    The purpose of this study is to clarify the social context of the people's Buddhist movement in 1980s to establish the social status of Korean Buddhism and to clarify the characteristics of Buddhist social movement and its influence of Buddhist social movement on the formation of social participation identity of Korean Buddhism. The people's Buddhist movement issued a statement and expressed the position of the Buddhist community socially. The discourse of Buddhist social movement was a social practice act that raised questions on traditional religious ideology and newly produced practical meanings that drive social participation of Korean Buddhism. This practice of discourse is noteworthy as a social fact that Korean Buddhism entered the social discourse field to establish itself as a responsible religious group in society.
    This paper focuses on the formation of subject and the willful action of the movement discourse according to the social and political context of the Buddhist social movement. The study analyzed the factors of the statement, the social role recognition of the people's Buddhist movement, the change of social consciousness, and the paragraph theme of the statement to confirm the way of the discourse of Buddhist social movement. In addition, in order to clarify the effect of discourse on identity formation, the social relationship that the subject attempted to change was examined in the linguistic aspect of the text.
    In 1980, Buddhists who experienced national violence called the October 27 persecution became aware of the crisis that they should find the basis of self-reliance in Korean society. The artificial power structure reorganization by political power triggered the will to Buddhist self-government. The confrontation with political power led to the Buddhist reform movement sharing the perception that Buddhist self-government and social democratization should be pursued at the same time in solidarity with the popular Buddhist movement. At the heart of the popular Buddhist movement were the Korean University Student Buddhist Association and Buddhist activists who led them. The Korean Association of University Students' Buddhists set the ideology of popular Buddhism as the movement coordinates and tried to organize the Buddhist organizations and Buddhist organizations. The Seungga movement is in solidarity with the people's Buddhist movement, and has established an organizational framework using a short-range network such as Munjung and Seungga University.
    At that time, the task of Korean Buddhism was to try to change the relationship with political power by Buddhist reform and Buddhist self-government, Korean Buddhism formalized the demand for the abolition of Buddhist law and participation in the democratization movement at the Haeinsa Buddhist Temple in 1986. The proclamation of Buddhist self-identification defined the Buddhist movement as participating in the democratization movement in the dimension of Buddhist self-identification. The perspective of interdependent arising of Buddhist movement provided the foundation for the movement to mobilize the reformers. As the popular Buddhist movement became more active, the violence of political power was revealed to the whole Korean Buddhism. The accumulation of hostile collective behavior experiences against political power led to the Buddhist public, including the people of the Buddhist movement, to confirm their social identity.
    The 1980s popular Buddhist movement began with dissatisfaction with the social identity of Korean Buddhism, and the characteristics consistently revealed in the discourse of Buddhist social movement are the recognition of society and the emphasis on social relations. The characteristics of discourse composition were caused by the high correlation between social and Buddhist contradictions. The use of the transformational ideology vocabulary in the discourse structure conveyed the ideal value of democratic, ethnic, and popular ideology, and made the Buddhist public recognize the Buddhist reality in a social structure. Buddhist contradictions were not by individual and Buddhist internal feudalism but by ethnic contradictions and divisional contradictions. By doing so, the Buddhist public has prepared a cognitive foothold to move away from the helplessness from the individual and Buddhist inner perspective and to the subject of change.
    This study divided the discourse of Buddhist social movement into Buddhist social discourse and participatory Buddhist discourse, and from the viewpoint of social suffering, social discourse was categorized into democratic discourse, national discourse, and popular discourse. Democratic discourse is a dominant social discourse that has been created throughout the democratization movement since 1985. The main contents were the non-democratic social reality of Korean society, the violence of the regime, the actual situation of police violence, and the will to social democratization. The national discourse has shown the influence of the unification movement and the nationalistic characteristics of Korean Buddhism since 1988, and the national discourse has been limited to the theoretical level of discussion because it is difficult to experience the influence of the divided situation on life. On the other hand, the popular discourse was suggested as the name of 'Minjung Buddhism' as the most critical point of Korean Buddhism, but many discourses were not created.,The discourse of Buddhist social movement combined social discourse and participatory Buddhist discourse by encouraging social participation of the subject by composing Buddhist and social problems in a smoked manner.
