One of the biggest changes in rural areas caused by the development of Korean economy is the change in the structure of rural labor, which can be represented by the quantitative shortage of rural labor along with qualitative shortage. The shortage of labor in farming households eventually led to an increase in the labor force of the elderly and women, and the need to solve the shortage of rural labor has become an important task.
The purpose of this research is to present future improvement plans by surveying farmers who use farm work agencies in Jangsu-eup, Sanseo-myeon, and Beonam-myeon of Jangsu Agricultural Cooperative located in rural areas, through a questionnaire survey of the actual conditions of the utilization of farm agencies and farmers' satisfaction in addition to the actual visits and interviews.
Accordingly, an attempt was made in this research to recognize the seriousness of rural aging due to aging and womanizing of rural areas and small-scale farming, and to share the roles of the National Agricultural Cooperative Federation, local agricultural cooperatives, and local governments to present reasonable improvement measures and solutions for the farm work agency project.
First, the role of the National Agricultural Cooperative Federation should be to ensure that local agricultural cooperative's farm work agency projects can be carried out smoothly by providing funds for purchasing farm machinery and operating funds, and to strengthen the farm work agency service and establish an infrastructure for the farm work support system through the 365 Farming Support Group by expanding customized direct management.
Second, the role of the local agricultural cooperative should be to find ways to drastically address farming and farming difficulties by adopting a turn-key agency cultivation of rice through the farm machinery bank project, which includes tilling, soil preparation, raising of seedling, transplantation, pest control, and harvesting, combining of winter crops including sowing and harvesting, and expanding the farm work agency project from rice farming to field farming.
Third, local governments need continuous support, such as support for raising of seeling by aging farm households, supporting drugs for joint pest control by unmanned helicopters, and making best efforts to ensure timely farming during the farming season by sharing the role of direct farm work agency service through cooperation with the local agricultural cooperative.
Finally, in order to improve the quality of life for farmers, the farm work agency project should be activated by forming an organic relationship with the National Agricultural Cooperative Federation, local agricultural cooperatives, and local governments to create synergy effect, leading to the improvement of farmers' agricultural productivity and the increase of farm income. It is hoped that this research will propvide an occasion for the farm work agency project to develop systematically and continuously for the benefit of farmers.
