서울시 지방공기업의 기록물관리에 관한 연구 : 서울시 및 자치구를 중심으로

국문 초록 (Abstract)

지방공기업은 지방자치단체의 업무를 위임 공공업무를 수행하며 국민의 세금으로 운영된다. 또한 교통, 체육, 문화 등 수행하는 업무와 생산되는 기록물은 지역주민의 생활과 밀접한 연관이 있는 공공기록물로써 지방자치행정에 있어서 지방자치단체 기록물의 결락을 보완하는 중요한 가치를 가진다. 또한 법적, 증거적 가치뿐 아니라 지역의 생활사를 파악할 수 있는 역사적 가치를 가진다.
지방공기업의 기록관리 필요성에도 불구하고 대부분의 지방공기업에는 전문 인력이 배치되어 있지 않다. 약 20%인 29개 기관만이 기록물관리전문요원이 배치된 것으로 나타났다.
한편, 서울시 지방기록물관리기관의 설립과 지방공기업 평가제도 개선이라는 긍정적인 변화의 흐름이 나타나고 있다. 서울시 지방기록물관리기관의 설치는 지방공기업의 업무와도 높은 연관성을 가지며, 지방공기업 경영평가지표에 기록물관리 항목이 새롭게 신설된 것은 기록물관리에 대한 높은 기대를 불러일으키게 된다.
이러한 긍정적인 변혁의 흐름 속에서 지방공기업 기록물관리가 발전하기 위해서는 현재 지방공기업 기록물관리 현황을 파악하는 것이 선행되어야 한다.
따라서 본 연구는 서울시 지방공기업 기록물관리 현황을 파악함으로써 서울시 지방기록물관리기관과 서울시 지방공기업의 협력과 발전을 모색할 수 있는 기초자료를 마련하는데 그 목적이 있다. 덧붙여, 그간 중앙부처 및 지방자치단체 기록물관리에 비해 덜 다루어졌던 지방공기업 기록물관리에 대한 주위를 환기시키는 계기가 될 수 있기를 바란다.
조사 대상은 기록물관리전문요원이 배치된 서울시 및 자치구 지방공기업이다. 총 6개 기관에 전문 인력이 배치되어 있었으며, 이들 기관을 대상으로 설문지를 배포하여 자료를 확보하였다. 설문 항목은 공공기록물법과 정부산하공공기관 기록물관리 지침 등을 참고하여 기록관, 기록물관리전문요원, 기록물관리 업무로 크게 부분하여 구성하였다. 각 기관의 조사 결과를 토대로 분석하고 문제점 및 개선방안을 도출하였다.

다국어 초록 (Multilingual Abstract)

Local public enterprises are entrusted with the work of local governments. The records produced and carried out by transportation, physical education, and culture are public records closely related to the lives of local residents.
Therefore, in local administrative affairs, it has important values to compensate for the failure of local government records. It also has a historical value that can identify not only the legal and evidence value but also the history of life in the area.
Despite the need to keep records of local public enterprises, not even experts are deployed in most local public enterprises. According to data obtained from the National Archives's Information Disclosure Claim, only 29 local public enterprise were deployed with expert manpower. That’s less than 20 percent.
Meanwhile, there has been a positive change in Establishment of the Seoul’s local government archives and the improvement of the evaluation system.
With the establishment and operation of the Seoul's local government archives, local public enterprises records depository can receive guidance, supervision and support for records management, and have to carry out a new task of transferring permanent records to a local records management institution and notifying production status.
In addition, Records management indicators have been newly added to the assessment items for the management evaluation of local public enterprises. It is the first time that a record assessment is conducted.
This change raises the expectation that basic infrastructure such as recruitment of records managers and installation of archives will be prepared.
In order for local public enterprises records to be systematically managed in the midst of a positive change, it is necessary to identify the current state of records management of local public entities.
Therefore, the purpose of this research is to prepare basic data for cooperation and development of Seoul's local public enterprises local records management institutions with Seoul's local government archives and Seoul’s Local public enterprises by surveying the records management status of Seoul's local public enterprises.
The research target is Local public enterprises in Seoul where there is a records managers. and its autonomous districts where too. The Seoul Metropolitan Government chose the area because the largest number of Records Managers were placed in Seoul’s local public enterprises. In addition, Comparisons between service targets, scope, and business are easy.
The study method is literature survey and questionnaire.
The literature survey examined the concepts and types of Local public enterprises, their purpose and performance, and their records management as specified in the Public Records and Archives Act in Korea. And investigated the general status of the institutions under investigation. The institutions to be surveyed are Local public enterprises in Seoul where there is a records managers. and its autonomous districts where too.
The survey was conducted through the questionnaire to all records managers who were assigned to local public enterprises in Seoul and its autonomous districts. The total number of institutions surveyed is six.
The survey period is from 5 November to 6 December 2018 and the questionnaire was distributed through e-mail obtained through direct inquiries and the survey results were also answered by e-mail.
The survey items were organized by referring to the Public Records and Archives Act in Korea and the National Archives Service's Guidelines for Management of Records at local public enterprises, Records Managers, and Records Management tasks.
Based on the survey results by each agency, the results were analyzed and interpreted, and based on the results, problems and improvement measures were drawn.
