Enhancing Vietnam's Policies and Strategies for Achieving the Net Zero 2050 Target: Insights from South Korea's Experience = Net Zero 2050 목표 달성을 위한 베트남의 정책 및 전략 강화: 한국의 경험에서 얻은 통찰력

This research conducts an extensive study on the application of the "Net Zero by 2050" goal within the context and developmental conditions of Vietnam, drawing insights from the policies and experiences of South Korea. By leveraging international experiences and referencing guidelines from scientific organizations on climate change, this research has employed a proposed set of indicators to formulate a national Net Zero strategy for Vietnam. Utilizing a literature review methodology, the study has analyzed and evaluated prior research, the legal document systems of both countries, official reports, and other sources to gain a deeper understanding of the issue. Simultaneously, through interviews with experts in international cooperation, climate change, and the formulation of Vietnam's national environmental strategy, valuable data on the perspectives and evaluations of these experts regarding the "Net Zero by 2050" goal and related policies were collected. The results from the descriptive data analysis reveal a strong consensus among experts on the importance of recognizing the "Net Zero" goal within Vietnam's official legal framework. The thesis emphasizes that while Vietnam faces challenges in implementing emission reduction policies and technologies, it proposes specific measures to effectively achieve the 'Net Zero by 2050' goal. Recommendations include learning from South Korea's target setting models and emissions trading system, improving legal frameworks, and early adoption of advanced CO2 technologies. The goal is to establish a clear policy roadmap toward sustainable and efficient development informed by international experience.

이 연구는 베트남의 현 상황과 발전 조건 내에서 '2050년까지 넷제로(Net Zero)' 목표의 적용에 대해 심도 있는 연구를 수행하고, 한국의 정책과 경험에서 통찰력을 얻었습니다. 기후 변화에 관한 과학 기구의 지침을 참조하고 국제 경험을 활용하여, 베트남 국가 넷제로 전략 수립을 위한 지표 세트를 제안하였습니다. 문헌 리뷰 방법론을 활용하여, 이 연구는 양국의 법률 문서 체계, 공식 보고서 및 기타 자료를 분석하고 평가하여 이 문제에 대한 더 깊은 이해를 얻었습니다. 동시에, 국제 협력, 기후 변화, 베트남 국가 환경 전략 수립에 관한 전문가들과의 인터뷰를 통해, 이들 전문가들의 '2050년까지 넷제로' 목표와 관련 정책에 대한 관점과 평가에 대한 귀중한 데이터를 수집했습니다. 기술 데이터 분석 결과에서 전문가들 사이에 베트남 공식 법적 틀 내에서 '넷제로' 목표의 중요성을 인식하는 데 대한 강한 합의가 드러났습니다. 베트남이 배출 감소 정책과 기술을 실행하는 데 직면한 도전에도 불구하고, 이 논문은 '2050년까지 넷제로' 목표를 효과적으로 달성하기 위한 구체적인 조치를 제안합니다. 권고 사항에는 한국의 목표 설정 모델과 배출권 거래 제도에서 배우고, 법적 틀을 개선하며, 이산화탄소 첨단 기술을 조기에 채택하는 것이 포함됩니다. 목표는 국제 경험에 기반한 지속 가능하고 효율적인 발전을 향한 명확한 정책 로드맵을 수립하는 것입니다.
