This study investigated the operational status of the current fire safety manager system and found areas for improvement or supplementation in terms of operational aspects of the fire safety manager system. In addition, it examined the improvement tasks to enhance the actual fire prevention and initial fire response capabilities of fire safety managers and suggested measures necessary for capacity enhancement. The research results provide implications for improving the fire safety manager system and strengthening the capabilities of fire safety managers. First, in order to strengthen the capabilities of fire safety managers, it was necessary to expand experimental and practical training hours to maximize fire prevention and inspection and initial fire response capabilities among the training and operation methods of fire safety managers, and to utilize excellent experimental and practical training sites and facilities at universities or fire 77stations. It was determined that it was necessary to adjust the training subjects in accordance with the law, introduce teaching methods to match the contents of NCS competency units and NCS learning modules, develop teaching materials, and strengthen practical capabilities, resolve the issue of selecting fire safety managers concentrated in the metropolitan area, and clarify the scope of work between fire safety managers and fire safety management agents, and that consideration and discussion on these should be conducted in advance. Second, in order to improve the efficiency of the fire safety management system, it is necessary to establish a fire safety corporation as an organization capable of performing comprehensive fire safety management and diagnosis functions with expertise under the financial support of the government. In addition, institutional improvements such as changing the number of floors and adjusting the area of special fire management objects, introducing practical ability evaluation in the qualification examination, increasing the number of practical training sessions, and consolidating the qualification requirements for 2nd and 3rd grades were necessary. However, since such improvement measures require revision of fire-related laws and regulations, it was found that there was a limitation that sufficient discussions should be conducted prior to the revision of the law.
