In the midst of the fourth industrial revolution, the field of record management also became in need of efficient and high-level record management. Thus, in this paper, the focus on donation in the field of record management, especially during the collection process, led to research on the theory of self-regulation improvement and applying blockchain technology. Explaining the meaning of autonomy and compensation for the problems of donation, we established the theory of self-regulation. The applicability was analyzed through understanding blockchain, and the collection platform model proposed in this paper was presented. In addition, the current situation was understood and analyzed based on the case of the National Archives of Korea on the donation of private records. Finally, with a blockchain-based collection platform, the government presented a plan to improve the donation process of the National Archives. The method was carried out in three stages.
First, in Chapter 2, the compensation system was noted based on an understanding of the autonomy aspects of donation. To explain the analysis of the problem of donation, Kant and Lottie's philosophical conceptions and the meaning of compensation were explained. He also understood human activism in conjunction with the characteristics of the game. Based on the 'Game-reward Behaviorism' created in this paper, we explained how to increase donation autonomy through compensation of the theory of improving autonomy and blockchain compensation.
Second, the concept, structure and type of blockchain were described in Chapter 3 to explain the understanding of blockchain. The applicability of blockchain was explored and proposed a blockchain-based collection platform model that could be linked to CAMS and cRMS. The roles of the acquisition platform were defined, and network configuration and blockchain block design, consensus algorithm were designed. Thus, a model for utilizing the authenticated version from the collection platform was presented in the blockchain environment, and a method for maintaining continuity in conjunction with the system was proposed.
Third, Chapter 4 reviewed the effects of blockchain on the donation process based on the possibility that the donation process of private records will change and donation will be activated. Based on the blockchain-based collection platform proposed in this paper, a measure to improve the donation process of the National Archives of Korea in general was presented. Regulations and procedures for donation, courtesy and benefits applied with blockchain-based collection platform are presented.
By applying blockchain technology to the donation process of collection area, this paper is meaningful in that it has confirmed the applicability of blockchain technology and put forward the need to study the applicability of blockchain technology in various areas of record management. However, there is a limit to the fact that the technical section presented only the logical structure, and that there was no presentation of the prototype by the technical implementation.
In the field of record management, an experimental study was conducted to face up to new technologies in the face of the fourth industrial revolution in order to lay the foundation for research that would serve as the basis for discussion of the transition of the system in the recording management paradigm. Considering the fact that this paper examined the applicability of blockchain technology only to the donation process in the collection field, there is still the possibility of studying the applicability of blockchain technology in various fields of record management. That is why research will be needed on how blockchain can be applied in various areas of record management constantly afterwards.
