Factors influencing citizen participation satisfaction in urban planning : focused on the plan de Desarrollo y Ordenamiento Territorial (PDOT) in Cuenca, Ecuador

국문 초록 (Abstract)

시민 참여는 포괄적이고 지속 가능하며 공평한 지역사회를 육성할 수 있는 잠재력을 지니고 있다는 측면에서 도시 계획 및 도시 개발에 핵심 중추로 자리 잡고 있다. 본 연구에서는 에콰도르 쿠엔카의 개발 및 토지 이용 계획 맥락에서 시민 참여 만족도의 복잡한 지형을 심층적으로 탐구하였다.
기존의 도시 계획/개발 체계는 시민 불만을 해소하고 민원 및 교육을 통한 공공 인식을 촉진하는 데 중점을 두고 있지만, 이러한 계획/개발 체계는 주로 결과와 성과를 통해 평가되기 때문에 이러한 접근법으로는 시민 참여와 만족의 포괄적 평가가 제대로 이루어질 수 없다는 문제점이 있어 이에 대한 연구 공백이 발생하는 것은 필연적이다.
이 공백을 해소하기 위해 본 연구에서는 15개 변수와 인구 통계 변수를 포함한 다섯 가지 구성 요소에 대한 요인 분석이 진행되었다. 이에 따라 기존에 에콰도르 쿠엔카에서 수행된 연구 및 디지털 설문 조사를 기반으로 하여 시민 참여를 형성하는 영향력 있는 요소들을 식별하고, 요인 분석을 통해 이러한 변수를 투명성 및 책임성, 포괄적 수준, 참여 빈도, 공공 서비스 시기 및 개인적 관련성의 다섯 가지 주요 요인으로 추려내었다.
이 연구는 에콰도르 쿠엥카의 도시 계획에 대한 주민들의 커뮤니티 참여 만족도에 영향을 미치는 요인을 조사하기 위해 요인 분석과 회귀 분석을 결합한 종합적인 연구 방법론을 사용했습니다. 처음에는 인구통계학적 요인부터 커뮤니티 참여에 대한 인식에 이르기까지 25개의 다양한 변수를 고려했습니다. 반복 회귀 분석을 통해 모델을 개선하여 만족도에 대한 강력한 예측 변수를 파악했습니다.
요인 분석을 통해 만족도를 형성하는 데 있어 투명성, 책임성, 교육 관련 변수의 중요한 역할을 강조하는 주요 기본 요인이 밝혀졌습니다. 회귀 분석을 통해 지역사회 참여 교육 프로그램에 대한 만족도, 도시 계획 정보에 대한 접근성, 교육 수준(특히 박사/박사), 지역사회 참여 빈도, 연령 및 인종과 같은 인구통계학적 요인 등 특정 예측 인자의 중요성이 확인되었습니다.
엄격한 회귀 분석을 통해 도출된 최종 모델에서는 만족도에 영향을 미치는 일관되게 중요한 7가지 예측 변수가 강조되었습니다. 투명성, 교육, 효과적인 커뮤니케이션, 적극적인 참여가 만족도를 형성하는 기둥으로 나타났습니다. 이 연구 결과는 정책 입안자에게 유용한 인사이트를 제공하며, 투명한 정보 배포, 다양한 인구통계학적 요구 사항 해결, 정기적인 참여 촉진에 중점을 두어 만족도를 높일 수 있는 전략을 제안합니다. 이 연구의 강력한 방법론과 일관된 결과는 쿠엥카의 도시 계획 맥락에서 만족도 변동성을 설명하는 데 있어 이러한 예측 변수의 신뢰성을 강조합니다.

Citizen participation stands as a crucial pillar in the urban planning and development of cities, holding the potential to cultivate inclusive, sustainable, and equitable communities. This research takes a deep dive into the intricate landscape of Citizen Participation Satisfaction within the context of development and land use planning in Cuenca, Ecuador.
A significant research gap surfaces, revealing that prevalent evaluation indicators predominantly orbit around service performance. While the existing framework admirably centers on addressing citizen grievances and fostering public awareness through service complaints and education, a critical examination brings to light a noteworthy gap in the assessment framework, prompting questions about the comprehensive evaluation of citizen engagement and satisfaction.
In an effort to address this gap, the study investigates five constructs, encompassing 15 variables and demographic variables. Drawing from prior research and a digital survey conducted in Cuenca, Ecuador, the analysis identifies influential factors shaping citizen participation. Factor analysis distills these variables into five principal factors: transparency and accountability, comprehensive level, participation frequency, timing for public service, and Personal Relevance.
The study employed a comprehensive research methodology, combining factor analysis and regression analysis, to explore the factors influencing residents' satisfaction with community participation in urban planning in Cuenca, Ecuador. A diverse set of 25 variables was initially considered, ranging from demographic factors to perceptions of community engagement. Iterative regression analyses were conducted, refining the model to identify robust predictors of satisfaction.
Factor analysis revealed key underlying factors, emphasizing the critical role of transparency, accountability, and education-related variables in shaping satisfaction. Regression analyses confirmed the significance of specific predictors, including satisfaction with community participation education programs, access to urban planning information, education level (especially Doctorate/Ph.D.), frequency of community participation, and demographic factors like age and ethnicity.
The final model, distilled through rigorous regression iterations, highlighted seven consistently significant predictors influencing satisfaction. Transparency, education, effective communication, and active involvement emerged as pillars shaping satisfaction. The findings offer valuable insights for policymakers, suggesting strategies to enhance satisfaction by focusing on transparent information dissemination, addressing diverse demographic needs, and promoting regular engagement. The study's robust methodology and consistent results underscore the reliability of these predictors in explaining satisfaction variability in Cuenca's urban planning context.
