지방자치단체 기록정보서비스를 위한 온라인 아카이브 구상

국문 초록 (Abstract)

지방자치단체는 지역의 기록물을 관리해야하며 그것을 필요로 하는 이용자에게 기록물을 서비스할 의무가 있다. 지방을 대변해 줄 수 있는 것은 그 ‘지방’이 주체가 되어 실시하는 기록물관리다. 이용자의 정보탐색행태 변화와 기록물의 전자적 생산으로 인하여 온라인에서 기록정보콘텐츠로 제공하기에 용이한 환경의 기반이 생성되었다. 온라인 아카이브는 이용자의 접근이 용이하고 새로운 분류체계 제시와 다양한 형태의 기록물을 서비스 할 수 있는 최적의 공간이라고 할 수 있다.
이를 목표로 본 논문에서는 온라인 아카이브 설계를 위한 구성요소와 설계 과정을 다루었다. 지방자치단체의 지역 정체성 확립의 과정과 효율적인 기록물관리의 측면을 강조함으로 온라인 아카이브의 구축 필요성을 살펴보았다. 국내외 지방기록물관리 기관 및 현용기록물관리 기관의 웹사이트를 사례로 조사하였고, 제공 콘텐츠 및 서비스의 현황을 분석하였다.
현황분석을 토대로 온라인 아카이브 설계 과정은 기획 단계, 구성·조사 단계, 콘텐츠 개발 단계, 구현 단계, 운영·평가 단계로 구분하였다. 인력구성과 세부 담당업무 지정 및 전체 아카이브의 방향성과 콘셉트를 정하는 기획 단계부터 구현한 아카이브를 대상으로 평가업무를 실시하는 운영·평가 단계까지의 과정으로 제안하였다.
지역성을 살린 기록정보콘텐츠 제공을 통해 이용자의 참여를 이끌고 기록물의 활용의 다양성을 보여줄 수 있는 온라인 아카이브가 구축되어야 한다. 본 논문은 오프라인 기록관의 부재에 따른 한계를 넘어서기 위한 지방자치단체의 온라인 아카이브 필요성을 제시해 줄 것이라는 점에서 의의를 둔다.

다국어 초록 (Multilingual Abstract)

The ultimate purpose of records management is the use of records. Local governments are required to manage local records and are obliged to provide records to users who need them. It is records management conducted by the 'region' that can represent the region.
Due to changes in users' information retrieval behavior and electronic production of records, an environment that is easy to provide digital records and information contents has been created. If records held by local governments are served online, online archives are the best place to provide easy access for users and provide a new classification system and various forms of records.
The text covered the components and the design process for online archive design. First, the websites of local and foreign local governments were investigated as examples and the status of the contents and services provided were analyzed. The process of designing online archives consists of planning stage, composition and investigation stage, content development stage, implementation stage and operation and evaluation stage. It was proposed as a process from the planning stage where the direction and concept of staffing, detailed task designation, and overall archive is defined to the operation and evaluation stage where the assessment activities are conducted on the implemented archive.
As mentioned in the design phase, a step is needed to understand the status of records held by local governments and those held by local residents, and for local residents and general users of records utilization, a successful online archives should be carried out by actively promoting external promotion and linking with activated websites.
The paper is meaningful in that it will suggest the need for local governments to archives online to go beyond the limits of the absence of offline archives.
