The purpose of this research is to understand the acknowledgement of the characteristics between the public and private kindergartens which the teachers have experienced on the real education sites, and to provide the fundamental materials and establish the policies for development of the Early Childhood Education and improvement of quality education. Followings are the research subjects set for above mentioned purpose.
1. What is the acknowledgement of short-term teachers on the characteristics of public and private kindergarten education process in aspect of educational operations.
2. What is the acknowledgement of the short-term teachers on the characteristics of public and private kindergarten educational environment.
3. What is the acknowledgement of the public short-term teachers on the characteristics of teachers' working environment between the public and private kindergarten.
4. What is the acknowledgement of the short-term teachers on the characteristics of educational culture between the public and private kindergarten.
For above 4 subjects, the writer has chosen 5 short-term teachers working in the public kindergartens located in Gyunggi-do for five months from Dec.04,2014 to Apr.28,2015. The selected teachers have experience of teaching in both public and private kindergartens and responded to my deep research for the characteristics of the public and private kindergartens in various aspects.
First, the characteristics between the public and private kindergarten operation is that the operation of public kindergarten is based and planned on the government level educational course and the teachers are supported by the government financial system. And furthermore, the educational progress is not properly managed due to the complicated red tapes and its estimates of educational process are based on the activities. On the other hand, the operation of the private kindergarten is based and planned on the directors' operational view points mixed with the world process and characteristic process, and the operation is very flexible. However, it has difficulty as the financial support is provided by the directors, and the estimates are made on the basis of results of activities.
Second, the characteristics in the aspect of educational environment is that, in the public kindergartens, they have problems of safety and inconvenience by using the spare classrooms of the primary school while the external environment of the kindergarten attached to the Elementary School is being gradually improved. And kindergarten attached to the Elementary School has advantage of using various school facilities, the supplies of educational tools and materials are fully supported, however, its management is still not properly maintained. On the other hand, the private kindergartens have invested much on the external environment and, therefore, are very well equipped with independent exclusive structures. The teachers are concerned with the children's leaving the kindergarten as this reduction has direct financial impact. And the educational tools and materials in large parts are depending on manufacturing by teachers themselves while its management is in excellent conditions.
Third, The characteristics of the teachers working environment is that , for the public kindergarten, teachers complain that they are unable to teach the children on the satisfactory level due to the heavy administrative work, and they have a hard time for complicated the approval procedure. They are satisfied with the early close hours, guaranteed welfare and opportunity of self-development by participating in the various training programs. On the other hand, for the private kindergarten teachers, the teachers' reward is decided by verbal promise with directors, and ,in addition to their normal work, they are busy with various assignments during the working hours, and leave office very late. Their welfare is still insufficient and their training is done just by means of transmission due to the limit of participation condition.
Fourth, For the characteristics of educational culture, the public kindergarten teachers are generally businesslike, have the images of clear self-expressions, are very personal and, therefore, have no sense of fellowships. They generally have higher educational background, more experienced, and are very much thoughtful. On the other hand, the private kindergarten teachers are generally kind and have the image of strong service spirit. They have strong sense of fellowships and are generally younger ages.
This research is intended to understand each other, promote the cooperations among the institutions, improve the quality of the early childhood education and desirable teaching climate, and thus provide the fundamental materials for the establishment of institutional and policy directions by analyzing and acknowledging the characteristics between the public and private kindergartens.
