본 연구는 지방공기업 부채와 지방자치단체 지출 간의 관계를 실증적 으로 분석하여, 공공서비스 공급 주체인 지방자치단체와 지방공기업 간 의 재정적 상호작용을 규명하는 데 초점을 두고 있다. 지방공기업은 지 방자치단체에 의해 설립된 공공기관으로, 주민 복리 증진과 지역 발전을 목적으로 하며 공공서비스의 주요 공급자로서 기능한다. 그러나 지방공 기업의 부채증가와 재무건전성 악화는 장기적인 관점에서 지방재정의 안 정성을 위협할 수 있는 주요 요인으로 지적된다. 본 연구는 법 및 제도 적 측면에서 지방공기업의 사업 운영 및 관리에 지방자치단체가 개입할 수 있는 여지가 충분하다는 점을 바탕으로 한다. 즉, 지방공기업 부채의 증가가 단순히 공기업 내부의 경영 요인에 기인하는 것이 아니라, 지방 자치단체의 재정적 의사결정과도 밀접하게 연관되어 있음을 전제로 한 다.
특히 본 연구는 지방자치단체와 지방공기업 간 관계에서 나타나는 보 충적 관계와 보완적 관계의 특성을 명확히 규명하고자 한다. 보충적 관 계란 지방자치단체가 단독으로 충족시키기 어려운 공공재 수요를 지방공 기업과 같은 외부 주체가 대신 충족시키는 구조를 의미한다. 반면, 보완 적 관계는 지방자치단체와 지방공기업이 협력하여 공공서비스를 공동으 로 제공하며 서로의 역할을 강화하는 구조를 말한다.
이를 실증적으로 검증하기 위해 2017년부터 2022년까지 한국의 395개 지방공사와 지방공사가 소속되어 있는 지방자치단체를 대상으로 패널데 이터를 구축하여 회귀분석을 수행하였다. 또한, 보충적·보완적 관계를 보 다 세부적으로 분석하기 위해 지방공기업법에 명시된 사업 대상 분야인 문화·관광, 산업·중소기업, 교통·물류, 국토·지역개발로 지방공기업을 범 주화하여 분석에 적용하였다. 지방공기업에 대한 지방자치단체의 개입 가능성이 충분히 지방공기업의 재정운용에도 영향을 미칠 수 있다는 가 정에 따라 지방자치단체의 분야별 지출과 지방공기업 부채 간의 관계를 분석하였다.
분석 결과, 지방공기업의 사업 분야에 따라 지방자치단체의 지출과 지 방공기업 부채 간의 관계가 상이하게 나타났다. 문화·관광, 산업·중소기 업 분야에서는 지방자치단체의 타 분야 지출이 해당 분야 지방공기업 부 채에 양의 영향을 미쳐 보충적 관계가 드러났다. 반면, 교통·물류, 국토· 지역개발 분야에서는 지방자치단체의 해당 분야 지출 증가가 지방공기업 부채 증가로 이어져 보완적 관계가 확인되었다. 이러한 결과는 공공서비 스의 분야별 특성과 지방자치단체의 재정적 제약이 지방공기업의 역할과 부채 구조에 중요한 영향을 미친다는 점을 시사한다. 다시 말해, 지방자 치단체와 지방공기업 간의 재정적 상호작용이 단순한 자원 이전을 넘어 공공서비스의 성격과 재정적 제약에 따라 보충적 또는 보완적 형태로 다 르게 나타난다는 점을 보여준다.
따라서 본 연구는 지방공기업의 부채가 지방자치단체의 정책 수행을 위한 자금확보 수단으로 활용될 가능성을 확인했으며, 이러한 관계가 실 제로 나타나고 있음을 보여준다. 지방공기업의 부채는 경영형태, 주요 사 업 분야, 지방자치단체와의 관계에 따라 특성이 달라지므로, 이를 고려하 지 않고 단순히 부채 축소에만 집중하면 비효율적인 결과를 초래할 수 있다. 지방공기업의 효율적 부채관리를 위해 지방자치단체와의 재정적 상호작용을 분석하고, 정치적 의도에 의한 부채 전가나 무분별한 신설 및 합병을 방지하기 위한 법적, 제도적 보완이 필요하다. 다만, 본 연구 는 자료의 제약과 기간의 제한 등 한계를 가지며, 이를 보완하기 위한 향후 연구가 이루어져야 할 것이다.

This study focuses on empirically analyzing the financial interactions between local governments and local public enterprises (LPEs) in Korea, specifically examining the relationship between local government expenditures and LPE debt. LPEs, established by local governments to enhance public welfare and regional development, play a crucial role as providers of public services. However, increasing LPE debt and deteriorating financial stability have been identified as significant long-term risks to local government fiscal health. This study builds on the premise that LPE debt growth is not solely attributable to internal management factors but is closely linked to the fiscal decision-making of local governments, which are institutionally positioned to intervene in LPE operations.
The study further seeks to clarify the characteristics of supplementary and complementary relationships between local governments and LPEs. A supplementary relationship occurs when external entities such as LPEs address unmet demand for public goods that local governments cannot fulfill independently. In contrast, a complementary relationship involves collaboration between local governments and LPEs to jointly deliver public services, enhancing their respective contributions.
Using panel data constructed from 395 LPEs and their respective local governments in Korea between 2017 and 2022, this study employs regression analysis to explore these dynamics. To deepen the analysis, LPEs were categorized by their primary business areas, as specified in the Local Public Enterprises Act, into culture and tourism, industrial and small business, transportation and logistics, and land and regional development. The relationship between local government expenditures in specific areas and LPE debt was examined, based on the hypothesis that local government intervention has significant implications for LPE financial management.
The findings reveal that the relationship between local government expenditures and LPE debt varies by sector. In the culture and tourism, and industrial and small business sectors, expenditures in other areas by local governments were positively associated with LPE debt, indicating a supplementary relationship. In contrast, in the transportation and logistics, and land and regional development sectors, increases in local government expenditures within these sectors corresponded to higher LPE debt, reflecting a complementary relationship. These results suggest that the roles and debt structures of LPEs are significantly influenced by the nature of public services and the fiscal constraints faced by local governments. In other words, the financial interactions between local governments and LPEs are shaped by sectoral characteristics and fiscal limitations, manifesting in either supplementary or complementary forms.
This study confirms that LPE debt can serve as a strategic financial tool for local governments to secure resources for policy implementation, and this relationship is indeed evident in practice. Given that LPE debt characteristics differ based on management types, business sectors, and relationships with local governments, focusing solely on debt reduction without considering these nuances may lead to inefficiencies. Effective debt management for LPEs necessitates an understanding of the financial interactions with local governments and the implementation of legal and institutional safeguards to prevent politically motivated debt transfers or indiscriminate establishment and consolidation of LPEs. However, this study is subject to limitations, including restricted data availability and the relatively short analysis period, which future research should address to enhance the understanding of these dynamics.
