상징되는 글로벌 OTT가 전 세계 미디어의 주류로 자리 잡으면서 한국과 일본의 미디어·영상 산업의 전통적 생태계에도 변화가 나타나고 있다.
이러한 변화를 반영하듯 2020년대 들어서 한국과 일본이 드라마 공동 제작을 활발하게 모색하고 있는 현상에 주목하고, 문화적·산업적 동인의 분석을 통해 콘텐츠 협력을 통한 동반 성장의 지속 가능성을 탐색하고자 했다. 이를 위해 한국과 일본의 영상 산업 분야의 제작 프로듀서 12인의 심층 인터뷰를 활용한 질적 연구를 수행하였으며, 이것은 공동 제작이 활성화되고 있는 업계의 배경을 시의성 있게 연구한다는 점에 의의가 있다. 또한, 2000년대 초반에 머물러 있는 국제 공동 제작 연구의 새로운 방향성을 제시하고 세계화가 가속화되고 있는 미디어 환경 변화의 이론적 기반을 제공하는 데 목적이 있다.
연구 결과를 통해 글로벌 OTT의 영향이 한·일 공동 제작 활성화의 주요 동인임을 확인하였으며, 이에 따라 양국 영상 산업의 구조적 변화와 그에 따른 성장 한계를 분석하였다. 내수 시장의 안정성과 더불어 글로벌 진출을 위한 새로운 성장 모델이 요구되는 일본과, 콘텐츠의 세계적 위상이 높아졌음에도 불구하고 국내 영상 산업의 위기를 겪고 있는 한국은 각기 다른 방식으로 시장 경쟁력과 구조적 문제점을 드러냈다. 결국 이러한 한계점을 극복하고 새로운 성장 동력을 확보하기 위해, 한국과 일본은 콘텐츠를 매개로 한 상호 보완적 관계의 필요성을 인식하게 되었으며, 이는 공동 제작이라는 협업 방식으로 구체화하고 있다. 또한, 콘텐츠 생산 주체인 창작자들 간의 문화적 장벽이 허물어지고 있는 현상은, 과거 국가 중심의 공동 제작 방식에서 벗어나 인적 자원이 국경을 초월해 협업하는 초국가적 ‘보더리스(Borderless)’ 모델로의 전환 가능성을 보여준다. 이에 따라, 이러한 흐름이 일시적인 유행으로 그치지 않도록, 상호 간의 제작 환경에 대한 이해를 바탕으로 시장을 공유하고 동반 성장을 도모할 수 있는 실질적인 협력 방안을 모색해야 한다. 나아가, 한국과 일본 양국은 공동 제작의 목표를 자국 영상 산업의 회복에만 한정하지 않고, 세계 콘텐츠 시장에서 주도적 역할을 수행하기 위한 구체적이고 지속 가능한 협력 전략을 마련할 필요가 있다.

As the global OTT represented by Netflix has become the mainstream of the global media, the traditional ecosystems of the media and video industries in Korea and Japan are changing. As a reflection of these changes, this study focuses on the phenomenon of Korean-Japanese drama co-production in the 2020s and seeks to explore the sustainability of shared growth through content cooperation through the analysis of cultural and industrial drivers. To this end, this qualitative study utilizes in-depth interviews with 12 producers in the Korean and Japanese video industries, which is significant in that it provides a timely study of the background of the industry where co-production is becoming more active. It also aims to provide a new direction for international co-production research, which has remained stuck in the early 2000s, and to provide information on the academic foundations of the changing media environment as globalization accelerates.
The study analyzed the changes in the video industries of the two countries due to the influence of global OTT as an important driver for the activation of Korean-Japanese co-productions, and identified the limitations of the growth of the video industry amidst these changes. Japan, with its stable domestic market, demonstrated the need for a new growth model through global expansion and the global status of its content, while Korea, which is experiencing a crisis in its domestic video industry, clearly revealed its market competitiveness and problems. In order to overcome these limitations and create new growth engines, Japan and Korea have recognized the need for a complementary relationship through content, which is being expressed in the form of co-production. The breakdown of cultural barriers between creators, who are the main producers of content, shows the potential for a shift in collaboration models from the nation-centered co-production method of the past to a transnational 'borderless' method that transcends borders between
human resources. Therefore, in order to avoid becoming a temporary phenomenon that passes like a fad, both Korea and Japan need to understand each other's environments and find ways to share markets and grow together, and both Korea and Japan need to materialize cooperation plans to grow as leading players in the global content market, not just to restore their respective video industries.
