Public broadcasting played an important role in the development of modern nations after the Korean War. Thus, public broadcasting is a strong candidate for historical records. The purpose of this study is to recognize TV as a historical record in the long term and to present Appraisal and Selection criteria for curation.
First, this study discussed the meaning of the image “representation.” The representation of the image becomes a sign. There is an ‘ideologic’ attribute inherent in the process of representing images. Broadcasting infuses various ideas into people and forms collective memory. In addition, we have outlined the theoretical flow of classical appraisal of public records.
Next, the indicators for appraising broadcasting and Audiovisual records as representation of time period were divided into quantitative and qualitative elements. The audience rating, topic index and journalism algorithms, which are quantitative indicators, were discussed. However, qualitative factors were further reviewed because quantitative indicators have limitations in apprasing broadcasting records. TV program ‘quality’ and ‘informational value’ were reviewed.
In an in-depth interview with TV station workers, they were asked about the subjectivity of the broadcasting production and the validity of the appraisal elements. TV station workers considered both quantitative and qualitative elements to be important. And they commonly chose ‘informational value’ as the most important element of apprasing broadcasting records. TV station workers demanded preservation of diverse and rich images.
In particular, we examined how appraisal and selection connect preservation and curation within the curation cycle. Curation is associated with creating value for users. Based on all the discussions, the appraisal and selection criteria of broadcasting records for digital curation were presented. It was classified into ‘economic value’, ‘impact’, ‘content quality’, ‘informational value’, and ‘use value’, and detailed elements were presented.
This paper considers TV broadcasting and audiovisual records as representation of the time period. It is intended to be passed down as a ‘Audiovisual heritage’ in the long term. In addition, It was a study to discuss whether it would be placed in the curation structure that creates new value.
