상호문화주의 실현을 위한 해외봉사 디지털 아카이브 구축 필요성 : WFK 코이카 사례를 중심으로

The purpose of this study is to suggest the necessity of building an overseas volunteer digital archive for the realization of interculturalism, focusing on the case of WFK (World Friends Korea).
Interculturalism refers to the phenomenon in which different cultures interact and create a new culture. This could be understood as an effort to realize it. The core issue of the Fourth Industrial Revolution can be said to be the continuous creation of new cultures by mutual understanding and fusion of different cultures. Collecting, arranging, and describing the records of overseas volunteers is an endless effort between different cultures. In this regard, the WFK KOICA Overseas Volunteer Digital Archive is considered a great tool for realizing the goals of the Fourth Industrial Revolution.
As a methodology of the study, I first adopted C.Geertz's thick description. Geertz's thick description is to find its historical origins while a participatory observation of the local culture. Overseas volunteers can also observe the local culture and explore its historical composition during volunteer work. Archives of records of these volunteers can be linked to archives of other volunteering corps and local archives. This allows continuous descriptions of thick description.
Next, all these processes can be viewed with J. Habermas' concept of public spheres. In other words, the WFK KOICA Overseas Volunteer Corps Digital Archive can be studied from the perspective of creating thick description and public sphere. Through these archives, KOICA can greatly benefit management on planning and promoting effective ODA policies and overseas volunteer activities, and can provide an excellent model for intercultural communication and convergence in various aspects of our society.
Various reference materials and educational materials that are necessary for this can be produced in various media. Interculturalism of Communication and Convergence, the WFK KOICA Overseas Volunteer Digital Archive will serve as a true platform between various cultures.

국문 초록 (Abstract)

본 연구의 목적은 WFK(World Friends Korea, 월드프렌즈) 코이카 해외봉사단 사례를 중심으로 상호문화주의 실현을 위한 해외봉사 디지털 아카이브의 구축 필요성을 제시하는 것이다.
상호문화주의(interculturalism)는 서로 다른 문화들이 상호작용하여 새로운 문화를 만들어내는 현상을 뜻하고 이를 실현하기 위한 노력으로 이해 할 수 있다. 4차 산업 혁명의 핵심 사안은 서로 다른 문화들이 상호 이해하고 융합하면서 끊임없이 새로운 문화를 만드는 것이라고 할 수 있다.
해외봉사 단원의 기록을 수집·정리·기술해서 활용하는 것은 서로 다른 문화 사이의 끊임없는 상호소통의 과정이다. 이러한 측면에서 WFK 코이카 해외봉사 디지털 아카이브는 4차 산업 혁명의 목표를 실현할 수 있는 훌륭한 도구로 생각된다.
연구의 방법론으로서 먼저 클리포드 기어츠(C.Geertz)의 중층적 묘사(thick description)를 채택했다. 기어츠의 중층적 묘사는 현지의 문화에 대해 참여관찰을 하며 그것의 역사적 연원(淵源)을 찾아가는 것이다. 해외봉사 단원들도 봉사 활동 중에 현지 문화를 참여관찰을 하며 그것의 역사적 구성 과정을 살펴볼 수 있다. 이러한 해외봉사단의 기록들이 아카이빙 되면 다른 봉사단의 아카이브·현지의 아카이브와 연결될 수 있다. 이를 통해 지속적으로 중층적 묘사가 가능해진다. 다음으로 이러한 모든 과정은 위르겐 하버마스((J.Habermas)의 공론장(Public Sphere) 개념을 가지고 볼 수 있다. 즉 WFK 코이카 해외봉사단 디지털 아카이브가 중층적 묘사, 공론장을 실현할 수 있다는 관점에서 연구한다.
코이카는 이러한 아카이브를 통해 효과적인 ODA 정책 및 해외봉사활동을 기획하고 추진하는 등 경영에 커다란 이익을 얻을 수 있으며 우리 사회 여러 측면에 상호문화주의 소통과 융합을 위한 훌륭한 모델을 제시할 수 있다. 이를 위해 필요한 다양한 참고자료·교육자료 등을 다양한 매체로 생산할 수 있다. 소통·융합의 상호문화주의 WFK 코이카 해외봉사 디지털 아카이브는 다양한 문화 사이에 진정한 플랫폼 기능을 할 수 있을 것이다.
