    (A) Study on the Establishment plan of University Archives of Korea National University of Arts

    Public Records Management Act Article 10 Paragraph 11 was amended on November 4th, 2014, to specify the range of universities that should install archives amongst public universities in Korea.
    Korea National University of Arts (“K-ARTS”), one of the universities specified in Paragraph 11, is yet to install university archive and also lacks record management systems and relevant professional records managers.
    This paper demonstrates K-ARTS’ need for installation of university archive, and suggests utilization methods of the university archive by delineating the range of the items in the archive.
    Korea National University of Arts was established by, and remains affiliated to, Ministry of Culture, Sports and Tourism of Korea. The university aims to groom young talented artists through a holistic, systematic education system centered on practical courses. The university currently comprises of six schools: School of Music, School of Film, TV & Multimedia, School of Dance, School of Visual Arts, and School of Korean Traditional Arts.
    K-ARTS’ curriculum requires creativity, and its students need to produce artistic pieces in their relevant degrees to complete their courses of studies. In the process of their artistic endeavors, various artistic items are produced. However, such artistic items are currently not being professionally archived or managed by the K-ARTS. Students’ graduation projects and relevant reading materials are available and managed through the university’s Arts Library & Information Center. However, the scope of work provided by the Arts Library & Information Center is limited to the preservation and searching services, with little to no archiving activities.
    This paper seeks to discuss K-ARTS’ need for systematic record management, given the abundance and importance of creative artistic items, and items produced thereof in the process of creating those artistic items, created by the professionals of the future arts scene. Concomitantly, the paper also suggests the ideal structure of K-ARTS’ university archive. K-ARTSS, which comprises of six schools, was judged to have a vast number of various forms of artistic items, comprising of both administrative items and non-administrative items. As such, this paper predicts that various types of artistic items need to be recorded, and thus proposes various plans to utilize those items.
    The paper first analyses the status quo of the K-ARTS’ records management system, and selects two existing institutions, Arko Arts Archive and Korean Film Archive, as models for the university archive. Following the analysis of the two model institutions’ records management systems, plan for installation of K-ARTSS’ university archive was proposed. The plan is as follows:
    First, K-ARTS’ university archive items were delineated by function and genre. The archive items were further split into administrative archive items, archived due to university requirements, and non-administrative archive items. In conjunction, by analyzing K Arts’ main functions and responsibilities, the respective functions’ main archive items were arranged. Furthermore, artistic items to be produced by the six schools within K Arts were arranged.
    With this, the paper proposes K-ARTS’ university archive structure. First proposed structure would be for the university archive to be an independent institution under the direct supervision of the Deans of the various Schools, with independent budgets and collaborative support from the various schools, and decision-making power regarding records management. Second proposed structure would be for the university archive to be a body under the library, based on the status quo of K-ARTS’ current Arts Library & Information Center, library, and the nature of archive.
    Aforementioned paragraphs have discussed plan for installation of university archive and the archive’s structure, based on the characteristics of K-ARTS. This study proposes four possible utilization methods of the university archive - should they be established - based on existing studies of archives.
    Firstly, this paper proposes the display structure of the university archive. The archive would utilize itself as a means to promote K-ARTS, by displaying its artistic collections and proving the educational value of its collections to society, thus attracting further interests to its collections.
    Secondly, this paper proposes the university archive to publish magazine issues on artistic archives. In parallel to U.S. Smithsonian Archives of American Art’s Archives of American Art Journal, the magazine issue would serve to introduce K-ARTS university archive’s collections, programs and exhibitions.
    Thirdly, this paper proposes university archive field trip programs and collaborative management system. Field trip program is one of the record management methods to educate how archives are managed and the state of preservation of archive collections. K-ARTS’s field trip program can further serve as a guideline for other university of arts’ artistic archive management. K-ARTS already possesses various archive planning programs, with rough archives on K-ARTS-related artists and oral history research. This paper proposes further activating the existing programs. This can be achieved by collaborating with the K-ARTS library and external art institutions.
    Fourthly, this paper proposes for a management of a program that archive K-ARTS students’ individual class projects. It is difficult for a university archive to collect all of artistic items accumulated by individual students through their classes and activities. To overcome this, cognition of individual archive needs to be improved, and structure of university archives that have been successful in the aforementioned endeavor needs to be studied and adopted. For example, students themselves could upload their individual projects completed for classes to K-ARTS’s website, so as for the university archive to accumulate non-administrative archive items - students’ individual projects. The uploaded artistic items would then be archived under the university archive, and this can further be utilized in an archive for graduates who have developed into eminent personnel.
    Aside from the aforementioned university archive management methods that could be adopted by K-ARTS, continual support needs to be given to the record managers so as for them to systematically manage the university archive in accordance with the characteristics of K-ARTS. Besides, collaboration with other university archives and/or non-university archives can facilitate academic publications, joint exhibitions, and exchange of record management techniques and information - further developing K-ARTS university archive.
    This paper has discussed the effects of K-ARTS university archive’s installation and the systematic management of archive items.
    Firstly, K-ARTS’s university archive installation could serve as an example for other universities’ School of Arts, other arts universities, and arts high schools, and guide in their endeavors to install archives.
    Secondly, K-ARTS university archive could reinforce its own arts education system, and also raise the level of professionalism of domestic arts.
    Lastly, it can serve to raise the future value of domestic arts culture.