    The participatory Buddhist discourses related to Korean Buddhism consisted of social participation discourse, Buddhist self-imposed discourse, Buddhist repression discourse, and Buddhist reform discourse. The participatory Buddhist discourse is the leading discourse of social participation discourse, and the rest of the participatory Buddhist discourse except for the reformed Buddhist discourse was produced steadily from 1986 to 1992. In the formation of participatory Buddhist discourse, the relationship with political power was the most important factor; while participating in the democratization movement, Korean Buddhism experienced the essential properties of political power to Buddhism as the oppression of Buddhism. The Buddhist repression discourse was concluded as a social participation discourse to solve the will to Buddhist self-identification and Buddhist contradiction. The Buddhist Reform Discourse was triggered by the Buddhist Reality Discourse, which claimed the change of Korean Buddhism in the early 1985 People's Buddhist Movement. However, the Buddhist repression discourse produced during the democratization movement was not expressed because it was suppressed, and it exploded in the reform phase in 1994.
    The discourse of Buddhist social movement was responded to social issues with the representativeness and symbolism of Buddhist movement by the association of Buddhist and Buddhist groups and the group of Buddhist movement. After 1987, the association led the social discourse. The Buddhist groups represented the Buddhist position on Buddhist issues and declaration of state, and they were highly interested in the social participation and social role of Korean Buddhism. On the other hand, the home group did not practice their own discourse, but they participated in discourse practice in relation to Buddhist reform. In particular, in the reform phase of 1994, it announced its role and the beginning of the movement.
    The discourse of Buddhist social movement repeatedly used 'our' community subject to instill belonging and homogeneity to the existing community called 'Korean Buddhism'. The community subject 'we' changed the listener into the subject by dividing and calling the subject into 'Buddhist', 'Buddhist', 'Youth Buddhist', 'Sabu popular' and so on. As the reformer was called in parallel and repeatedly, the will to reform Buddhism was converted into a common responsibility. In addition, the emphasis and repetition of 'we' formed a sense of community homogeneity and ultimately contributed to the sense of belonging to the group and the formation of collective identity. The effect of this discourse was united with the will of Buddhist reform of the Buddhist movement group and the in-house believer in the birth of the reform end in 1994.
    The longitudinal reform movement, which was carried out as part of the social sector transformation movement supported by the public opinion, was the settlement of the Buddhist social movement in the 1980s when the organization of the Buddhist reform movement and the organization of the Buddhist movement formed an alliance and combined the Buddhist Buddhists. In the longitudinal reform, the awareness of the problem of the People's Buddhist Movement led to the participation Buddhist movement, and the 'socialization movement of enlightenment' carried out by Jogye Order in 1995 showed the change of Korean Buddhism. The socialization movement of enlightenment is aimed at enlightenment of social justice, unification, environment, and peace movement, which are social problems, and the whole Korean Buddhism actively responded to social changes and suggested desirable alternatives to strengthen the social doctrine and influence of Buddhism to positively change the perception of Buddhism. The will of the end to social participation was expressed in the end of the reform end, which was the first case in which the end presented non- Buddhist social problems as a task.
    However, as seen in the goal of the movement that was formed and presented at the end of 1992, the social participation character gradually turned to internal reform in the Buddhist social movement. Since 1994, the Buddhist movement forces including the Practical Seunggae Society have not shown any interest in social issues. In addition, since the longitudinal reform was led by the Buddhist reformers centering on Sunwoodo, the social participation character gradually weakened.
    Since the 1990s, Buddhist social movements have been developed by organizations that have expressed the nature of civil movement, such as human rights movement, environmental movement, unification movement, economic justice practice movement, environmental movement, mental grandmother support project, North Korean defectors and international refugee support project. Meanwhile, the Teachers' Center under the Participatory Buddhist Regime is conducting criticism and surveillance functions on the operation of the denominations. The situation that lacks the center point to lead the Buddhist movement is similar to the 1980s when it criticized the reality of Korean Buddhism and tried to find the social participation identity of Buddhism. The current situation is the result of the Buddhist social movement not leading the movement due to the Buddhist movement ideology and consequently leading to the situational social participation discourse. The experience of Buddhist social movements in the 1980s shows that social participation identity is composed and sustained by social actions.

