Analysis of Sustainable Development Goals (SDGs) of North Korea = 국제규범을 통해 북한의 국가발전목표 성찰하기: 북한의 SDGs 분석을 토대로

다국어 초록 (Multilingual Abstract)

The following thesis aims to analyze the implementations of the North Korean SDGs through three North Korean official documents: the Economic Research (2016 ~ 2019), New Year's Address (2016 ~ 2018), and Rodong Sinmun (2016 ~ 2019). Even though North Korea is one of the few states that are isolated in the international community, the North Korean government constantly expressed firm determinations and willingness to participate in the SDGs. Therefore, this thesis seeks to examine and analyze each source to inquire why the North Korean government wanted to implement the SDGs and the specific areas that it paid attentions to by comparing and contrasting each source. Domestically, above all else, North Korea promoted economic development in order to become self-reliant socialist state. Social and environment aspects played a supplementary role in strengthening economic development and growth. Internationally, North Korea sought recognition in the international community by reinforcing foreign relations and South-South cooperation among developing countries.

국문 초록 (Abstract)

본 연구는 북한의 SDGs 이행을 북한의 공식 자료인 경제연구 (2016 - 2019), 신년사 (2016 - 2018), 노동신문 (2016 - 2019)을 토대로 분석한다. 북한은 국제사회로부터 가장 소외된 국가 중 하나임에도 불구하고 SDGs에 대한 적극적인 이행의지와 참여 의사를 밝혀왔다. 따라서 본 논문은 왜 북한 정부가 SDGs를 이행하려고 하며 어떠한 구체적인 부문에 집중하고 있는지를 각 자료들을 비교 분석함으로써 알아본다. 국내적으로 북한은 자립 자족하는 사회주의 경제를 건설하기 위해 경제적 발전을 가장 중요시하였다. 사회적이고 환경적인 부문은 경제발전을 보충하는 역할을 담당하였다. 즉 북한의 SDGs 이행은 국제적으로는 국제사회로부터 인정을 받고 대외외교 특히 남남협조를 강화하기 위해 SDGs를 이행하려는 것으로 확인했다. 대내적으로는 국가발전목표 달성이라는 두 가지 목표를 가지고 SDGs를 이행하였음을 확인하였다.
