전두환 정부 시기 전략 무기 개발 정책의 전환 : 현무(NHK-2) 미사일 개발 중단 및 재개 사례 = A Study on the Factors of Suspension and Resumption of Korean Surface to Surface Missile Development : Hyunmoo(NHK-2) Missile Development Case

국문 초록 (Abstract)

본 연구는 현무(NHK-2) 미사일 개발 중단 및 재개 사례를 중심으로 전두환 정부 시기 전략 무기 개발 정책의 전환에 영향을 미친 요인을 분석한다. 이 시기는 현무 미사일의 ‘개발 및 1차 전력화(1979~1987)’기간에 해당하는 시기이다. 본 연구에서는 이를 ‘1980년 1차 ADD 인력 감축’, ‘1982년 2차 ADD 인력 감축 및 미사일 개발 중단’, ‘1983년 미사일 개발 재개’라는 세 가지 주요 분기점으로 구분하고 비밀 해제된 1차 자료를 활용하여 현무 미사일 개발 중단 및 재개에 영향을 미친 요인을 분석하였다. 각 분기점별 세부 연구 질문은 다음과 같다. (1) 전두환 국가보위비상대책위원회 상임위원장이 미사일 개발 관련 ADD 핵심 연구진을 해고시킴으로써 미사일 개발 기반을 악화시킨 이유는 무엇인가? (2) 왜 전두환 정부는 1982년 ADD 인력을 대거 감축하고 핵심 구성품 개발이 완료된 개량형 백곰(NHK-2) 미사일 개발을 중단했는가? (3) 1983년 전두환 정부가 10개월 만에 미사일 개발을 재개한 이유는 무엇인가? 연구 결과는 다음과 같다.
우선 1차 ADD 인력 감축은 미국의 승인이 필요했던 전두환 정부가 정권 안보를 위해 내린 결정이었다는 기존 연구의 주장과 달리 백곰(NHK-1) 미사일에 대한 전두환 국보위 상임위원장의 불신과 공직자 정화 계획이라는 국내적 요인이 영향을 미친 결과였다.
두 번째로 1982년 이루어진 대규모 ADD 인력 감축과 개량형(NHK-2) 백곰 미사일 개발 중단은 한국형 지대지 미사일 개발을 원치 않던 레이건 행정부의 압력과 FMS 차관 협상 과정에서 국산 무기 체계 개발보다 미국산 무기 구입이 증요해진 결과였다.
마지막으로 1983년 현무(NHK-2) 미사일 개발 재개는 대북 억지력 확보를 위한 전두환 정부의 선택이었으며 외교적 방식을 통한 아웅산 사태의 해결과 밀접하게 연관되어 있었다. 전두환 정부는 아웅산 사태에 대한 군사적 대응을 포기함으로써 한미 관계가 악화되는 것은 막았으나 대남 도발 억지 의지를 북한에 확고하게 인식시키는데 한계가 있었고 이를 지대지 미사일 확보를 통해 보완하고자 했다.
현무 미사일 개발 사례는 미사일 개발 중단 및 재개에 영향을 미친 요인을 분석하는 과정에서 당시 전두환 정부가 받고 있던 국제체제적 압박, 국내 경제적 상황, 분단 체제가 야기하는 북한의 군사적 위협 등 시대적 맥락을 재구성볼 수 있게 한다는 점에서 학문적으로 중요한 연구 주제이다. 그러나 연구 주제로서의 중요성에도 불구하고, 현무(NHK-2) 미사일 개발 중단 및 재개 요인은 1차 자료 확보의 어려움으로 인해 기존 연구에서 명확히 규명되지 않았다. 본 연구에서는 1차 자료를 활용한 실증적인 분석을 통해 기존 연구의 공백을 보완하고 현무(NHK-2) 미사일 개발 중단 및 재개 결정에 영향을 미친 요인을 분석함으로써 전두환 정부의 전략 무기 개발 정책이 전환된 과정을 밝혔다는 점에서 의의가 있다.
또한 본 연구는 전략 무기 개발과 관련된 정책 결정 환경을 이해하는데 기여할 수 있다는 점에서 현실적인 함의를 지닌다. 한국형 전투기인 KF-21에 대한 미국의 기술 이전 거부 등에서 알 수 있듯 한국의 전략 무기 개발은 여전히 국제체제의 구조적 제약 하에서 이루어지고 있으며 분단 체제가 야기하는 북한의 위협도 상존하고 있다. 이러한 점에서 전략 무기 개발에 영향을 미치는 국제체제의 구조적 제약과 분단 체제에서 야기된 북한의 군사적 위협, 국내적 요인을 분석한 본 연구는 향후 한국의 전략 무기 개발 환경에 대한 이해의 폭을 넓히는데 기여할 수 있을 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

This study aims to identify the factors that influenced the suspension and resumption of the Hyunmoo(NHK-2) missile development program during the President Chun Doo-hwan administration. The research questions are as follows. (1) Why did General Chun Doo-hwan reduce the number of personnel involved in the surface-to-surface missile development in 1980? (2) Why did the Chun Doo-hwan administration suspend developing the NHK-2 missiles even after having succeeded in creating core components and successfully conducted flight tests? And why did the Chun Doo-hwan administration drastically reduce ADD manpower in 1982? (3) Finally, why did the Chun Doo-hwan administration resume the surface-to-surface missile development program in 1983? The declassified documents collected in the U.S. Presidential Library, the National Archives, and the Diplomatic Archives in South Korea have been reviewed to support the arguments of this thesis, which are as follows.
First of all, the first ADD manpower reduction in 1980 resulted from domestic factors such as General Chun Doo-hwan`s suspicion of the NHK-1 missile, leading to his policy of removing corrupt officials. Due to General Chun Doo-hwan`s distrust, the NHK-1 surface to surface missile researchers were also included in the purge. This conclusion differs from the results shown in the previous studies on this topic, where the reduction of ADD personnel was described as a result of the U.S. pressure and President Chun Doo-hwan’s compliance with it.
Second, the large-scale reduction of ADD personnel and the suspension of the development of NHK-2 missiles in 1982 resulted from the Reagan administration`s pressure and the Chun Doo-hwan administration`s policy to purchase more U.S. weapons instead of developing domestic weapon systems. The Chun Doo-hwan administration had promised to increase U.S. weapons purchases to be provided more FMS on better terms.
Finally, the resumption of the Hyunmoo(NHK-2) missile development in 1983 was the decision of the Chun Doo-hwan administration to get a firm deterrence capability against North Korea. The Reagan administration did not want South Korea to develop strategic weapon systems and the Chun Doo-hwan administration not to develop strategic weapon systems. Eventually, the Chun Doo-hwan administration abandoned missile development in 1982 for the fear of worsening South Korea-U.S relations by developing strategic weapons. Amid this backdrop, in 1983, The Aung San incident occurred when North Korea attempted to assassinate President Chun Doo-hwan at Aung San Martyrs` Mausoleum. Seventeen South Korean officials were killed in that accident. Instead of a firm military reaction, the Chun Doo-hwan administration decided to resolve the Aung San incident diplomatically, which prevented the U.S. fear of entrapment from growing and the deterioration of the South Korea-U.S. relations. However, by excluding military actions in resolving the Aung San incident, South Korea failed to make North Korea aware of its firm commitment to deter further provocations. It was expected that North Korea`s provocations against South Korea would be increased before the Seoul Olympics. In this situation, the Chun Doo-hwan administration needed to have firm deterrence capabilities against North Korea and decided to resume the Hyunmoo(NHK-2) missile development program.
