마을라디오 아카이빙의 필요성과 활성화 방안 : 서울시 금천구 라디오금천을 중심으로

Archive containing memories of village members functions as an importance source for creating the identity of members and villages. It is difficult to create village archive by building bonds with village members in the diversified and urbanized society. Thus, village radio contributing to activating the communication of village community as village community media can be an alternative as archive containing memories of village communities. This study thus identified the necessity of village radio archiving by investigating village radio activities as village community media and drew activation plan of village radio archiving.
It examined the roles and value of village radio archiving based on characteristics of village community media and village radio, and activities in order to achieve this objective. In addition, it conducted focus group interview with operators of Radio Geumcheon, a village radio broadcasting, to identify the necessity of village radio archiving and current status of archiving.
Results from this study can be summarized as follows. Village radio activities lead to villages. Village radio is operated by spontaneous participation by village residents. Stories of villages and residents are recorded through village activities. Moreover, it turns village issues to a public level, creates a place to address them with village residents, allows them to join village events, and contributes to creating village culture. This village radio serves to expand networks with village communities and build up the identity of village communities. As village radio activities can be parts of village records, village radio archiving is required. However, archiving was not systematic when Radio Geumcheon was analyzed. It was vulnerable to storing and preserving by using a public server and arrangement was poor due to lack of classification system. In addition, taking over was not properly performed and personal use problem remained. Therefore, village radio members joined and proposed the necessity of village radio educational programs fit to village radio members, the direction of recording classification system, preservation and management plans, and a letter of consent to personal information as plans and directions. Moreover, it proposed the establishment of cooperative system with local autonomous bodies and Local Government Archives.
As implications from this study, a role model on village radio archiving can be presented as rapidly growing as a village community media support project. Another implication can be mentioned that it can contribute to organizing for village radio institutions across the nation can perform archiving. The last additional implication is that it carried out research on community archive in South Korea where no active research has been performed on community archives as opposed to western countries.
