본 연구는 네팔의 커피 산업과 커피 생산에 종사하는 농민들을 사례로 글로벌 생산 네트워크(GPN) 이론의 관점을 적용하여 개발도상국의 생산자와 선진국의 소비자 사이에 파트너쉽 관계를 구축하여 기존 무역의 불공정성을 개선하고자 하는 공정무역의 효과를 분석하고자 하였다.
연구의 전반부에서는 연구의 이론적 배경이 제시된다. 구체적으로, GPN 이론이 등장한 맥락과 GPN 이론이 지역 발전을 설명하는 방식이 소개된다. 특히 생산 네트워크에 참여하는 행위자들이 생산 과정에서 창출되는 가치를 포착할 수 있는 능력과 포착된 가치가 지역 내 행위자들에게 공정하게 분배되는 과정에 큰 영향을 미치는 네트워크 내 권력 관계에 초점을 맞춰 논의를 전개한다. 또한, GPN 참여를 통한 경제적 발전이 연구의 대상인 농촌의 소규모 농가들에 미치는 영향을 보다 포괄적으로 분석하기 위해 지역개발학의 관련 논의들과 GPN 이론의 접점을 논한다. 추가적으로, 네팔과 전 세계의 커피 산업에 대한 간략한 소개와 공정무역 및 기타 대안적 거버넌스 체계가 커피 산업에 광범위하게 적용되기 시작한 배경을 소개한다. 이러한 논의들을 바탕으로, 세 개의 연구 질문들이 도출되었다.
현장 조사 및 인터뷰 결과, 네팔의 커피 생산 네트워크를 구성하는 권력 관계에 가장 큰 영향을 미쳤던 것은 커피 생산자 협동조합의 등장임이 드러났다. 협동조합이 조직되기 이전에는 소수의 커피 유통업자들과 중간 상인이 독점적 지위를 바탕으로 강력한 협상력(bargaining power)을 행사하였다. 그 결과 농민들은 가치를 온전히 포착할 수 없었을 뿐만 아니라, 유통업자들과 중간 상인들로부터 커피의 가격과 지급 시기에 차별을 겪었다. 정부 및 비정부기구 행위자들은 이러한 문제를 해결하기 위해 다양한 스케일에서 협력하여 농민들의 조직화를 지원하였고, 그 결과 커피 생산자 협동조합들이 커피 생산지 곳곳에 설립되었다. 커피 생산자 협동조합들은 커피의 수매, 가공 및 판매 과정을 직접적으로 진행함으로써 농민들의 가치 포착 능력을 향상시킨 한편, 보다 공정한 가치의 분배를 실현할 수 있었다. 특히, 농민들의 조직화는 네팔 국내 커피 시장의 급격한 성장과 맞물려 커피 생산 네트워크의 권력 지형을 농민들에게 유리한 방향으로 변화시키고 있었다.
네팔에서 활동하고 있는 공정무역 단체들은 비록 이러한 역학 관계에 직접적으로 개입하지는 않았으나, 그들과 거래하는 생산자 협동조합의 역량 강화를 통해 농민들의 권력 강화에 큰 기여를 하고 있음이 드러났다. 이들은 거래 관계의 성립 및 유지를 위해 높은 수준의 기준을 제시하면서도, 협동조합들이 이를 충족시킬 수 있도록 다양한 방식으로 지원함으로써 협동조합들의 신뢰를 얻고, 거래 관계에 강력하게 착근(network embeddedness)되도록 유도하였다. 한편, 협동조합들은 이러한 지원과 공정무역 원칙에 따른 거래 대금의 선지급 시스템을 통해 비즈니스 역량을 기르고, 조합원들에게 안정적인 추가 수입원을 보장할 수 있었다. 협동조합의 안정적인 운영은 결과적으로 조합원들의 커피 재배에 대한 의욕을 높이고, 향후 생산을 늘리고자 하는 동기를 부여하고 있었다.
그러나 본 연구는 이와 같은 성공적인 사례를 순전히 공정무역의 효과로만 볼 순 없다고 주장한다. 공정무역 단체들과 거래하고 있지 않은 협동조합들도 생산자들에게 유리하게 형성된 현재의 협상 관계와 국내 커피 거래업자들과 형성된 상호 신뢰관계를 활용해 국내 시장에서 충분한 이익을 실현하고 있었으며, 공정무역 단체와 거래 여부에 상관없이 협동조합들은 네팔 커피의 높은 가격과 해외 구매자들과 지속적으로 소통할 수 있는 능력을 갖춘 인력의 부족으로 해외 시장에 진출하는 데 어려움을 겪고 있었다. 이러한 점들을 바탕으로 본 연구는 농민들의 가치 포착 능력 및 분배의 공정성을 향상하기 위해선 보다 넓은 구조적 요소들에 우선적으로 주목해야 함을 강조한다.

This research assesses Fair Trade’s contribution in the economic/social wellbeing of the Global South rural smallholders and their neighborhoods through the perspective of Global Production Network (GPN) theory, with the case of Nepali coffee farmers.
First, theoretical background on GPN and its conceptualization on regional development is elaborated. In particular, emphasis is placed on the concept of power discussed in GPN theory, and how it operates to enhance and/or deteriorate participating actor’s potential to capture the value generated during the production, and the equitableness in the distribution of captured value among the regional actors. Also, crossovers with arguments from the rural development studies are made to provide a more comprehensive analysis on developmental implications for smallholders. Additionally, basic information on the coffee industry is provided, consisting of production and trade data at the global and national-level, and a brief introduction on Fair Trade and other alternative governance schemes operating in the industry. Three research questions (RQs) are derived from this background information to analyze the power dynamics among participants in the Nepali coffee production network, explore cooperatives’ strategic couplings, and assess the farmers’ motivation on coffee growing.
Through field interviews with informants, it is revealed that the most significant factor influencing the farmers’ ability to capture the created value, and the overall value distribution in Nepal’s coffee industry is the emergence of coffee producer cooperatives. Initially, underdeveloped domestic market and farmers’ lack of knowledge on coffee rendered coffee traders dominant in the production network. As a result, coffee farmers could not capture enough value, and faced explicit discrimination from the traders on the price and payment terms. However, with the support from NGOs and government institutions from various scales, coffee farmers organized themselves into producer cooperatives, which enabled them to directly engage in final processing and marketing. Combined with rapid increase in domestic demand and entrants into the coffee industry, this altered the power relations in favor of the coffee farmers.
Fair Trade organizations, in this process, made an indirect but significant contribution to farmers’ empowering. Although posing high levels of requirement to their partnering cooperatives, Fair Trade organizations supported the cooperatives to successfully address them, which resulted in a strong degree of network embeddedness bolstered by mutual trust. Through these relationships, along with the advanced payment system practiced under the Fair Trade principles, the cooperatives were able to enhance their business capacities and ensure their member farmers a reliable income from coffee farming. Cooperatives’ healthy operation, in turn, motivated the coffee farmers to engage in coffee production and increased their willingness to further expand their production.
However, even the cooperatives without Fair Trade buyers were reported to be reaping sufficient profit from the domestic market by leveraging the favorable bargaining relationships and mutual trust with buyers built through frequent interactions. Furthermore, high prices of Nepali coffee and lack of human capital capable of conducting international business were hindering cooperatives, even with those that have international buyers, to establish foreign linkages. Hence, prior to crediting Fair Trade, it is argued that wider structural factors must also be considered.
