The Acts of Sustainable Use of Dokdo Islet ('Dokdo Acts) were legislated in order that Korea may have an effective control over the territory as Japan's Simane County established its Ordinances of 'Day of Takeshima(Dokdo) in 2005. Korean government is supposed to map out a blueprint for an ocean research station that is specially designed for oceanic research as well as for manifestation of its jurisdiction over the islet, along with the construction of a control room and exhibition hall(hereinafter referred to as "Study & Exhibition Hall") within the station, which could not be presumably imagined elsewhere in the world.
This paper is intended to examine the feasibility to build the Research & Exhibition Hall(hereinafter referred to as "the Hall").
It is expected that the Hall can be appropriately used for the purpose of education & PR, in order to make public the results of oceanic researches from the station, and itself also evidences that Korea may strongly and undeniably assert its sovereignty over Dokdo. The facility can also serve also as a base to boost regional economy when tourism resources and marine oceanic contents are best utilized in relation to Dokdo and surrounding areas in the East Sea. For this, a variety of initiatives should be created to meet new increasing tourists' demands.
We made a survey of the similar cases to that of Dokdo at home and abroad and identified that none of such exhibition halls had been built within marine research facilities. In case of the similar overseas facilities for oceanic observation, data collection & distribution system via network could be referred to in the policy-making for management of the Hall within the station.
Based on the results from preceding studies, building the Hall is expected to be reasonably feasible for the following purposes:
First, the Hall will help improve Korea's scientific prestige,
Second, it will serve as core facilities for widely publicizing the results of researches on Dokdo and the East Sea that belong to national territory and territorial waters.
Third, it will help prepare archives for Dokdo through the database of oceanic data and materials.
The control room within the station can give learning & experience opportunities for people from all walks, students and tourists, scientists, reporters and journalists, and other VIPs or national guests. Its core targets are students and tourists. The hall should be designed to be equipped with rooms for PR, research presentation or education & training. It is also expected that a digital archive center will assist online visitors in gaining an easier access to web pages and identifying data and materials relating to Dokdo and oceanic researches on a real time.
Hopefully, this study could be helpful for construction of a Study & Exhibition hall within Dokto ocean research station.