    이 연구는 1980년대 민중불교운동세력이 한국불교의 사회적 위상정립을 위해 민주화운동에 참여한 사회적 맥락을 해명하고, 불교사회운동의 특성과 그 운동이 한국불교의 사회참여적 정체성 형성에 미친 영향을 성명서 분석을 통해 밝히고자 하였다. 민중불교운동세력은 성명서를 발표해 사회적으로 불교계의 입장을 표명하였다. 불교사회운동 담론은 전통적인 종교이념에 의문을 제기하고, 한국불교의 사회참여를 추동하는 실천적 의미를 새롭게 생산하는 사회적 실천 행위였다. 이러한 담론 실천행위는 한국불교가 사회에서 책임 있는 종교집단으로 자리매김하기 위해 사회적 담론장에 진입한 사회적 사실로 주목된다.
    본 논문은 불교사회운동의 사회·정치적 맥락에 따른 주체 형성과 운동담론의 의지적 작용에 주목하였다. 성명서의 발표 요인을 비롯하여 민중불교운동세력의 사회적 역할인식, 사회의식의 변화, 그리고 성명서의 단락주제를 분석하여 불교사회운동 담론이 구성되는 방식을 확인하였다. 아울러 담론이 정체성 형성에 미치는 영향을 규명하기 위해 주체가 변화를 시도하였던 사회적 관계를 텍스트의 언어적 측면에서 고찰하였다.
    1980년 10·27법난이라는 국가폭력을 경험한 불교계는 한국 사회에서 자기존립의 근거를 찾아야 한다는 위기의식이 팽배해졌다. 정치권력에 의한 인위적인 권력구조 개편은 불교자주화에 대한 의지를 촉발시켰다. 정치권력과의 대립은 불교개혁운동이 민중불교운동과 연대해 불교자주화와 사회민주화를 동시에 추구해야 한다는 인식을 공유하게 하였다. 민중불교운동의 핵심에는 학생조직인 대불련과 이들을 지도한 불교운동가들이 있었다. 대불련은 민중불교 이념을 운동 좌표로 설정하고, 승가 및 불교단체를 선도하며 조직운동을 시도하였다. 승가운동은 민중불교운동세력과 연대하며, 문중, 승가대학 등 근거리 네트워크를 이용해 조직적 기틀을 마련하였다.
    당시 한국불교의 당면과제는 불교개혁과 불교자주화로 그 첫 단추는 정치권력과의 관계변화를 시도하는 것이었다. 한국불교는 1986년 해인사 승려대회에서 불교관계법 철폐 요구와 민주화운동 참여를 공식화하였다. 불교자주화 선언은 불교운동을 불교자주화 차원에서 민주화운동에 참여하는 것으로 규정하였다. 이러한 불교운동에 대한 불이(不二)적 관점은 승가운동이 개혁세력을 결집할 수 있는 토대를 마련해 주었다. 민중불교운동이 활성화될수록 정치권력의 폭력성은 한국불교 전체를 대상으로 현시되었다. 정치권력에 대한 적대적 집합행동 경험의 축적은 민중불교운동세력을 비롯하여 불교대중으로 하여금 사회적 정체성을 확인하게 하였다.
    1980년대 민중불교운동은 한국불교의 사회적 정체성에 대한 불만에서 시작되었다. 불교사회운동 담론에서 일관되게 드러나는 특성은 사회에 대한 인식과 사회관계의 강조이다. 이러한 담론 구성의 특성은 사회모순과 불교모순의 높은 상관성에서 기인하였다. 담론 구성에서 변혁이념 어휘의 사용은 민주·민족·민중이념의 이상적 가치를 전달하고, 불교대중이 불교현실을 사회구조적으로 인식하게 하였다. 불교모순은 개인적이고 불교 내적인 봉건성이 아닌 민족모순, 분단모순에 의한 것이었다. 그럼으로써 불교대중은 개인적이고 불교 내적인 시각에서 오는 무력감에서 벗어나 변화의 주체로 나아갈 수 있는 인식적 발판을 마련하였다.
