국회의원 입법활동의 생산성에 관한 기존 연구들은 주로 정치제도, 선거제도, 정당제도 개혁에 관한 연구, 입법활동의 전문성 강화에 관한 연구 등 이었다. 이러다 보니 국회의 생산성을 높이는 방안 중 핵심적인 입법정보 서비스를 제공하는 국회도서관의 역할에 대해서는 그간 큰 관심을 보이지 않았다. 그러나 미국을 비롯한 세계 유수 국가들의 의회는 국회도서관의 입법지원활동에 많은 관심을 기울이고 있다. 그 이유는 국회도서관이 국회의원의 의정활동을 지원하기 위해 중요한 입법정보 서비스를 제공하고 있기 때문이다.
우리나라 국회도서관은 국회의원과 국회직원(국회사무처, 국회예산정책처, 국회입법조사처 등)을 대상으로 다양한 종류의 장서와 정부보고서 등과 같은 자료를 수집해 서비스를 제공하고, 국회의원 개개인의 요구에 대한 맞춤식 서비스인 참고질의회답(reference)을 제공해 왔다. 2006년 국회도서관 열람실 총 이용자 596,693명 중 핵심 고객인 국회의원과 국회직원의 이용도는 41,681명(의원 7,605명, 국회직원 34,031명)이었으며, 이후 2007년 65,838명(의원8,368명, 국회직원57,470명)으로 증가하기 시작하여 2008년에는 70,015명(의원10,743명, 국회직원59,272명)으로 증가하였고, 2011년에는 86,027명(의원8,585명 국회직원 77,442명)으로 전체적 증가추세에 있는 것으로 나타나고 있다. 또한 국회의원 개별적인 맞춤형 서비스인 참고질의회답(reference)의 이용실적도 2006년 2,481건이던 것이 2010년 3,009건으로 점차 증가한 것으로 나타났다.
본 논문에서는 이처럼 국회도서관 이용도가 지속적으로 증가하게 된 이유가 무엇인지를 알아보기 위해 도서관 이용도에 영향을 미치는 요인들을 중심으로 분석해 보았다. 국회도서관 서비스 이용도에 영향을 미치는 요인은 비전자적(non-electronic) 정보의 적실성, 전자적(electronic) 정보의 적실성, 물리적ㆍ기계적 시설물의 환경여건, 도서관 인적자원의 인증성(human capital assurance) 등이었다. 여기서 이용도는 국회의원과 국회직원의 열람실이용도, 국회의원 개인의 맞춤형 서비스인 참고질의회답(의회참고질의회답, 외국자료참고질의회답, 법률자료참고질의회답)의 이용도, 전자도서관 이용도, 정보검색조사 이용도, 전화질의 이용도 등으로 분석하였고, 이용도 증감 변화는 그동안의 이용도 통계추이를 통해 분석하였다.
분석결과 비전자적인 입법정보 서비스(non electronic-information)의 경우 장서의 양적ㆍ질적 수준이 이용도 제고에 영향을 미쳤으며, 특히 국회의원의 참고질의서비스(외국법률 및 외국제도)가 이용도 제고에 중요한 영향을 미침에 따라 참고질의서비스 인력의 역량강화가 필요한 것으로 나타났다. 또한 입법활동에서 참고자료로 활용할 수 있는 발간물을 국회도서관이 자체적으로 제작한 것도 이용도 제고에 영향을 미쳤으며, 앞으로는 이용도가 낮은 발간물을 중단하고 이용도를 높일 수 있는 새로운 발간물을 제작하는데 역량을 집중할 필요가 있는 것으로 나타났다.
전자적 정보서비스(electronic-information)의 경우 국회도서관이 타 도서관보다 전자형태의 자료(PDF) 구축을 먼저 시작함에 따라 정부부처와 국책연구기관 등의 훌륭한 보고서를 DB화하여 국회의원과 국회직원이 24시간 검색 및 이용, 다운로드, 인쇄할 수 있도록 한 것이 국회도서관 이용도를 높이는 요인 중 하나가 되었다. 또한 국회도서관 이용자 편의성을 위해서 인터넷과 정보통신망을 여러 사람이 동시에 활용할 수 있는 공간과 시스템 역량을 보강하고 확대함으로써 이용자들이 시ㆍ공간적 편의성을 높인 것도 이용도 제고에 영향을 미친 것으로 나타났다. 그러나 국회도서관의 인적자원(human capital) 전문성 보강과 채용 후 인력의 역량 개발을 위한 교육프로그램은 미흡한 것으로 나타나 앞으로 정보검색 및 시스템운용을 개선하기 위한 전문인력이 더 필요한 것으로 나타났다.
