중국 동북지역 경제개발을 위한 랴오닝성의 재정정책에 관한 연구 = A Research on Northeastern Regional Economic Development Financing Policy of Liaoning Province China

　Northeast old industrial base in China occupies an important position in national economic development, the revitalization of northeast old industrial base is a very important economic development strategy　for the implementation of our country at the turn of the century.　Since entering the 21st century ,economic development in northeast China has made significant achievements, but in the "twelfth five-year" period under the background of the national economy into the new normal, northeast China economy has emerged the phenomenon of growth is slowing.　The "twelfth five-year"period in northeast China GDP growth rate continued to fall,　in 2015 the rate was the lowest since the reform and opening-up policy,　only 1.1%.
　Liaoning, as an important part of the northeast old industrial region, where was the basis of the republic industrial development, but with the process of reform and opening up gradually, Liaoning was losing the advantages of regional economic development. As the implementation of revitalizing northeast old industrial base policy, and the Liaoning Province of regional fiscal policies have been gradually implementing have brought good opportunities for economic development.
　Fiscal policy is one of the important means of promoting the development of regional development. Different fiscal policy, have different effect on economic development. in order to promote regional economic development, different countries and different areas of government are usually based on the development of regional economy and development characteristics, to take corresponding measures of regional fiscal policies, thereby promoting regional economy development.
　We take Liaoning Province for example, start from regional fiscal policies of Liaoning Province, and analyse how regional fiscal policy make influence on regional economic development, so that we can come to the corresponding function of fiscal policy. Then from the actual situation of Liaoning Province, based on description of the current fiscal policy on economic development in Liaoning Province which positive and negative role. Finally, make relevant recommendations of regional fiscal policy for the healthy and rapid economic development of Liaoning Province.