    본 논문은 불교사회운동 담론을 불교적 사회담론과 참여불교담론으로 구분하였다. 사회적 고통이라는 관점에서 본 사회담론은 민주담론, 민족담론, 민중담론으로 범주화되었다. 민주담론은 1985년 이후 민주화운동 전반에 걸쳐 생성된 지배적인 사회담론이다. 주된 내용은 한국 사회의 비민주적 사회현실, 정권의 폭력성, 경찰폭력 등의 현실적 상황과 사회민주화에 대한 의지였다. 민족담론은 1988년 이후 통일운동의 영향과 한국불교의 민족주의적 특성을 보여주었다. 민족담론은 분단 상황이 삶에 미치는 영향을 체감하기가 어려워 원론적인 수준의 논의에 그쳤다. 한편 민중담론은 한국불교가 가장 비판받는 지점으로 ‘민중불교’라는 명칭으로까지 제시되었으나 많은 담론이 생산되지는 않았다. 불교사회운동 담론은 불교문제와 사회문제를 연기적으로 구성해 주체의 사회참여를 독려함으로써 사회담론과 참여불교담론을 결합시켰다.
    한국불교와 관련된 참여불교담론은 사회참여담론, 불교자주화담론, 불교탄압담론, 그리고 불교개혁담론으로 구성되었다. 참여불교담론은 사회참여담론이 주도적인 담론이며, 개혁불교담론을 제외한 나머지 참여불교담론은 1986년 이후 1992년까지 꾸준하게 서로 견인하며 생산되었다. 참여불교담론의 형성에는 정치권력과의 관계가 가장 주요한 요인으로 작용하였다. 한국불교는 민주화운동에 참여하면서 정치권력의 불교에 대한 본질적 속성을 불교탄압으로 경험하였다. 불교탄압담론은 불교자주화에 대한 의지, 불교모순을 해결하기 위한 사회참여담론으로 귀결되었다. 불교개혁담론은 1985년 민중불교운동 초기 한국불교의 변화를 주장한 불교현실담론으로부터 촉발되었다. 하지만 민주화운동 과정에서 생산된 불교탄압담론이 억누르고 있어 발현되지 못하다가 1994년 종단개혁 국면에서 폭발하였다.
    불교사회운동 담론은 승가·재가 연합단체와 승가운동 단체가 불교운동의 대표성과 상징성을 갖고 사회적인 이슈에 대응하였다. 1987년 이후에는 연합단체가 사회담론을 주도적으로 이끌었다. 승가단체는 불교적인 문제와 시국선언 등에 대해 불교계의 입장을 대변하였으며, 한국불교의 사회참여 및 사회적 역할에 대한 관심이 높았다. 반면 재가단체는 독자적인 담론 실천을 벌이지는 않았지만 불교개혁과 관련해서는 담론 실천에 가담하였다. 특히 1994년 개혁국면에서 재가불자연합은 ‘재가불자’의 역량을 보여주었으며, 이후 재가불자운동의 시작을 알렸다.
    불교사회운동 담론은 구성원들로 하여금 ‘한국불교’라는 현존 공동체에 대한 소속감과 동질감을 심어주기 위해 ‘우리’ 공동체 주어를 반복적으로 사용하였다. 공동체 주어 ‘우리’는 주체를 ‘불교도’, ‘불자’, ‘청년불자’, ‘사부대중’ 등 세부적으로 분할하여 호명함으로써 청자를 주체로 변화시켰다. 개혁주체는 병렬적이고 반복적으로 호명되면서 불교개혁에 대한 의지는 공동의 책임으로 전환되었다. 또한 ‘우리’의 강조와 반복은 공동체적 동질감을 형성해 궁극적으로는 집단에 대한 소속감과 집단적 정체성 형성에 기여하였다. 이러한 담론의 효과는 1994년 개혁종단 탄생 과정에서 승가운동 단체와 재가 신도의 불교개혁 의지를 하나로 결집시켰다.
