지역 발전방안 모색을 위한 문화예술 정책방향에 대한 연구 = A Study on Industrial Policy of Culture and Art to promote Local Community's Development

국문 초록 (Abstract)

오늘날 대부분의 국가들이 국제경쟁력 확보와 민족적 정체성 확보를 위해 문화예술에 기반 한 문화산업정책을 추진해 오고 있으며, 지방정부차원에서도 지역발전의 맥락에서 문화산업의 중요성을 인식하고 이를 육성하기 위한 문화산업정책을 추진해 오고 있다.
문화산업의 높은 경제적 가치는 다른 산업에 비해 경제적 파급효과가 매우 크다는 점, 정보화 사회의 핵심 가치인 지식과 정보의 장악력을 제고에 기여한다는 점, 지식정보화 시대에 기술 진보를 주도한다는점 등을 들 수 있다. 이에 따라 급속한 시장규모의 증가와 더불어 문화산업은 고부가가치의 요체로서 대부분의 국가들에서 전략적 육성방안이 전개되고 있는 실정이다. 그래서 문화산업은 앞으로 국가경쟁력 강화의 핵심적인 요인으로 자리 잡아 가고 있다.
더 나아가 지역적 차원에서도 문화예술의 중요성을 날로 증가하고 있는 실정이다. 문화산업의 경제적 가치로 인해 많은 도시(지역)에서 전략적 발전의 차원에서 강조되고 있다. 특히 문화의 경제적 가치를 실질적인 지역발전에 연결하기 위해서는 지방정부의 적극적인 역할이 무엇보다 중요하다는 점이 강조된다. 지역개발의 맥락에서 특히 강조되는 점은 소프트웨어 산업에 초점을 두고, 장기적 비전하에서 문화산업 부문에 자금을 지원하고 기업의 관심을 유도하는 것이다.
지역개발이라는 맥락에 따라 문화산업 육성에 관한 연구들에서 공히 강조하는 점은 소프트웨어 산업에 초점을 두고, 장기적 비전하에서 문화산업 부문에 자금을 지원하고 기업의 관심을 유도하는 것이 필요하며, 이를 위해 지방정부의 문화예술 정책에 대한 행정기능이 강화되어야 한다는 것이다. 즉, 문화의 경제적 가치를 실질적인 지역발전에 연결하기 위해서는 지방정부의 적극적인 역할이 무엇보다 중요하다는 사실이다. 그래서 그 역할과 관련하여 지역 문화산업의 개발가능성과 추진방향에 대해 검토와 지역의 특수한 상황을 고려했을 때, 현재의
제조업 일변도에서 지역경제발전을 위한 전략적 산업으로 한계가 있다는 점이다. 이에 지역 문화산업정책 추진 방향으로는 소프트웨어 형태의 멀티미디어 산업으로의 전환을 전제로 하여 다음 두 가지 측면을 아우를 수 있어야만 할 것이다. 첫째, 문화산업에 대한 지원과 기업의 참여 유도할 필요가 있는데, 문화 인프라를 구축함에 있어 중앙정부와 지방정부에 의한 공적 지원의 필요성과 함께 새로운 지역문화 창출을 통해 지역경제를 활성화라는 부차적인 효과 기대할 수 있을 것이다.
둘째, 간접적인 측면에서 지방정부·대학·민간 중심의 지역 문화예술위원회 등의 활용을 통한 전문성 확보함으로써 지방자치단체의 문화기능 증대라는 부수적 효과를 기대할 수 있을 것이다.
결국 문화산업의 특성과 배경을 바탕으로 정부가 추진하고 있는 문화산업에 대한 방향을 정립하고 지역의 대표적 문화산업 발굴을 위해문화예술과 경제적 가치를 접목시켜 그 가능성과 추진모델을 구성해야 만 할 것이다. 문화산업을 전략산업의 하나로 육성하기 위한 적절한 대안을 탐색하기 위해서는 중앙정부차원의 문화산업정책에 대한 면밀한 검토에서 출발해야만 한다. 왜냐하면 국내 첨단문화산업은 대부분 중앙정부의 지방문화 산업클러스터정책에 의해 육성되기 때문이다. 지역의 특수한 상황을 고려할 때 현재의 제조업 일변도에서 지역경제발
전을 위한 전략적 산업으로 소프트웨어 부문으로의 전환을 토대로 지역의 주력 경제와 문화예술에 기반 한 첨단문화산업과 연계하여 개발하는 것이 효과적이다.

다국어 초록 (Multilingual Abstract)

It has been nations' project to drive industrial policy based on culture and art to secure its national competitiveness and identity. Inline with this, local governments also recognize the importance of cultural industry and promote policies naturing local culture and art.
The economic value of cultural industry is that it has strong ripple effect comparing other industrial areas, secondly it contributes to the informational asset which plays the key role in information society, and thirdly it leads the advance of technology which is necessary in the era of knowledge-information. Cultural industry is the ssence of high added-value that can increase the scale of market, thus most countries tries to develop strategic cheme on that. In addition, the importance of culture and art has been increased in the level of local community. It is emphasized as a local development boosting its eonomic fundamental. Following this problem, the role of local government has been accentuated to connect its cultural economic asset to actual development of the local. The specific focus on this is software industry, and thus local government tries to invest and manage its cultural industry controlling the related areas. What the emphasis in the study of cultural industry development focusing on local development is the software industry, and invest to the area of cultural industry in longer vision, and thus needs to strengthen administrative support for local government's policy of culture and art. In other words, local government has important role of connecting the economic value of regional culture and development. This indicates the limitation of the policy focusing only on the manufacturing industry. Thus the direction of the policy of cultural industry can be suggested as follows.
First, it is need to induce the participation and invest of business sectors in the cultural industry. Second, it is also required to insure professionality through the culture and art commission consist in local government, universities, and private sectors. These will be expected to get the effect that can increase and promote local culture and its economic function.
This needs of cultural industry leads to the establishment of the direction of the governmental policy on it, and requires the construction of the model of how to connecting culture and art and its economic value.
Seeking appropriate alternative to nature cultural industry as strategic industry, we should begin with concrete scrutinization of central government's policy of cultural industry development. Since, most cultural industries are stabilized from central government's policy on the industry cluster of local culture. It is efficacious to develop local main economy related with high-tech cultural industry based on local culture and art as strategic industry considering characteristic of the local circumstances.
