본 연구는 2차 핵시대의 지역 핵국가로서 북한 핵전략의 역사적 진화를 규명하고자 하였다. 기존의 냉전시대 고전적 핵전략 이론에서 탈피하여 ‘대안적 핵태세 최적화 이론’이라는 분석틀을 이용하여 북한 핵전략의 변화요인과 이에 따른 역사적인 핵전략 변화를 분석하였다.
이를 통해 도출한 북한 핵전략의 변화요인은 ①북한의 핵·미사일 능력 고도화, ②북중관계의 변화, ③한·미 재래식 군사력과 북한의 위협인식, ④당군관계와 핵지휘통제체계, ⑤대북제재와 자원의 제약과 같은 5가지로 제시할 수 있다.
위와 같은 북한 핵전략 변화요인에 대한 분석결과를 역사적으로 대입하여보면 다음과 같은 결과를 얻을 수 있다. 먼저 북한은 소련의 붕괴로 인한 냉전의 해체와 한중관계 발전에 따라 스스로의 핵개발을 통한 대미(對美) 억제능력의 필요성을 느끼게 되고, 핵개발 초기 1차 북핵위기와 더불어 실존억제전략(1993-2006)을 채택하였다. 한편 북한은 실존억제전략의 제한사항을 극복하고 억제효과를 제고하기 위하여 미국의 확장억제 아래에 있는 한국과 일본을 볼모로 위협하는 간접억제전략을 병행하였다.
이후 북중관계 복원에 따라 북한은 중국을 신뢰할 수 있는 제3의 후원국으로 간주할 수 있게 되었고, 2006년 1차 핵실험과 함께 촉매전략(2006-2013)으로 전환하였다. 북한은 지역안정을 바라는 중국의 우려를 고려하여, 1차 핵실험 이후 실질적인 군사위협보다는 국제사회의 주목을 얻기 위한 다양한 수사적 위협을 강화하며 촉매전략을 구사하였고, 전략적 모호성을 유지한 가운데 핵능력을 고도화해나갔다.
그러나 북한은 억제효과가 낮은 핵개발 초기단계의 실존억제전략이나 촉매전략에 머무르지 않고, 미국의 사활적 이익을 직접적으로 위협함으로써 더욱 높은 억제효과를 누릴 수 있는 전략으로의 진화를 추구하였으며, 이를 위해서 지속적인 핵실험과 미사일 시험발사를 강행하였다. 이를 심각한 위협으로 간주한 국제사회의 제재가 더욱 강화되자 중국도 더 이상 북한을 용인하거나 유사시 무조건적인 개입을 담보할 수 없게 되었으며, 이에 따라 북한은 핵·미사일 능력 고도화와 함께 촉매전략에서 탈피하여 확증보복전략(2013-2017)을 채택하게 된다. 김정은 집권 이후 북한은 90여 차례의 핵·미사일 활동을 통하여 수소폭탄을 완성하고 이를 미국의 본토와 자치령 등을 사정거리 내에 둘 수 있는 ICBM 등에 탑재할 수 있게 됨으로써 확증보복전략을 완성하게 되었다.
본 연구는 대미(對美) 억제전략에 중점을 두고 대안적 핵태세 최적화 이론이라는 분석틀에 의해 북한의 핵전략을 이론적·역사적으로 분석했다는 점에서 의의를 찾을 수 있다. 세계는 2차 핵시대에 접어들었으며, 이는 곧 모든 나라가 핵시대의 전략에 대비해야 함을 의미한다. 북한의 비핵화가 가장 바람직한 최종상태이지만 이것이 쉽게 달성될 수 없는 것이라면, 사실상 핵무장국으로서의 북한의 핵전략을 분석 및 예측하고 이에 대비하는 것이 필요하다. 이러한 관점에서 본 연구가 일말의 기여가 되기를 기대한다.

This study examines the evolution of North Korea's nuclear strategies as a regional nuclear power in the second nuclear age. Breaking away from classic nuclear strategies designed for cold war era, the Alternative Nuclear Posture Optimization Theory is used as the framework to analyse determinant variables of North Korea's nuclear strategy and historical dynamics of its changes.
This study finds five determinant factors that could influence on the choice of North Korea's nuclear strategy: first, the development of North Korea's nuclear and missile technologies; second, ups and downs of the Sino-DPRK relations; third, the ROK-US conventional military power and the North Korea's threat perception of it; fourth, North Korea's party-military relations and nuclear command and control system; and lastly, sanctions against North Korea and resultant resource constraints.
The chronological analysis of those five variables shows that North Korea adopted an existential deterrence strategy (1993-2006) at the early stage of its nuclear development when the Soviet Union collapsed and China and the ROK forged diplomatic relations, which led to a security environment in need of deterrence against the U.S. North Korea also pursued an indirect deterrence strategy in a parallel manner against the ROK and Japan which have been under the U.S. nuclear umbrella in order to enhance its deterrence effect which existential strategy has limitation in it.
In 2006, North Korea shifted to a catalytic strategy (2006-2013) with its first nuclear test, as the Sino-DPRK relations were restored and North Korea was able to regard China as a reliable third party. North Korea made different kinds of rhetorical threats instead of actual military provocations to receive international attention in consideration of China's concerns about regional stability. It also continued upgrading its nuclear capability under strategic ambiguity.
North Korea was never satisfied with the existential or catalytic strategy. They were a transitory strategy at the early stage of nuclear development with limited deterrence effect. It continued conducting nuclear and missile tests in pursuit of developing its nuclear strategy to acquire advanced nuclear capabilities which could pose direct threats to the U.S. vital interests. China no longer let North Korea continue its threat to the international community and could not guarantee its automatic military intervention in the event of emergency, under the circumstance of consolidating coordinated sanctions against North Korea. With the advanced nuclear capability, North Korea finally adopted an assured retaliation strategy (2013-2017). About ninety times of nuclear and missile activities after Kim Jong Un took power made North Korea complete H-Bomb with ICBM delivery system which can range entire CONUS and the U.S. territories.
The value of this study can be found that it examines North Korea's nuclear strategies theoretically and historically with a framework of the Alternative Nuclear Posture Optimization Theory focusing on the deterrence strategy. The world has entered into the second nuclear and this implies every nation should prepare for a strategy accordingly. The most desirable end state of North Korea's nuclear issue would be the complete denuclearization. Yet, if it is not easy to achieve, we should come up with a strategy in case of North Korea being recognised as a de facto nuclear armed state. I hope this study could serve the needs.
