김정은 시대 북한의 사회권 : 인간개발지표(HDI)를 활용한 식량권과 건강권 분석 = Social Rights in North Korea During the Kim Jong-un Era : Utilizing the Human Development Index(HDI) to Assess the Right to Food and Health

국문 초록 (Abstract)

본 연구는 북한에서의 사회권, 특히 식량권과 건강권의 실현도를 평가하기 위한 새로운 방법론을 제시한다. 기존의 탈북자 증언이나 단일 지표에만 의존하는 방식을 넘어서, SDGs의 발전을 특정하는 유엔개발계획(UNDP)의 인간개발지표(HDI)를 기반으로 한 영양부족인구비율, 발육부진아동비율, 영아사망률, 기대수명 등의 지표를 통합적으로 활용함으로써, 김정은 시대의 북한에서 사회권의 진전 상황을 분석한다. 이 방법은 김정일 시대와 김정은 시대를 비교 분석함으로써 북한 정권의 체제 연속성 속에서 사회권 수준의 변화를 파악하는 데 도움을 준다.
본 연구의 중요한 발견은 김정일 시기에 비해 김정은 시기의 식량권과 건강권이 통합적인 수준에서 개선되었다는 것이다. 특히, 식량권은 2018년을 제외하고 지속적인 악화를 보였다는 기존의 시각과 대비되는 결과를 제시한다. 이는 HDI 기반의 인간개발관련 지표를 통해 북한의 식량권 상황을 고난의 행군과 유사한 상황으로 특정할 수 있었던 점에서 기존 연구와의 차별성을 가진다. 반면, 건강권에 대한 기존 단일 지표 연구 결과와 일치하는 지속적인 개선을 보여주며, 이 두 권리 간의 상호의존적 관계와 지속가능개발과의 관계성을 고찰한 본 통합지표방법은 북한 내부의 복잡하고 불투명한 상황 및 주민들의 실제 복지 및 인권 상태를 이해하는 데 중요한 기여를 한다.
본 연구는 또한, 식량권과 건강권에 동일한 가중치로 통합하여 분석하였으나, 이러한 방식이 식량권의 심각성을 상대적으로 약화시키고 북한 내 인권유린 상황을 과소평가할 수 있다. 따라서, 보다 정확한 인권 상황의 평가를 위해서는 식량권 지표에 더 큰 가중치를 두는 방식으로 접근할 필요가 있다. 또한, 기존 방식인 탈북민 증언이나 다양한 국제기구 및 정부들의 정보를 참조하여 식량난 상황을 추정하고, 본 연구 결과와 비교하는 것이 필요하다.

다국어 초록 (Multilingual Abstract)

This study proposes a new methodology for evaluating the realization of social rights in North Korea, especially focusing on the right to food and health. Moving beyond traditional approaches reliant solely on the accounts of North Korean escapees or single indicators, it utilizes a comprehensive set of indicators based on the United Nations Development Programme (UNDP)'s Human Development Index (HDI), encompassing the proportion of the undernourished population, the rate of stunted children, infant mortality rate, and life expectancy. This methodology aids in analyzing the progression of social rights in North Korea during Kim Jong-un's regime by comparing it with the Kim Jong-il era, thereby understanding the changes in social rights levels within the continuity of the North Korean regime.
A significant finding of this research is the overall improvement in the integrated level of food and health rights during Kim Jong-un's regime compared to Kim Jong-il's era. Notably, this research presents a contrasting view to the existing perception of continuous deterioration in food rights since 2018. It pinpoints the situation of food rights in North Korea as being similar to the challenging times of the Arduous March, a perspective made possible by employing HDI-based human development indicators. In contrast, the consistent improvement in health rights aligns with existing single-indicator research findings, showcasing the interdependent relationship between these two rights and their relevance to sustainable development. The integrated index approach of this study offers significant insights into the complex and opaque internal situation in North Korea, contributing to a deeper understanding of the actual welfare and human rights status of its citizens.
However, the study also acknowledges potential limitations in its methodology, such as equal weighting of food and health rights in the integrated analysis, which might inadvertently downplay the severity of the food rights situation and underestimate human rights abuses in North Korea. Therefore, for a more accurate assessment of the human rights situation, it may be necessary to apply greater weight to food rights indicators. Additionally, referencing North Korean escapees’ testimonies and various international organizations and government reports to estimate the food scarcity and comparing them with the findings of this study could provide a more comprehensive understanding.
