    Open Data is opened up actively for Authorities and public institution according to Government 3.0 policy of which the main idea is opening, sharing,
    interaction and cooperation. It helps Creative Economy Vitalizing with opening the data which public institution has had, which is by the ‘offering open data and active utilization law.
    Open Data has had quantitative expansion in short time by the powerful opening policy of government, the Open Data utilization and Start-up of private enterprise is increasing.
    Government promotes and supports those excellent firm with visible and invisible way.
    But despite all those efforts such as quantitative expansion and whopping budget, not many private firm still doesn't use Open Data enough. This study compares Open Data Efficiency with DEA Model. And It finds out inefficiency to increase efficiency by checking commitment element and output element. And it presents reference group for an inefficient
    public institution to increase efficiency.
