본 연구는 국내 승마장에서 발생한 다양한 안전사고 사례를 분석하여, 향후 유사 사고의 재발을 방지하고 보다 체계적이고 실효성 있는 안전사고 예방 방안을 제시하는 것을 주요 목적으로 한다. 승마는 인간과 말의 상호작용을 바탕으로 이루어지는 특수한 스포츠로, 말의 돌발행동, 환경적 요인, 기승자의 숙련도 부족 등 다양한 변수에 의해 사고가 발생할 가능성이 높다. 특히 낙마, 말과의 충돌, 장비의 결함으로 인한 사고는 인명 피해로 이어질 수 있는 심각한 안전사고로 분류된다. 본 연구에서는 최근 5년간 (2019년~2023년) 국내에서 실제로 발생한 승마장 안전사고 사례를 중심으로, 문헌 고찰과 질적 사례분석을 병행하여 사고 유형별 원인과 특징을 도출하고 이를 바탕으로 구체적인 예방대책을 제시하였다.
연구 결과, 승마장 안전사고는 단일 요인이 아닌 복합적인 요인에 의해 발생하며, 기승자의 안전교육 미비, 보호장비 착용 부족, 승마지도자의 전문성 결여, 말의 건강 및 심리적 상태에 대한 관리 부족, 승마장 내 시설물의 노후화 및 관리 미흡 등이 주요 원인으로 작용하고 있음이 밝혀졌다. 특히 낙마 사고는 전체 사고 중 가장 높은 비율을 차지하고 있으며, 이는 기승자의 경험 부족과 더불어 체계적인 안전교육 부재의 결과로 해석된다. 또한, 승마장 운영자와 지도자의 안전관리 인식 부족도 사고 예방을 저해하는 요인으로 작용하였다.
이에 본 연구는 안전사고를 예방하기 위한 다각적인 방안을 제안하였다. 첫째, 승마장 이용자를 대상으로 한 체계적인 안전교육 프로그램의 정착과 기승 전 필수 교육 이수 제도의 도입이 필요하다. 둘째, 모든 기승자에게 보호장비 착용을 의무화하고, 장비의 정기적인 점검과 갱신이 이루어져야 한다. 셋째, 말의 특성과 행동 패턴에 대해 지도자와 기승자의 이해를 높이기 위한 정기적 교육과 훈련이 병행되어야 하며, 넷째, 승마장 시설물에 대한 주기적인 안전 점검과 유지보수를 통해 환경적 사고 요인을 사전에 차단해야 한다. 아울러 사고 발생 시 즉각적인 대응이 가능하도록 응급대응 시스템과 매뉴얼을 구축하는 것도 필수적이다. 또한, 본 연구는 독일, 영국, 호주 등 승마 선진국의 사례를 비교 분석하여 우리나라의 제도적 현실과의 차이를 검토하고, 향후 국내 정책 및 제도 개선 방향에 대한 시사점을 도출하였다. 이러한 비교 분석은 실질적인 법·제도 개선의 기초자료로 활용될 수 있으며, 승마장 안전사고에 대한 사회적 경각심을 높이고, 안전한 승마 환경 조성에 이바지할 수 있을 것이다.
본 연구는 승마장 안전사고의 실태를 종합적으로 분석하고, 실천 가능한 예방대책을 제시하였다는 점에서 학술적 의의가 있다. 나아가 승마장 운영자, 지도자. 이용자 등 관련 이해관계자들이 안전관리 체계에 능동적으로 참여할 수 있도록 유도함으로써, 장기적으로는 승마 산업의 지속할 수 있는 발전과 국민의 안전 확보에 이바지하는 것을 궁극적 목표로 한다.

This study aims to analyze various safety accident cases that have occurred at horseback riding arenas in South Korea and to present practical and effective prevention measures to avoid the recurrence of similar accidents in the future. Horseback riding is a unique sport based on interaction between humans and horses, and the likelihood of accidents is heightened due to variables such as the horse's unpredictable behavior, environmental conditions, and the rider's lack of skill. In particular, accidents such as falling from a horse, collisions, and equipment failures often lead to serious injuries or fatalities. Focusing on actual safety accident cases that occurred in Korean riding arenas over the past ten years (2013–2023), this study conducted literature reviews and qualitative case analyses to classify the types of accidents and examine the common causes and characteristics.
The results revealed that horseback riding accidents are caused by complex, interrelated factors. Major causes include insufficient safety education for riders, lack of protective gear usage, inadequate expertise of riding instructors, insufficient management of horses’ health and psychological condition, and poor maintenance of riding facilities. Notably, falling accidents accounted for the highest proportion of incidents, which is interpreted as a consequence of both inexperienced riders and the absence of systematic safety education. The lack of safety awareness among facility operators and instructors also contributed to the problem.
Accordingly, this study proposes several multidimensional preventive strategies. First, a structured safety education program should be implemented for all users, along with mandatory completion of safety training prior to horseback riding. Second, wearing protective gear must be strictly enforced, and regular inspections and updates of equipment should be conducted. Third, both instructors and riders must be educated and trained to better understand the characteristics and behavioral patterns of horses. Fourth, regular safety checks and maintenance of facilities should be carried out to eliminate environmental risk factors. In addition, an emergency response system and manual must be established to ensure prompt and effective action in the event of an accident.
This study also compares institutional approaches in advanced equestrian nations such as Germany, the United Kingdom, and Australia, offering insights into how South Korea might improve its legal and policy frameworks. These comparative analyses may serve as a foundation for institutional reform and raise public awareness regarding riding safety, thereby contributing to the creation of a safer riding environment.
Ultimately, the study holds academic significance by providing a comprehensive analysis of riding arena safety issues and suggesting feasible preventive measures. It aims to foster active participation from stakeholders—including operators, instructors, and riders—in safety management systems, and to contribute to the sustainable development of the horseback riding industry and the promotion of public safety.
