A Study on the Records Management for Dissolved Agencies

Public records prove that if public agencies perform their tasks effectively and democratically. Also, Records are means that the people can keep an eye on public administration, thereby satisfying their rights to know. Therefore, the management of records is public official’s legal obligation.
However, because of these characteristics, Records often were not made and thrown out by government to hide something in Korean modern times. Since the enactment of Public Record Management Act in 1999, the matter about unlawful acts and the conservation of records has become the controversial issue several times.
Especially, the institution running temporarily has not registered and neglected records, due to its temporality. In this respect, many related experts have pointed out their risk of loss. So, as compared with lasting agency, the temporary organization needs to consider the way of records management all the more for their secure transfer and conservation. But, on account of its prearranged abolition, the value of dissolved agency(including temporary agency)’s records is under appreciated. Thus, there was a lack of awareness of the importance of their management.
Therefore, the objective of this study is that analyzes problems of abolished and temporary institution’s records management system through investigating the current situation, and suggests solutions for those, arousing the necessity of the management of records produced by dissolved agency.
To review this specifically, at first, this paper analyzes the system of records management of abolished institution, focusing on a working environment, related law and guidelines. And, it indicates the problem of effectiveness of legal systems, insufficiency of professionalism and infrastructure for records management services in temporary agencies, and National Archives of Korea’s passive response.
Regarding these problems, there were some solutions that the complementation of related law and guidelines, strengthening of professionalism in relevant agencies to manage records properly, and establishment of cooperative network systems between related institutions. These remedies give attention to clear production and preservation of records, and reflect a viewpoint that needs both temporary agencies’ efforts and the improvement in related system.
