동아시아 아카이브 네트워크를 기반으로 한 일제강점기 강제동원 기록의 활용방안 연구

국문 초록 (Abstract)

일제강점기 강제동원의 역사는 지금까지 철저한 진상규명과 책임자 처벌을 통한 역사적 비극의 치유와 추모의 단계로 나아기기 위한 준비가 전혀 이루어지지 않은 상태로 현재를 맞이하고 있다. 강제동원 피해문제는 당사자인 피해자들이 생존해 있는 현존하는 역사문제이다. 이 시기의 기록화는 현재 진행형이며, 이제는 단지 과거의 아픈 기억과 기록으로 평가받는 것이 아니라 동아시아의 구성원들을 위한 평화와 상생의 기억과 기록으로 재평가 되어야 한다. 본 연구에서는 공공 역사(Public History)의 개념을 도입하여 일제강점기 ‘강제동원’이라는 공동의 기억을 공유하는 동아시아인들의 연대를 통한 아카이브 네트워크 구축의 필요성에 대해 논하고자 한다. 이러한 강제동원 기록의 아카이브적 네트워크 허브(Archives Hub)로 이미 설립되어 있는 대한민국 일제강제동원피해지원재단과 국립일제강제동원역사관의 적극적인 활용 방안을 제안한다. 본 논문은 기억의 행위자로서의 연구자와 활동가들의 연대를 기반으로 한 교류를 통해 동아시아의 아픔을 이해하고 추모하고 기념함으로써 상생과 화합 그리고 평화의 시대적 가치를 이룰 수 있을 것이라 기대한다.

Application of historical records of the forced mobilization during the Japanese colonial rule based on the development of the archive of East Asia Network
The history of wartime Korean forced labour during the Japanese colonial period (1910-45) has not yet been thoroughly investigated, those responsible have not been punished and no reparations have been paid to the victims. The victimisation of Koreans through forced labour is an ongoing historical injustice matter as the victims are still alive. This study revisits the memory and record of this unresolved history and suggests the establishment of an agency for peace-building among East Asian members. It adopts the notion of Public History and discusses the significance of building an archival network based on the East Asian members’ shared memory of wartime forced labour. In particular, this study reviews the extensive current databases of Korean forced labour including the officially documented records, historical records in the National Memorial Museum of Forced Mobilization under Japanese Occupation and other records which were obtained by the researcher through her work in The Commission on Verification and Support for the Victims of Forced Mobilization under Japanese Colonialism in Korea. This includes her work in the Truth Commission on Forced Mobilization under the Japanese Imperialism Republic of Korea, and experience working with a range of relevant organiszations in Korea and Japan between 2015 and 2019. As a result, this study suggests that the National Foundation, which was founded to support victims of forced labour, and the National Memorial Museum could have utility as an Archives Hub. The archival network will be expected to enhance the participatory solidarity and cooperation among East Asian researchers, practitioners and activists, and increase public understanding of the history and suffering of the victims. Ultimately, the network suggested in this study aims to properly memorialise this painful history, which would lay the foundation for peace and harmony in East Asia.