    사회일반 여론의 지지를 받아 사회부문 변혁운동의 일환으로 진행되었던 종단개혁운동은 불교개혁운동 성향의 조직과 민중불교운동 계열의 조직이 동맹을 이루고, 재가불자까지 결합한 1980년대 불교사회운동의 결산이었다. 개혁종단에서 민중불교운동의 문제의식은 참여불교운동으로 이어졌다. 1995년 조계종단에 의해 진행된 ‘깨달음의 사회화운동’은 한국불교의 변화를 단적으로 보여주었다. 깨달음의 사회화운동은 사회적인 문제인 사회정의, 통일, 환경, 평화운동을 깨달음의 대상으로 하고, 한국불교 전체가 사회변화에 능동적으로 대응하여 사회적 영향력을 강화하고 불교에 대한 사회적 인식을 긍정적으로 변화시키려고 하였다. 사회참여에 대한 종단의 의지는 개혁종단의 종헌에도 표명되었는데, 비불교적인 사회문제를 종단이 과제로 제시한 최초의 경우였다.
    1990년대 이후 불교사회운동은 시민운동적 성격을 표방한 단체들의 활동으로 인권운동, 환경운동, 통일운동, 경제정의실천운동, 환경운동, 정신대할머니 후원사업, 탈북자 및 국제난민 지원사업 등이 전개되어 왔다. 하지만 종단개혁 이후 깨달음의 사회화운동에 의한 대사회적 실천에도 불구하고 한국불교는 사회적인 문제에 관심을 보여주지 못하였다. 종단개혁이 선우도량을 중심으로 하는 불교개혁세력에 의해 주도되었기 때문에 사회참여적 성격은 점차 약화되어 현재 승가단체의 사회적 활동은 다시 축소되었다.
    한편 재가불자운동으로 참여불교 재가연대 산하의 교단자정센터가 교단운영에 대한 비판과 감시기능을 수행하고 있다. 현재 한국불교의 상황은 불교현실을 비판하고 사회적 정체성을 모색하기 위해 노력하였던 1980년대와 흡사하다. 차이가 있다면 사회참여와 불교개혁에 대한 상황요인이 크게 작용하지 않는다는 것이다. 1980년대 불교사회운동의 경험은 집단의 사회적 정체성은 담론 실천과 함께 구체적인 실천행위라는 사회적 상호작용에 의해 구성되고 지속된다는 것을 보여주었다.

    이 연구는 1980년대 민중불교운동세력이 한국불교의 사회적 위상정립을 위해 민주화운동에 참여한 사회적 맥락을 해명하고, 불교사회운동의 특성과 그 운동이 한국불교의 사회참여적 정체성 형성에 미친 영향을 성명서 분석을 통해 밝히고자 하였다. 민중불교운동세력은 성명서를 발표해 사회적으로 불교계의 입장을 표명하였다. 불교사회운동 담론은 전통적인 종교이념에 의문을 제기하고, 한국불교의 사회참여를 추동하는 실천적 의미를 새롭게 생산하는 사회적 실천 행위였다. 이러한 담론 실천행위는 한국불교가 사회에서 책임 있는 종교집단으로 자리매김하기 위해 사회적 담론장에 진입한 사회적 사실로 주목된다.
    본 논문은 불교사회운동의 사회·정치적 맥락에 따른 주체 형성과 운동담론의 의지적 작용에 주목하였다. 성명서의 발표 요인을 비롯하여 민중불교운동세력의 사회적 역할인식, 사회의식의 변화, 그리고 성명서의 단락주제를 분석하여 불교사회운동 담론이 구성되는 방식을 확인하였다. 아울러 담론이 정체성 형성에 미치는 영향을 규명하기 위해 주체가 변화를 시도하였던 사회적 관계를 텍스트의 언어적 측면에서 고찰하였다.
    1980년 10·27법난이라는 국가폭력을 경험한 불교계는 한국 사회에서 자기존립의 근거를 찾아야 한다는 위기의식이 팽배해졌다. 정치권력에 의한 인위적인 권력구조 개편은 불교자주화에 대한 의지를 촉발시켰다. 정치권력과의 대립은 불교개혁운동이 민중불교운동과 연대해 불교자주화와 사회민주화를 동시에 추구해야 한다는 인식을 공유하게 하였다. 민중불교운동의 핵심에는 학생조직인 대불련과 이들을 지도한 불교운동가들이 있었다. 대불련은 민중불교 이념을 운동 좌표로 설정하고, 승가 및 불교단체를 선도하며 조직운동을 시도하였다. 승가운동은 민중불교운동세력과 연대하며, 문중, 승가대학 등 근거리 네트워크를 이용해 조직적 기틀을 마련하였다.