따라서 앞으로 국회도서관이 기존의 이용자를 지속적으로 유지하고 이용도를 더 높이려면 개인별 맞춤형 서비스의 질을 높일 수 있는 역량을 강화하고 특히 전자정보서비스의 핵심인 디지털 라이브러리의 경쟁력을 확보하는 것이 최우선적으로 해결해야 할 과제라 할 것이다. 개선방안을 구체적으로 살펴보면 다음의 여섯 가지로 정리할 수 있다.
첫째, 비전자적 정보인 장서의 종류와 장서의 질을 높이기 위해서는 전공분야별 내ㆍ외전문가를 활용해 구입할 도서를 선정하고 추천하도록 하는 제도를 도입함으로써 장서의 양적ㆍ질적 수준을 높여 고객의 요구에 부응할 필요가 있다.
둘째, 타 도서관과 차별화되는 입법과 관련된 자체발간물을 제작함으로써 국회의원과 보좌직원, 상임위원회, 국회사무처, 국회국회예산정책처, 국회입법조사처 등의 이용자들이 입법활동을 수행하는데 도움을 줄 수 있도록 하고 이용도가 낮은 자체발간물은 종간, 폐간, 통폐합함으로써 입법정보 서비스 제공자 입장이 아닌 입법정보 요구자의 입장에서 서비스를 제공할 필요가 있다.
셋째, 비전자적 정보서비스의 경우 국회의원 이용도가 꾸준히 증가하고 있는 외국자료회답, 법률정보회답 등과 같은 개별 맞춤서비스의 질적ㆍ양적 수준을 높일 수 있는 방안을 모색할 필요가 있다. 또한 「입법현안 법률정보」, 「팩트북」과 같이 이용자가 필요로 하는 창의적인 자체 발간물을 지속적으로 개발할 필요가 있다.
넷째, 전자적 입법정보 서비스를 한 번에 많은 이용자들이 이용할 수 있도록 시ㆍ공간을 초월한 온라인 서비스 영역 개발 및 확대에 노력을 기울여야 하며, 검색, 열람, 대출, 프린트, 다운로드, 반납 등 도서관 이용프로세스와 관련된 편의성을 도모하는 새로운 시스템과 시설을 지속적으로 확충하는 전략을 마련할 필요가 있다. 특히 전자적 정보이용에서의 대기시간(waiting time) 단축과 반납ㆍ대출을 용이하게 하는 첨단장비도입 및 시설확충이 필요하다.
다섯째, 정보통신기술 전문가와 외국자료번역 전문가, 법률전문가, 도서관 정보검색 서비스를 도와주는 전문사서 등 인적자원의 역량강화를 통한 인증성(assurance) 제고방안도 적극 추진해야 할 필요가 있다.
여섯째, 전자적 정보서비스의 질적 향상과 인력 및 물리적 시스템에 대한 보강 전략을 마련할 필요가 있다.

Conventional studies on the legislative productivity of Korean representatives have been concerned mainly with reformation of the political system, the election system, and the party system or with the intensification of the professionalism of legislative activities. Therefore, among the various means of increasing the productivity of the National Assembly, not much attention has been paid to the role of the National Assembly Library, which provides essential legislative information services. The national legislatures of prominent countries such as the U.S., however, are paying a great deal of attention to legislation supporting activities of institutions such as the Library of Congress and the National Assembly Library, as they provide important legislative information to support the activities of representatives or congresspersons.
