Community Networks are critical for the maintenance of successful social mobilization and institutionalization of prior consultation as a participatory institution. Once the institution successfully strengthens, the voice of the community is naturally reflected in the decision-making process. This paper traces the process of historical evolution of indigenous community networks to see how Community Good Faith Consultation (Consulta Buena Fe) constructed by community networks has developed into a strong institution. The Maya Q´eqchi’ community could exercise political influence on the decision of suspension of the Xalalá Hydroelectric Project while the Maya Achí’ community was slaughtered in the process of the construction of the Chixoy dam on the purpose of development. This study identifies why these two mega dam projects with similar conditions followed such different trajectories.
