    한국 정부는 2004년 이후 U-city라고 불리는 세계 최초의 스마트 시티를 개발했다. 그러나 U-city는 성공하지 못했다는 평가가 지배적이다. 중앙정부가 주도하여 기술 중심의 U-City 정책이었다는 비판이다. 이를 반영해 2018년부터 스마트시티 개발에 대한 새로운 접근법이 시도되고 있다. 기업과 시민의 역할이 강조되고 있다. 현재의 스마트시티 사업이 성공하기 위해서는 정부와 ICT 기업 간의 새로운 관계를 찾는 것이 중요하다. 본 연구는 스마트시티 정책 과정에서 정부와 기업간의 관계에 대하나 사례를 분석하여 정책적 함의를 찾는 데 목적이 있다. 매틀랜드의 모호성-갈등 모형과 사바스의 민영화 이론은 사례 연구를 위한 중요한 분석틀을 제공한다.

    The Korean government developed the world's first smart city, called Ubiquitous city(U-city), in 2004. However, U-city was not successful. Critics argue that the central government drove U-city policies and that ICT companies followed them. Thus, since 2018, new approaches to developing smart cities have been tried that have emphasized the role of companies and citizens. Therefore, finding a new relationship between the government and ICT companies is important if current smart city projects are to succeed. This study analyzes the relationship between government and business in the smart city policy process in each case. Matland's and Savas's models will provide a research framework for the analysis.
    The smart city policy process in Korea shows that policy goals are very ambiguous and that conflicts between stakeholders are low. In these conditions, experimental implementation occurs in the Korean smart city policy process. The National Smart City Pilot Project is a good example. After experiencing a shortage in public funding for U-city, the Korean government has been trying to encourage private investment in smart cities. One of the methods has been establishing a Special Purpose Company (SPC), which is one of the Public-Private Partnership (PPP) models. The SPC consists of the Korean government, public entities, and private companies and is responsible for building and operating smart cities.
    In the US smart city policy implementation process, the goals were ambiguous at the federal level, but they became specific and concrete at the local level. Concrete policy goals and solutions are presented based on effective cooperation between stakeholders. This cooperation helped reduce conflicts in the policy process. With low goal ambiguity and conflict, administrative implementation occurs. In this stable policy process, smart service is delivered by 'contract.' However, in the sense that ICT companies also play an important role in policymaking and investing in the smart city, the method is a 'mixed method.'
    The smart city policy process in Toronto, Canada, shows that the policy goals were ambiguous, and conflicts between stakeholders were also high. It means that the policy process was symbolic implementation. One of the factors that brought about the symbolic implementation is that Waterfront Toronto, which suffered a lack of funds, tried to develop a smart city through the 'market method,' an extreme type of privatization.
    For Korea's smart city to succeed in the future, it is necessary to reduce the role of the central government, mediate conflicts between stakeholders that may appear in the policy implementation, and seek various smart city service delivery systems. This study relies on a qualitative analysis of smart city policy ambiguity and level of conflict and has limitations in measuring the valuables quantitatively. This study also has a limitation on the correlation between goal ambiguity and the level of conflicts. In addition, urban data are an important variable that determines the interests of the smart city business. However, this subject will be left for the next research.