The National Assembly Library of Korea collects various books and governmental reports, provides relevant services to the representatives and staffs of the National Assembly (the Secretariat of the National Assembly, the National Assembly Budget Office, the National Assembly Research Service, etc.), and also offers the Reference, a tool that provides customized services according to the requirements of individual National Assembly representatives. Out of 596,693 users of the National Assembly Library reference room in 2006, the number of National Assembly representatives and staffs, the core customers of the Library, was 41,681 (including 7,605 representatives and 34,031 staffs). The number rose to 65,838 (including 8,368 representatives and 57,470 staffs) in 2007, 70,015 (including 10,743 representatives and 59,272 staffs) in 2008, and 86,027 (including 8,585 representatives and 77,442 staffs) in 2011, indicating an overall increase. In addition, the number of times that representatives used the Reference to obtain customized services according to their individual requirements also increased from 2,481 in 2006 to 3,009 in 2010.
In this study, to investigate why use of the National Assembly Library has been continuously increasing, factors affecting the use of the library were analyzed. These factors were the accuracy of non-electronic information, the accuracy of electronic information, the environmental conditions of the physical and mechanical facilities, and the human capital assurance of the library. Use of the library was analyzed on the basis of reference room use by representatives and staffs, the use rate of the Reference, the customized service for individual National Assembly representatives (including Assembly Reference, International Data Reference, and Law Information Reference), use of the electronic library, use of the information retrieval system, and use of the telephone inquiry service. Increasing and decreasing patterns of library use were analyzed on the basis of the statistical data to the present.
Results of this study show that the quantitative and qualitative aspects of books affected the increase in library use in the case of non-electronic information, especially in the case of the Reference service for representatives (regarding foreign laws and systems). Therefore, the results underline the need to strengthen the capacity of the Reference service workforce. It is also found that the fact that the National Assembly itself prepares publications that might be used as references in legislative activities affects the increase in library use. Hence, it may be necessary to cease the publication of items that are less used and to focus on releasing new publications that may increase library use.
In the case of electronic information, the National Assembly Library established the electronic file data type (PDF) earlier than other libraries and organized high-quality reports for government ministries and national research institutes into electronic databases, allowing representatives and staffs to search, use, download, and print the reports 24 hours a day. This was one of the factors that increased the use of the National Assembly Library. In addition, with regard to convenience, the library has strengthened and extended the capacity of the spatial and temporal system, allowing many people to use the system simultaneously and enhancing the convenience of such use in terms of time and space. However, results of this analysis indicate that the educational program for strengthening the professionalism of the National Assembly Library human resources and developing human resource capabilities is not sufficient. Therefore, more professional human resources may be required to improve information retrieval and system operation in the future.
Hence, to maintain the conventional users of the National Assembly Library and to increase library use, I suggest that priorities be given to increase the quality of customized services and, especially, to secure the competence of the digital library, which is the core of the electronic information service. In particular, I recommend the following six areas of improvement.
First, to increase the number and quality of books, which are non-electronic resources, it may be necessary to invite experts in each academic field to choose and recommend books to purchase so as to meet customers’ demands with regard to quantitative and qualitative aspects.
Second, unlike other libraries, the National Assembly Library may need to produce its own publications relevant to legislation in order to assist the legislative activities of users including representatives and their assistants, standing committees, the Secretariat of the National Assembly, the National Assembly Budget Office, the National Assembly Research Service, and others. In addition, the National Assembly Library may be necessary to discontinue publishing less-used materials or to integrate such items so as to provide customer-oriented rather than supplier-oriented service.
Third, in the case of non-electronic information services, it is necessary to find ways to enhance the quantitative and qualitative aspects of customized services, which representatives are using more frequently. These include the Foreign Information Reference and the Law Information Reference services. In addition, the library must publish creative and necessary publications continuously by itself, including Current Legislative Issue Legal Information and The Fact Book.
Fourth, in order for numerous access the electronic legislative information service at the same time, it is necessary to develop and extend an online service domain that is not limited by time and space constraints. In addition, there is a need for a new system and new facility to increase user convenience regarding retrieval, reading, book circulation, printing, downloading, and book return. In particular, in the case of electronic information, high-technology equipment and new facilities may need to be introduced to shorten the waiting time and to make book circulation more convenient.
Fifth, a method of enhancing data assurance should be promoted by increasing human resources, including information technology experts, foreign data translation experts, legal experts, and special librarians to help with the library information retrieval service.
Sixth, to increase the competence of the electronic information service, the technologies, human resources, and physical systems may be strengthened in order to increase the added-value of the electronic information.
