This study analyzed the characteristics of SMEs in the system of SME support
projects and the patterns of changes in support projects by period, and explored their
successes and failures. In particular, how to design an optimal SME support project and
solutions were suggested so that the level and problems of the support project of the
state and local governments can be identified. Cases that have been similarly studied
have been reviewed, and based on this, successful cases have been pointed out based
on the isomorphic components of institutionalization theory. In particular, the problem of
overlapping benefits of support projects, lack of R&D (R&D) budget for SMEs, and
supply-based support business systems were identified as problems. Based on this, the
Incheon Business Management Support Center, an integrated service support system for
small and medium-sized businesses, and the support system through selection and concentration.
The Incheon Business Management Support Center provides important
implications as a management example of establishing an innovative SME support
system through continuous operation and support in the future, although no specific
results have yet been derived. Through this study, it is expected to provide important
solutions and insights in situations where SMEs are not receiving benefits due to lack
of information and overlapping problems in the support system for their management
