This study analyzes the thought of peace of Gungye, the founder of the Taebong kingdom, and the values of peace embodied in the castle of Cheorwon. Although historical records in the Samguksagi portray Gungye as a tyrant, a comprehensive analysis on his ideological background, historical records, folk tales, and regional worship of Maitreya Buddha presents a different perspective on Gungye. This paper sheds new light on Gungye as a figure of peace by examining historical records and traces related to him.
The prevailing view is that Gungye was the son of King Gyeongmun(861-875, Silla). During the power struggle at the end of the Silla dynasty, Gungye sought refuge at Sedalsa Temple in Yeongwol at the age of ten. There, he became a monk and received the Buddhist name, Seonjong. Gungye acquired a basic understanding of Buddhist teachings at Sedalsa Temple, which laid the foundation for his future growth.
As Gungye embraced Buddhism, his ideological background root itself in Buddhism. Buddhism in late Silla flourished by incorporating indigenous beliefs. Gungye sought a new ideal based on the Buddhist knowledge of Wonhyo(617-686)’s Hwajaeng Ideology and Uisang(625-702)’s Mooae Ideology. Particularly influenced by Wonhyo's belief in Maitreya Pure Land, Gungye aimed to embody the teachings of Maitreya. In fact, Gungye is symbolized and worshiped as 'Gungye Maitreya' in places like Cheorwon, Pocheon, Anyang, and Naju. In folk legends, Gungye is revered to the point of deification. Having gained the people's respect, Gungye pursued a new form of governance.
Gungye's politics embodied Sudeok policy instead of Silla's Geumdeok policy. Gungye advocated Sudeok policy after having observed the decline of Silla's Geumdeok. In particular, Golpum System was a target for reform for the sake of nation and the people. Gungye's political philosophy and directions are well illustrated by the era names he used. When he established the country in 901, he named it Goryeo, without an era name. In 903, as he changed the name of the kingdom to Majin, he established the first of era name as Mutae. Later, in 905, he changed the era name to Seongchaek. Finally, in 911, as he changed the name of the kingdom to Taebong, he adopted the era name Sudeokmanse.
Gungye sought to bring about social change and innovation through Sudeok policy. He authored more than 20 Buddhist scriptures, although the specific contents of these books are unknown as no records have survived. Gungye intended to create a new world through his writings. His exceptional determination in writing is evident from his use of the era name Seongchaek(聖冊). It is the only case where the character "冊" (book) was directly used in an era name in the Korean history.
The values of peace in Gungye's philosophy are demonstrated in three aspects: how he shared both joy and sorrow with the people in Bukwon(present-day Wonju), bloodless entry into Myeongju(present-day Gangneung), and the construction of the castle of Cheolwon in the Taebong Kingdom. In the Samguksagi , Gungye is recorded to have gained strong trust from his subordinates by sharing joy and sorrow with his people. In 894, Gungye subdued Kim Sun-sik, the ruler of Myeongju. The entry into Myeongju was virtually bloodless. In Myeongju, he greatly expanded his influence and conducted campaigns to the west, crossing the Baekdudaegan Mountain Range. After entering Cheolwon in 895, he established a base and expanded his power over the next ten years, shuttling between Cheolwon and Songak. In this process, Gungye proclaimed himself as the king in 901. In 904, Gungye began the construction of the castle of Cheolwon. Gungye's fortress was a thoroughly planned city and an open fortress, a very special space for the people.
The fortress of Cheolwon in the Taebong Kingdom holds significant value as a vision for future peace. Gungye constructed the city of Mireukdosung as a space to actualize his thought of peace. Furthermore, Gungye aimed to realize the ideology of peace of Daedongbangguk through the philosophy of Maitreya.
