In the midst of intensifying global competition, including the power struggle between the United States and China for economic dominance, the importance of cooperative labor relations is increasingly emphasized not only for enhancing corporate competitiveness but also for strengthening national competitiveness. In such rapidly changing business environments, changes in labor relations are also essential for companies to grow and survive.
While there is a general consensus on the importance of cooperative labor relations for generating corporate performance and enhancing national competitiveness, empirical research on the relationship between labor relations and corporate performance in our country is not abundant. Specifically, there is a significant lack of empirical research analyzing the relationship between labor relations and organizational performance in public enterprises, which provide essential goods and services to the daily lives of citizens. Moreover, the operational definition of cooperative labor relations has not been consistent, often relying on the presence or frequency of labor disputes, or survey results from workers or employers, which depend largely on subjective judgments. Furthermore, there has not been sufficient examination of the mechanisms through which the level of cooperative labor relations empirically affects organizational performance.
This study aims to investigate the impact of cooperative labor relations on the performance of public enterprises that provide essential goods and services to citizens. The study divides organizational performance into financial and non-financial performance and assumes that a higher level of cooperative labor relations will increase the acceptance of strategic human resource management, which in turn will positively affect organizational performance. This empirical analysis seeks to determine whether strategic human resource management can mediate the relationship between cooperative labor relations and organizational performance.
For this purpose, the study used the 'labor relations' indicator scores included in the government's evaluation of public organization management performance from 2018 to 2022 as an independent variable representing the level of cooperative labor relations for 36 public enterprises over five years. Organizational performance, the dependent variable, was divided into financial performance, including 'sales per employee', 'operating profit per employee', and 'net profit per employee', and non-financial performance, using the 'major project performance' indicator results from the public organization management performance evaluation. The level of strategic human resource management, the mediating variable, was measured using the 'organization and human resource management' indicator results from the public organization management performance evaluation, and factors such as institution type, size, asset size, and debt ratio were controlled.
The study found that the level of cooperative labor relations in public enterprises did not have a statistically significant impact on financial performance indicators such as sales per employee, operating profit per employee, and net profit per employee. However, it was found to have a statistically significant positive impact on non-financial performance, specifically the performance of major projects. This suggests that, unlike private corporations, public enterprises operate under significant restrictions and controls from the government regarding pricing, budget execution, and project implementation, and their primary purpose is not to increase market share through sales growth or maximize profits through operating income. The positive impact of cooperative labor relations on the performance of major projects indicates that cooperative labor relations enhance mutual understanding and communication between labor and management, leading to increased solidarity and teamwork in the planning and execution of major projects, which in turn leads to successful outcomes. The study also found that the mediating effect of strategic human resource management between cooperative labor relations and organizational performance was not statistically significant for both financial and non-financial performance.
This research is significant in that it empirically analyzes the impact of cooperative labor relations levels in public enterprises on both financial and non-financial performance and examines the potential mediating role of strategic human resource management between cooperative labor relations and organizational performance, an area not extensively covered in previous studies.
The policy implications of these findings are twofold: First, the government, as the de facto owner of public enterprises, does not always aim to improve or expand the financial performance of individual public enterprises. In some cases, it exercises ownership rights in a way that reduces the financial performance of public enterprises, highlighting the distinct differences between public and private enterprises in terms of financial performance and labor relations. Second, as the government plays a strong management and supervisory role over the overall management activities of public enterprises, labor unions in public enterprises face significant constraints in collective bargaining and wage negotiations. This necessitates a more cooperative approach to labor relations to enhance the overall performance of public enterprises, particularly in terms of major project outcomes.
