중국의 에너지 외교전략(1992-2013) : 에너지 정책결정구조의 변화를 중심으로 = Changes in Energy Policymaking Structures and the Evolution of Energy Diplomacy in China

국문 초록 (Abstract)

중국이 2000년대 초반에 해외 석유, 천연가스에 관한 자원확보 분야에서 성과를 그다지 드러나지 않았다. 그러나 10년 동안 중국은 해외에서 큰 성과를 얻었다. 중국이 왜 짧은 기간 동안에 큰 성과를 얻었는가? 기존연구에서는 중국의 에너지 외교 성과가 정상외교와, 개발원조 정책, 소프트파워전략과 관계가 있다고 주장한다. 그러나 기존연구들로는 에너지 외교의 구체적인 형성 과정과 변화를 설명하지 못했다.
이 글에서는 기업과 정부 간의 관계 변화를 중심으로 즉, 부단한 정부 부서 개혁과 정책결정구조의 변화를 통해서 에너지 외교전략을 설명한다. 각 정부 부서들이 협력 메커니즘을 맺을 뿐만 아니라 정부 부서가 국책은행과 협력 메커니즘을 맺어 왔다. 특히 중국의 에너지 외교전략이 정부, 석유기업, 국책은행 3자 관계의 특징을 가지고 있다. 결과적으로는 중국이 부서 개혁, 정책결정구조의 변화 등등의 변수를 통해서 오늘날의 다（多）패턴-협조형 자원외교 전략을 형성시켰다고 불 수 있다. 이는 또한 체계적이며 효과있는 에너지 외교를 전개할 수 있게 되었다.

다국어 초록 (Multilingual Abstract)

Until early 2000s, China didn’t possess much potential in securing overseas oil and gas. However, since then, China has shown a systematic and effective approach to securing overseas energy resources. What explains such drastic changes? The majority of existing studies tend to highlight the Chinese government’s summit diplomacy, foreign aids, and soft power strategies. Given that these studies fall short of capturing the changing dynamics of China’s energy diplomacy, I focus on the changes in energy policymaking structures in China. In particular, I argue that China’s energy diplomacy has evolved as the government, petroleum enterprises, and policy banks formed a close relationship.
In this study, the emphasis will be put on the changes in the relationship between government and enterprise, which means the continuing intuitional reforms of government and developing policy decision structures. The cooperation mechanism should not only be formed in different government departments, but also between the government and the policy banks. The intuitional reforms of policymaking structures greatly provided an institutional foundation for China’s new energy diplomacy. That is, the new system, “multi- pattern co-operational system,” served as an institutional arrangement that greatly helped China implement a systematic and effective energy diplomacy.
