통합 아카이브 구축 방안에 관한 연구 : 5·18민주화운동 기록을 중심으로

국문 초록 (Abstract)

본 연구는 5·18민주화운동기록관, 5·18기념재단, 전남대학교 5·18연구소를 비롯한 여러 기관에 분산되어 있는 5·18민주화운동 기록에 시민들이 쉽고 빠르게 접근할 수 있도록 5·18 디지털 통합 아카이브 구축을 제안한다. 기록을 물리적으로 한 장소에 모으지 않고, 시스템 상에서 논리적으로 통합하여 서비스하는 방식이다.

그동안 5·18 기록을 관리한 기관들은 기록을 공개하고 활용하기보다 안전하게 보존하는 것에 중점을 두어왔다. 또한, 예산 및 인력 문제로 인해 기록을 체계적으로 정리할 기회가 없었기 때문에 외부에 공개하기 어려웠다. 기관끼리도 소장기록에 대한 기본적인 정보 공유를 할 수 없었다. 이후 5·18 기록이 유네스코 세계기록유산에 등재되면서부터 기록 공개에 대한 논의가 본격적으로 시작되었다. 이러한 흐름에 맞춰 위 세 기관은 서비스를 확장하여 소장하고 있는 5·18 기록을 보다 적극적으로 공개하겠다는 인식을 공유했다.

5·18 기록 관리현황과 통합 아카이브의 필요성을 조사하였고, 이를 바탕으로 5·18 통합 아카이브의 구축 방안을 제시하고 있다. 크게 단계별 접근, 기관 간 협력, 이용자 중심 서비스 세 가지로 나눌 수 있다. 앞으로 5·18 통합 아카이브가 실현된다면, 시민들이 5·18에 대한 다양한 논의를 전개할 수 있는 플랫폼으로 성장할 것이라 기대한다.

다국어 초록 (Multilingual Abstract)

This study suggests a way of integrating services for the 5·18 democratization movement records dispersed to various institutions including 5·18 Democratization Movement Archives, 5·18 Memorial Foundation, and Chonnam National University 5·18 Research Institute to make easier and faster access of citizens.

Those management institutions of 5·18 records have focused on keeping records safer than on disclosing and utilizing them. In addition, due to budget and manpower shortage, there was no opportunity to systematically organize the records, so the records could not be disclosed to the public. So, those institutions had not shared even basic information about their collection records. Henceforth 5·18 records were listed in the UNESCO Memory of the World, discussions on the release of records have begun in earnest. Three major institutions agreed to extend the May 18 record of service.

Based on the current status of records management and the need for integrated archives, we proposed a plan to establish archive. First, the system and participating organizations should be developed and expanded in stages. And the three institutions should share their roles and continue to cooperate on the basis of them. Finally, it should be in the form of communicating with citizens through user participation function while enhancing user convenience. We expect 5·18 integrated archive would grow into a platform for various discussions of citizens on 5·18.