    당시 한국불교의 당면과제는 불교개혁과 불교자주화로 그 첫 단추는 정치권력과의 관계변화를 시도하는 것이었다. 한국불교는 1986년 해인사 승려대회에서 불교관계법 철폐 요구와 민주화운동 참여를 공식화하였다. 불교자주화 선언은 불교운동을 불교자주화 차원에서 민주화운동에 참여하는 것으로 규정하였다. 이러한 불교운동에 대한 불이(不二)적 관점은 승가운동이 개혁세력을 결집할 수 있는 토대를 마련해 주었다. 민중불교운동이 활성화될수록 정치권력의 폭력성은 한국불교 전체를 대상으로 현시되었다. 정치권력에 대한 적대적 집합행동 경험의 축적은 민중불교운동세력을 비롯하여 불교대중으로 하여금 사회적 정체성을 확인하게 하였다.
    1980년대 민중불교운동은 한국불교의 사회적 정체성에 대한 불만에서 시작되었다. 불교사회운동 담론에서 일관되게 드러나는 특성은 사회에 대한 인식과 사회관계의 강조이다. 이러한 담론 구성의 특성은 사회모순과 불교모순의 높은 상관성에서 기인하였다. 담론 구성에서 변혁이념 어휘의 사용은 민주·민족·민중이념의 이상적 가치를 전달하고, 불교대중이 불교현실을 사회구조적으로 인식하게 하였다. 불교모순은 개인적이고 불교 내적인 봉건성이 아닌 민족모순, 분단모순에 의한 것이었다. 그럼으로써 불교대중은 개인적이고 불교 내적인 시각에서 오는 무력감에서 벗어나 변화의 주체로 나아갈 수 있는 인식적 발판을 마련하였다.
    본 논문은 불교사회운동 담론을 불교적 사회담론과 참여불교담론으로 구분하였다. 사회적 고통이라는 관점에서 본 사회담론은 민주담론, 민족담론, 민중담론으로 범주화되었다. 민주담론은 1985년 이후 민주화운동 전반에 걸쳐 생성된 지배적인 사회담론이다. 주된 내용은 한국 사회의 비민주적 사회현실, 정권의 폭력성, 경찰폭력 등의 현실적 상황과 사회민주화에 대한 의지였다. 민족담론은 1988년 이후 통일운동의 영향과 한국불교의 민족주의적 특성을 보여주었다. 민족담론은 분단 상황이 삶에 미치는 영향을 체감하기가 어려워 원론적인 수준의 논의에 그쳤다. 한편 민중담론은 한국불교가 가장 비판받는 지점으로 ‘민중불교’라는 명칭으로까지 제시되었으나 많은 담론이 생산되지는 않았다. 불교사회운동 담론은 불교문제와 사회문제를 연기적으로 구성해 주체의 사회참여를 독려함으로써 사회담론과 참여불교담론을 결합시켰다.
    한국불교와 관련된 참여불교담론은 사회참여담론, 불교자주화담론, 불교탄압담론, 그리고 불교개혁담론으로 구성되었다. 참여불교담론은 사회참여담론이 주도적인 담론이며, 개혁불교담론을 제외한 나머지 참여불교담론은 1986년 이후 1992년까지 꾸준하게 서로 견인하며 생산되었다. 참여불교담론의 형성에는 정치권력과의 관계가 가장 주요한 요인으로 작용하였다. 한국불교는 민주화운동에 참여하면서 정치권력의 불교에 대한 본질적 속성을 불교탄압으로 경험하였다. 불교탄압담론은 불교자주화에 대한 의지, 불교모순을 해결하기 위한 사회참여담론으로 귀결되었다. 불교개혁담론은 1985년 민중불교운동 초기 한국불교의 변화를 주장한 불교현실담론으로부터 촉발되었다. 하지만 민주화운동 과정에서 생산된 불교탄압담론이 억누르고 있어 발현되지 못하다가 1994년 종단개혁 국면에서 폭발하였다.
